Saubhagya - Guidelines

Pradhan Mantri Sahaj Bijli Har Ghar Yojana–“Saubhagya” Pradhan Mantri Sahaj Bijli Har Ghar Yojana – ‘Saubhagya’ a new scheme was launched by the Hon’ble Prime Minister on 25th September 2017. Under Saubhagya free electricity connections to all households (both APL and poor families) in rural areas and poor families in urban areas will be provided. Based on application received from prospective consumers, Detail Project Report (DPR) of about 26.14 lakh un-electrified households in Odisha (23.26 rural households and 2.88 lakh urban household) has been submitted. The target date for providing electricity connections by Government of India (GoI) is December 2018. The target date set by Government of Odisha is September 2018. The DPR for Rs.3,325.76 Cr. including HT lines, LT lines & DTRs has been submitted to Rural Electrification Corporation (REC). GoI has decided to sanction @ Rs.4,500/- per household. The work will be executed by NTPC Ltd., OPTCL, PGCIL & DISCOMs. Scope of the Scheme:  Providing last mile connectivity and electricity connections to all un-electrified households in rural areas.  Providing Solar Photovoltaic (SPV) based standalone system for un-electrified households located in remote and inaccessible villages/habitations, where grid extension is not feasible or cost-effective.  Providing last mile connectivity and electricity connections to all remaining economically poor un-electrified households in urban areas. Non-poor urban households are excluded from this scheme.

Salient Features of Saubhagya are:  All DISCOMs including Private Sector DISCOMs, State Power Departments and RE Cooperative Societies shall be eligible for financial assistance under the scheme in line with DDUGJY.  The prospective beneficiary households for free electricity connections under the scheme would be identified using SECC 2011 data. However, un-electrified households not covered under SECC data would also be provided electricity connections under the scheme on payment of Rs. 500 which shall be recovered by DISCOMs in 10 installments through electricity bill.  The electricity connections to un-electrified households include provision of service line cable, energy meter including pre-paid/smart meter, single point wiring. LED lamps and associated accessories in line with technical specifications and construction standard.  In case of un-electrified households located in remote and inaccessible areas, power packs of 200 to 300 Wp(with battery bank) with 3 LED bulbs, 1 LED tube-light, 1 DC Fan, 1 DC power plug etc. is being provided along with the provision of Repair and Maintenance (R&M) for 5 years.

 

The details of consumers viz, Name and Aadhaar number/ Mobile number etc., as available are being collected by the DISCOMs. The defaulters whose connections have been disconnected should not be given benefit of the scheme. However, the utilities may consider settlement of old dues and reconnection as per norms.

Saubhagya - Progress

Out of 96,13,471 households (Rural + Urban) in Odisha, 69,99,299 were electrified as on 10.10.2017. After 10.10.2017, 8,76,221 households have been electrified under Saubhagya Scheme till 28.08.2018. As envisaged in the scheme, remaining 17,37,951 households are to be electrified by 30.11.2018. District-wise break-up is enclosed as Annexure – I. Discoms, NTPC Ltd, Power Grid, OPTCL & OREDA are the implementing agency for the said work.
