#14 EXTRACT OF THE OFFICIAL PROCEEDINGS OF THE COUNCIL OF THE PARISH OF ST. BERNARD, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING HELD IN THE COUNCIL CHAMBERS OF THE ST. BERNARD PARISH GOVERNMENT COMPLEX, 8201 WEST JUDGE PEREZ DRIVE, CHALMETTE, LOUISIANA ON TUESDAY, SEPTEMBER 1, 2009 AT SEVEN O’CLOCK P.M. On motion of Mr. , seconded by Mr. , it was moved to adopt the following resolution:

RESO LUT ION SBP C #540 -09 -09 A RESOLUTION TO AMEND THE ST. BERNARD PARISH COUNCIL’S RULES OF CONDUCT GOVERNING THE PROCEDURES TO BE FOLLOWED AT PUBLIC HEARINGS CONDUCTED BY THE ST. BERNARD PARISH COUNCIL BE IT RESOLVED, that the St. Bernard Parish Council, the Governing Authority, that the following procedures be followed at public hearings conducted by St. Bernard Parish Council are here established: 1. Public Hearings shall be scheduled at the discretion of the Clerk of Council 2. All persons wishing to be heard shall fill in the form provided for speakers. 3. Each speaker, before speaking on the proposal, shall give his or her name and state whom he or she is representing. 4. The proponents will present their case and they will be allowed 5 minutes for all speakers and a 3 minute rebuttal period. 5. The opponents will present their views after the proponents and they will be allowed 5 minutes for all speakers. Opponents will not be permitted rebuttal period. 6. The time periods may be extended by consent of the Chairman if good cause is shown 7. The arguments on both sides must be confined to essential points bearing on the desirability of the change, or opposing it. 8. No personalities shall be indulged in by either side and such procedure shall be sufficient cause for stopping the speaker from further argument. 9. No questions shall be directed to the speaker without consent of the Chairman
