Marinate sliced beef and refrigerate for 3 to 4 hours. Heat oil and fry ginger and garlic until golden brown. Add marinated beef slices and stir-fry over medium heat for 2 minutes. Add sliced capsicum and water stir-fry for another 2 to 3 minutes. Garnish and serve.
