CIAA Market Survey We conducted a market survey among our members and the results are posted below. These are occupancies as of July 31, 2008. Several areas of the Greater Des Moines area are represented. When we get a better response, we will be able to separate the results to specific areas.

Other questions asked on the survey were: Security Deposit - Average for conventional properties was $248; average for tax credit properties was $220. Market rents conventional: 1 BR - 665, 2 BR - $756, and 3 BR - $1,053. Market rents tax credit: 1 BR - $577, 2 BR - $616, 3 BR - $696.

Letter from the President The State of the Alliance Our second year has been phenomenal. Simply phenomenal. CIAA has become synonymous with highly qualified and educated property management professionals. Prospective residents respect the Alliance and the reputation of its members. Hundreds of members have attended our meetings and training sessions. In total, we have graduated an unprecedented number of CAM, NALP and CAS designees. Next year we will be introducing two designation courses new to Iowa - CAMT (Certified Apartment Maintenance Technician) and CAPS (Certified Apartment Property Supervisor). Visit the NAA website to see details on these two courses, or simply click on the logos on the previous page. Our membership has grown tremendously. Currently there are a total of 188 members - 35 Management Companies, 111 Properties, and 42 Vendor members. 15,687 rental units are represented in those numbers. We have member properties in Des Moines, Ankeny, Altoona, Cedar Rapids, Ames, Johnston, Pleasant Hill, Urbandale, West Des Moines, Indianola, Pella, Marion, Newton, Bondurant, Clive, and Waukee; management company representation from a single unit to thousands of units; vendors who can take care of every one of your day-to-day needs; members who care about the reputation of the rental industry. We have it all. Congratulations to each and every member who recognizes the benefits of CIAA membership, the benefits of nationally accredited designations, the benefits of a professionally trained staff, and the benefits of local, state, and national lobbying efforts. Many wonderful business relationships have been formed between Property and Vendor members through great networking opportunities like the Golf Outing and Trade Show Thank you to each and every member who enthusiastically supports the CIAA. LEAD PAINT AND HELP FOR RENTAL PROPERTY OWNERS Lynn Simmons and Chris Frantsvog from Polk County Health Dept. Lynn is Program Specialist in the Lead Program and is responsible for intake, outreach and client services for their home repair program. Chris is a Public Health Planner and coordinates the Lead Program. Should you know more about lead-based paint? Yes! • There are an estimated 64,000 housing units (owner-occupied and rental) in Polk County with significant lead-based paint hazards (bad enough to poison a child) • A new law in Iowa requires all children to have at least one lead test before enrolling in Kindergarten. More tests will locate many more children with high lead levels, as well as the addresses where they live. • Lead-paint hazards are found mostly in buildings built prior to 1960, which accounts for more than 60% of Polk County housing stock, (although any unit built before 1978 COULD have lead paint). There is a program in Polk County to help rental owners. We'll give you the details.

This year’s Trade Show will be a tropical/beach theme, so choose your booth style and giveaways appropriately. There will be an award for Best Vendor Booth. Vendors will provide a $25.00 prize for the drawing portion of the event.

There will be a Grand Prize Giveaway sponsored by the CIAA and attending vendors. Refreshments and food will be served throughout the event. Decoration of the room will be provided by the CIAA trade show committee. Table sizes will be 8 foot by 30 inches unless you request additional table space; additional table is $100.00 payable with registration. If you are bringing a pre-made booth please get with the event chairpersons about the space you will need and possible price adjustments. Booth amount is $350.00 for CIAA Vendor Members and $700.00 for non members. Electric for any booth will be an additional $20.00 payable with registration. Wireless Internet for any booth will be an additional $50.00 payable with registration. he rising cost of energy and petroleum-based products is having a great impact on the budgets of all NAA members and the nation’s economy overall. With 2009 operating budget preparations underway, NAA is presenting results from its annual Survey of Operating Income & Expenses in Rental Apartment Communities, completed by CEL & Associates Inc. and based on data over the past year. An executive summary of the survey will appear in the August issue of units magazine. The survey is based on operating budgets from hundreds of communities and is broken down by community size and type, as well as by metropolitan statistical areas. It gives readers a greater understanding of what competitors are spending on all facets of apartment operations. A total of 3,591 properties containing 915,993 units are represented in the report. Data was reported for 3,243 market rent properties containing 856,256 units and 448 subsidized properties containing 59,737 units. Forms with partial data or apparent problems that could not be resolved were not used. Major findings in this survey of the professionally managed rental apartment industry reflect the uncertainties of the current economy, as demonstrated by net operating income in the market rent segment of the rental apartment market declining slightly by 0.3 percentage points to 56.6 percent and a lower economic loss rate of 10.11 from 10.20. Total operating expenses increased by 1.2 percentage points,

or 3.1 percent. The economic state of subsidized properties in the survey also experienced variable results over 2006. New to the survey is analysis in the form of ratios which provide benchmarks of the relationship between key operating variables from Survey participants about onsite operations. Statistics convey the number of staff who hold designations, preferred rental payment methods (such as by credit card online) and the amount of traffic generated through the Internet, among other points of interest. Every survey participant will receive a CD copy of the survey. The complete report, available online Oct. 1 at www.naahq.org/08ies, contains detailed data summarized for six geographic regions and for metropolitan areas with at least 10 properties reported.
