Fejfar I have argued previously that there is a Social Contract between the United States and its residents. Following the United Nations Universal Declaration on Human Rights, the United States is required to provide a Social Welfare Net to its residents based upon the positive rights to food, clothing, housing, education, and medical treatment. Finally, those who have self-actualization needs also need to be helped to have fulfilling, meaningful employment or volunteer work. Now, in many instances this is done through the functioning of the private economy where there is just business regulation, but still there is private property and the private contract. Nevertheless, the private economy is not always enough. For a variety of reasons such as less than full employment, insufficient pay, physical disability, mental disability, or just plain bad luck, some people need help from the Government. Now, the way to make this work, practically is to have a Federal Social Welfare Tax which funds welfare programs, workfare programs, subsidizes private health insurance, and provides educations grants for higher education. Thus, all residents of the United States are required to pay a Social Welfare Insurance Premium in order to have the coverage of the Social Welfare Net, as described above. I argue that this Insurance program should be a mandatory program with, a certain percentage deducted from income, just like social security tax.
