KEY POINTS - Capital work set up on Job 30734471 - Several stations are noted as receiving major work in 2010, so work is not included in this 2009 job. - Some stations involve relatively small expense-only work, so this is deferred to 2010 to reduce 2009 work load. - GC travel assumes efficiences (e.g., once in the Bay Area, the crew moves from local station to local station). Travel is shown under capital only, assuming expense is done while on site. If expense is performed separately (e.g., deferred to 2010), travel must be added to the expense costs. - Card reader replacement has been reduced to buying six new heads, but not installing on this job.

- Capital work set up on Job 30734471 - Several stations are noted as receiving major work in 2010, so work is not included in this 2009 job. Travel is shown under capital only, assuming expense is done while on site. If expense is performed separately (e.g., deferred to 2010), travel must be added to the expense costs. WORK SCOPE - Card reader replacement has been reduced to buying six new heads, but2009-2010 not installingNGV on thisSTATION job.

Ken Dean could unload 18 mandays by handling stations with no required GC work. Ken could unload another 10-15 mandays by handling sign and cabinet/eye wash installations at stations in which GC is working. If we take 3035 MDs off of the GC December load, we get closer to something that GC can handle with three 20-man crews

15

11/25/09

1) Start date is uncertain, since material may not be available. Woodland removal can be done first, since no material required and unlike Bksfld, no need to combine travel to Woodland. 11/17 start date is used to illustrate reasonble number of work days remainign in 2009 for capital compliance work (must be completed in 2009). 2) Two different levels of contract effort are included. Stage 1 = only send contractor only to sites where no GC work is planned. Stage 2 (incremental to St1) = send contractor to GC work sites to unload GC to the maximum extent possible. Results in 5-10 mandays duplicate travel time, but not much. 3) as of 11/16/09: Jim Myers JXMX 209 601 5613 / Josh Gardner J3GD 209 470 7696 Jim will be available M-Th and then gone two weeks. Another foreman may be available starting 11/30. Another foreman may be available to work Fri 11/20 with Josh

If no block and bleed is easily done, isolate the station and pressure sources as much as possible, and employ appropriate PPE in case the PRV vents. <> 3) Hot work permit (written by the foreman) will be needed in those few stations where PRV stack will need to be cross-drilled in place (requires electric drill motor operation inside classified area). Includes NSAOrion (in Arch Rd) for live gas detection while work is underway.

I've not found specs in the code. We've discussed button height and agreed no code, so will use 36". Stockton sign will be at 12' to sit above the instructions sign. Similar approach elsewhere (whatever works to be conspicuous for each dispenser). If fuelmaker has no internal power disconnect relay we can tap, we may have to just wire the ESD button into the power supply circuit. Can this be done? ESD contact ratings - MMills Have 240v 7a rating….Marten will provide material recommendation. Set up the audit findings to know what/where to install? Confirm this just leads to vent stack to support PRV removal. NO = probably feeds the QCBRack, so we have to leave in service Change excavation to full trench back to ESD button if the conduit is found to be too deep to tie into

Inventory / order development underway Look for electrical system drawings Sheridan and I have discussed bleeding CNG station botttles into the upstream distribution system as an alternative to compressing into tube trailers, as a method to remove station inventory to allow fitting replacement. Review w/Matt & Nick. A 6 bottle 4000 psi / 60 Mcf inventory can be regulated to the distribution system in 2 hours of 30 M/hr with the ambient trailer (50 M/hr for the trim heater trlrl). If the distribution system off of which the CNG station is fed is large, it may absorb these flow rates from the CNG station; local distribution planning engineers can provide the rates. Trucking from Hayward is $100/hr for a tube trailer - the regulator trailers can be transferred by PG&E employees at a similar cost. 11/16, 11/17 LM for Mark Silva 707 217 5714 to discuss trenching which may occur this week, and the proximity of what is likely to be power supply to the garage from the main building. 2009 CNG STATION COMPLIANCE WORK APPROXIMATE SIGN NEEDS GC - This table is intended to help select sign inventory for stations. However, since this was built after initial field trips were made, the set of signs taken to each station should be built using the SignInventory112909.xls file as well. MTC - replace older signs? Review photos to discuss…sign on each tank both directions? Or only some signs on each tank, and in other cases, one sign facing each direction is fine. Review Fresno and other report re: "stop motor" on compr wall. NFPA 52:4-14.9, “Stop Motor”, “No Smoking” and “Flammable Gas”. QCBR emer shutoff valve signs

The addition of ESD button(s) to the station emergency shutdown system results in a change to the system. Because of this change, the function of the ESD system must be thoroughly and completely tested prior to returning the station to service. 1) Activate a clearance for the station and de-energize the electrical system, to prevent compressor start and to ensure the ESD wiring is de-energized. 2) Remove the existing ESD button at the connection point for the new ESD circuit, and test the functionality of the existing ESD button to confirm that it is a simple closed/open contact for a single wire pair.

existing 3) The new ESD button can then be extended as part of this series circuit. Apply wire number labels to all new wiring at the termination points in the existing and new ESD stations. Install conduit seals on all conduit ends (one at the existing ESD button connection point, and one at the new ESD station).

4) Once the new button is connected, energize the compressor ESD circuit(s) and test the operation of each and every ESD button in the station to confirm the ESD circuit opens at the compressor end of the circuit. 5) MTC - Confirm we do not need a live ESD test with compr running.

Install new ~41' run of conduit overhead from existing ESD button E2 to proposed new ESD button E3. Vehicles do not drive between the row of dispensors, so overhead rigid steel conduit mounted on the dispensor stanchions should work. Tapping into conduit at E3 and intalling a traffic box would avoid a long conudit run and pulling wire, but the conduit was reported as being 3-4' deep, so the shallow trench and conduit from E2 to E3 has been chosen as easier.
