INTRODUCTION

As the

City the citizens of Flagler Beach and the merchants of downtown Flagler initiating redevelopment of the downtown the first questions that comes to mind is why Why spend money redeveloping or improving downtown There are other areas of the that deserve attention So should the City why certainly City public focus specific interest attention and public dollars on providing improvements to the Beach consider

downtown Proven

primary tool used in over 55 Florida Communities within the Community Redevelopment Program there are several reasons that redevelopment improvements in the downtown should be undertaken Among these are as a

businesses must

anticipate its competition As the area grows new commercial develop These new developments will compete for existing clientele and win new clientele as new people move into the area than to win back clientele lost to other shopping markets Investing now in downtown Flagler Beach s future will cost the citizens and the City less It is more productive than waiting and investing later attractions will

The

Community Redevelopment

Act of 1969

The

legislature of the State of Florida in recognizing that certain areas exist in communities of this State which constitute an economic and social liability by decreasing the tax base impairing sound growth or creating other burdens upon the larger community has provided through the Community Redevelopment Act of 1969 a means for the local

community to conserve rehabilitate or redevelop the area to serve the public health safety morals or welfare of its citizens Chapter 163 Part III of the Florida Statutes titled Community Redevelopment lays out the requirements for establishing a community redevelopment area a community redevelopment agency preparing and adopting a community redevelopment plan and establishing the tax increment finance TIP district to pay for improvements in the area interests of the

Beach downtown which exhibits evidence of

decrease in the relative share of the tax base it is

important to the community again provide proportionate share of revenues and that the area is as a vital focal strengthened point for the City and region The Community Redevelopment Plan and the use of the tax increment financing method allows the preservation and enhancement of the tax base so that the downtown area pays a higher share of City services than it presently does Further it encourages private development through the provision of incentives stimulates improved use of underutilized land and commercial buildings and prevents further deterioration which has previously resulted in a lower proportionate tax base a

The

legislation lays out specifically the requirements for a community redevelopment plan It is necessary that a redevelopment area be designated by resolution of the governing body and that the plan conforms to certain statutory requirements The redevelopment plan must conform to the community s comprehensive plan must be sufficiently complete to indicate when appropriate acquisition demolition and removal activities eminent domain as well as redevelopment or rehabilitation proposed to be carried out in the area The plan shall recommend design economic restructuring planning and zoning changes land uses maximum densities and building requirements It is required that the plan provide for relocation should any families be displaced by activities recommended in the plan There shall be due consideration to adequate park and recreation facilities especially considering the health safety and welfare of the children in the planning area It is important that the plan affords maximum opportunity for rehabilitation or redevelopment by private enterprise Any recommended no residential uses shall be necessary and appropriate for the proper growth and development of the community The

legislature has determined that the preservation or enhancement of the tax base by providing tax revenues to the community is essential to the financial health of the community Further it has been determined that community redevelopment in a community redevelopment area will enhance the tax base providing increased tax revenues to all effected taxing authorities thereby increasing their ability to accomplish their appropriate purposes

pedestrian traffic through the heart of the CRA would also impact the experienced by the existing boardwalk The boardwalk located on the east side of SRAIA currently stretches from S 7th Street to SRlOO With the anticipation of increased pedestrian traffic the City is investigating the possibilities of extending the boardwalk to North 9th Street The City already experiences a high rate of usage on the boardwalk from both residents and visitors alike especially during the major holiday events hosted by the City Increased

both residential and commercial infill Additional studies will be necessary to address additional growth and development within the CRA Sewer Facilities A

large portion of the City currently has sewer service including the CRA A preliminary review of the service to the CRA indicates in substantial capital improvements needed at this time However additional television inspection of the sewer lines is necessary to assess the amount of infiltration that is occurring within the CRA In addition the acquisition of generators is necessary to ensure continued service in the event an emergency occurs in the CRA which could disrupt sewer service Further review of the cost effectiveness of providing sewer service within the CRA should be conducted periodically Fire Protection As additional water service is

provided within the CRA fire protection should be improved through the installation of sufficiently sized water lines to meet commercial and residential fire flow requirements In addition sufficient fire hydrants and valves should be installed with all new water lines extensions These improvements will have a positive impact on the current fire protection system and will provide an incentive for the location of new businesses Table 4 indicates some general locations for the provision of fire hydrants within Jhe redevelopment area 10

field

investigation indicates many areas within the eRA are not use Many of the problem areas need to be addressed by on going projects conducted by either the City County or the Florida Department of Transportation The new bridge over the Intracoastal has both a positive and negative impact on the traffic circulation in the CRA The bridge is designed to support a higher level of traffic and the supporting roadway improvements storm drainage and sidewalk improvements will provide a better atmosphere for the improved roadway The improved widened roadway will result in an increased roadway speed along Moody Boulevard SR100 While the improved roadway will not immediately result in additional vehicle use of Moody Street long term the roadway will be able to handle additional capacity which will have a negative impact on the pedestrian access to commercial businesses along Moody Street However additional parking facilities see Parking will assist with the added vehicle impact along Moody Street Continued improvement to the pedestrian walkways see Sidewalks within the CRA will help minimize the impact of additional vehicle usage on Moody Street It may be necessary to conduct a more extensive engineering investigation of intersections especially high hazard locations in order to identify additional improvements as part of Flagler Beach s maintenance and ongoing roadway improvement program conducive to pedestrian

Parking The current need for

parking

is not based

strictly on the number of on and off site spaces currently improve the downtown landscaping which would promote greater use of pedestrian traffic the safety of available parking on the and of existing major roadways grandfathering existing land use which may adversely impact the availability of downtown parking The City of Flagler Beach utilizes a traditional parking strategy in which parking requirements are tied to zoning specific structural use and the size of the structure being used The of City Flagler Beach may consider convenient parking beneath the new bridge adjacent to the Community Area boundaries and the downtown area Redevelopment available but is tied to the need to

The current planning system required the utilization of prime commercial property for parking hindering the expansion or development of many of the vacant

parcels in

the downtown

A

reverse

strategy has been utilized in other communities that

City of Flagler Beach

were

facing

decline in which the

parking space requIrements

were minimized allowing

for greater in fill The result is the creation of greater pedestrian traffic due to the increased distance of vehicle parking form the destination However this strategy does not work unless aesthetic improvements are made which allow for a pleasing experience for the vehicle driver

pedestrian With the increased growth and tax revenues parking concerns and planning can be dealt with as an infrastructure need Centralized parking lots which minimize the use of prime commercial property can be purchased and improved through funds generated by the Tax Increment District and through special assessments

on

the business district that created the need

The

City has begun the process of purchasing property in the eRA for the development of parking Parcels have been purchased bat both the north and south ends of the CRA In addition municipal parking exists at Veteran Park Southside Park and along the right of way on AlA The future improvement of the available parcels will provide additional parking for both users of the park and beach facilities and the downtown area As the downtown continues to build out additional municipal parking facilities will need to be secured Aesthetics

An

important part of redeveloping any area is its appearance While many aspects of appearance will improve as the structural conditions are improved as redevelopment takes place for economic reasons as streets are enhanced repaired and infrastructure is upgraded some aspects of the appearance of a downtown must be given special attention Public improvements in a downtown are often concerned with the appearance of the streetscape Investing now in streetscapes will cost less and is more productive The streetscape is the combination of all elements in a pedestrian or vehicular area usually the public right of way and includes street furniture landscaping sidewalks lights signs and the relationship of each of these elements both to each other and to adjacent buildings Design standards need to be adopted for the CRA with regard to these elements of
