Dear -----------, I am responding on behalf the Interagency Coordinating Board to your August 4 email about who will be responsible for scheduling community use of the artificial turf stadium field at Richard Montgomery High School. The Community Use of Public Facilities Office will continue scheduling use of the field. I have reviewed Maryland State Board of Education’s Opinion No. 09-20. Neither the opinion nor the “ICB Guidelines” referenced in the opinion, state, or imply, that the ICB cannot schedule field use. As I am sure you are aware, the ICB is as an independent agency, separate from the Montgomery County Board of Education. As such, the ICB has the authority to coordinate the use of school facilities, including athletic fields, and to adopt related policies. The ICB approved an artificial turf policy to ensure that this new facility was scheduled and user fees assessed in a fair and consistent manner. The fees were set to recover the ongoing costs of maintaining the field, of which 85% of the revenue is returned to MCPS for maintenance and custodial staff costs (90% is returned to MCPS if use is by a commercial group). As for the use covered by the agreement between MCPS and MSE, the ICB receives no revenue and serves only as the conduit to reimburse MCPS for any additional services such as staff costs for security and clean-up that may be required. We have a number of community groups using the RMHS field and would be happy to send you or anyone else that might be interested an application.
