PURPOSE This Guide sets forth the provisions of Aerial Platform Inspections at facilities with the specific objective of minimizing the potential for injuries and fatalities resulting from Boom Truck Aerial Platform accidents involving employees and contractors during construction, and maintenance activities.

SCOPE The provisions of this Guide are applicable to all Divisions, Subsidiaries and Majority Interest facilities. Should local, state, federal or government regulations exceed the requirements stipulated in this Guide, then those regulations shall apply. Aerial Platform Inspection measures are to be used by all parties involved in construction, and maintenance at facilities.

RESPONSIBILITY 3.1
Division, site and departmental policies, procedures and practices at all worldwide locations should be in accordance with the intent of this Guide as well as any applicable local regulations.
3.2
All Project Managers/Engineers are responsible for assuring compliance with this Guide on assigned construction and maintenance projects. Site/Area Engineering personnel and Maintenance Supervisors are responsible for construction and maintenance work under their control and for providing adequate Aerial Platform Safety to those performing such work.
3.3
Site Safety and/or Industrial Hygiene Departments will provide technical support to engineers/supervisors for Aerial Platform Inspection standards and methods.
3.4
Engineering personnel in charge of construction and maintenance along with Site Safety personnel’s participation, shall periodically audit the Aerial Platform methods employed to assure that the requirements of this Guide are met.

General Aerial Platform Safety
Aerial platforms are used under the same operating rules as any piece of mobile hoisting equipment. This includes: I .Operator knowledge of the unit and its load capacity charts, and his/her ability 2. Pre-operation inspection (See Section 6.0 of this guide) 3. Setup on firm, level ground with the outriggers extended Personnel in the basket are always under the control of the ground operator (even in platform controlled units). Ground operator is always required while boom is being operated. Aerial platforms normally have insulated booms and fiberglass baskets. OSHA regulations require a yearly inspection. The boom must have a dielectric test, the fiberglass basket is ultrasound tested, and the structural components are magnetic particle inspected. 6
