Councillor Kositsky welcomed the members to the Community Safety Advisory Committee meeting and there was a round table of introductions.

APPROVAL OF AGENDA 1.

Community Safety Advisory Committee April 15, 2009 Moved by D. McKim, Seconded by G. Zacher, That the Community Safety Advisory Committee adopt the minutes of the April 15, 2009 meeting. CARRIED

NEW MEMBER ORIENTATION 1.

Council Advisory Committee Establishment Bylaw No. 4700 Councillor Kositsky explained details of the new Council Advisory Committee Establishment Bylaw 4700 that received final reading in end September, 2009.

NEW MEMBER ORIENTATION The Highlights of his report are: • Composition and Structure: the bylaw states it shall appoint a maximum of 12 voting members per advisory committee. Advisory Committee member’s terms will be such that half of the members’ appointments will expire each year.

Task Force: Each Advisory Committee may establish a Task Force for specific purposes that have a maximum duration of 90 days without Council’s prior approval



Communication: All Advisory Committee Chairs shall meet with the Mayor and available members of Council two times per year to share information about work of the Advisory Committee and related Council issues.

A binder was handed out to all members of the Community Safety Advisory Committee at the beginning of the meeting.

Election of Chair - 2009 Moved by P. Strand, Seconded by D. McKim, That G. Zacher be appointed Chair for the year 2009. CARRIED

PRESENTATIONS 1.

Youth Initiatives at Langley Detachment Cpl. K. Watkin and Cst. J. Northrup did a presentation regarding the various safety programs that the RCMP are working on to help children and youth. •

The Langley RCMP are no longer presenting the Drug Abuse Resistance Education (DARE). Over the course of this past year, in consultation with the Langley School District, it was decided that a new program be introduced called ‘Kids in the Know’. The Kids in the Know Program incorporates all the messaging from DARE, including topical issues faced by youth today. The lessons are co-taught with police and teachers with three lesson plans being dedicated to drug education. Kids in the Know is a safety program designed to empower children and reduce their risk of victimization. It focuses on building self-esteem through teaching critical problem-solving skills. The program uses an inclusive, community-based approach to heighten safety awareness. The core premise of the curriculum is based on key root safety strategies and environments which are reinforced and practiced throughout every grade level.



The RCMP has created the ‘School Action for Emergencies’ (SAFE) Plan to establish standardized procedures for emergency response bylaw enforcement and other emergency service agencies. Developed and maintained by the RCMP, it is designed to enhance the safety and security of our youth in schools. The Langley RCMP have trained their officers in ‘Immediate Action Rapid Deployment’ (IARD). This program prepares officers to tactically respond to any high risk situation where lives could be at risk.



The Langley School District has introduced Project Resiliency – a three day alternate to suspension program which focuses on resiliency, control, coping and self-awareness.



The 2009 RCMP Junior Cadet Camp will be held at James Hill Elementary School. It is a three day learning program about the RCMP, including drill and police dog services. This camp is open to children between the ages of 8-12.



The Langley RCMP will beginning a Youth Futures Hockey program for youth-atrisk. The Langley RCMP have recently added a second officer to their Youth-At-Risk unit.

2009 WORK PROGRAM 1.

2009 Work Plan The 2009 Draft Work Plan was circulated at the meeting for members to review and will be discussed in detail at the next meeting. Supt. Armstrong will present the draft 2009-2011 Strategic Plan at the next meeting.

COUNCIL RESOLUTIONS AND REFERRALS The following Resolutions were adopted at the April 6, 2009 Special Council meeting: That Councillor Kositsky be appointed to the Community Safety Advisory Committee and that Councillor Long be appointed as the alternate. That Council appoint Stephen Anderson, Tim Williams and Bradley Gaudette for a two (2) year term ending December 31, 2010 to the Community Safety Advisory Committee.

ROUND TABLE 1.

B. Herman reported the following: • She attended the Diversity Forum in March. • Langley Community Services have received funding for the Karen refugees. • BC Healthy Communities will be hiring a youth worker to help promote healthy lifestyles. • WC Blair Recreation Centre have a middle childhood program where the focus is on families. • The Brookswood Senior Secondary “Abstract Expressions” Art Exhibition will be on display at the Civic Facility.

2.

Supt. J. Armstrong reported that she will discuss possible topics for future meetings at the May meeting.

3.

D. McKim reported that currently Ishtar Transition House has started a 8 week program on Anger Management for Men.

P. Horton wanted clarification on the age group “youth” fall in.

5.

G. Zacher thanked everyone for their support and looks forward to working with the committee.

R. Proulx reported that he is involved in the Citizens Crime Watch Unit and if any of the members would like to be involved, contact Diane Robinson at the RCMP.

7.

T. Griffiths is involved with the Langley Association of Community Living that has been in existence since 50 years. The association has organized a fund raiser on May 7, 2009 – ‘An Evening with Rick Mercer’.

8.

S. Anderson applauds the committee for the work done and is looking forward to working on the committee.

9.

B. Gaudette has safety concerns regarding traffic on the 200 Street corridor. He also had concerns regarding bicycle safety.

10. L. Casap reported that April 1, 2009 is auto crime enforcement month. Since the Provincial Government introduced bait cars, auto theft is down by 33%. 11. D. Wade reported that the Fire Department works hand in hand with the RCMP. Bylaws also falls under the Fire Department. The 2009 Police & Fire Games will be held from July 31 to August 9, 2009 and approximately 12,000 athletes are expected to participate in this event. The department is also involved in discussing justice reforms with Mark Warawa, MP.

ROUND TABLE 12. Councillor Kositsky reported that Anti Racism Task Force operated under the Community Safety Commission that has been in place since 3 years will be winding up this year. He also reported that April 23, 2009 is Municipal Awareness Day when approximately 1,800 school children tour the civic facilities and are made aware of the various services offered by the Township. The minutes of the Dialogue on Diversity will be distributed at the next meeting.
