THE PROGRAM : REEN OVEMENT GENDA (Memorandum from the President dated December 23, 2008)
The program calls for a holistic, scientific, rights-based manner of managing the resources observing the principle of multiuse, decentralization and devolution and active participation of local government units.
The Zero Basura Action Plan for 2009 calls for the harmonization of various horizontal and vertical local actions on the management of the environment, with special focus on solid waste management, the very basic environmental concern that affects and involves each and everyone…. from the Uplands to the Coastal Areas.
