The Honorable Gregory G. Lockhart United States Attorney for the Southern District of Ohio United States Attorney’s Office 221 East Fourth Street Suite 400 Cincinnati, OH 45202 Dear Mr. Lockhart: In an effort to allay public concerns that elected officials serve their constituents rather than themselves, the Federal Government enacted the Ethics in Government Act of 1978. This law requires that Members of Congress and candidates for Congress file personal financial disclosure forms. This requirement serves an extremely important function. It ensures that the private interests of Members of Congress or potential Members of Congress do not conflict with their public duties. It has recently been brought to my attention that Victoria Wells-Wulsin, a former and current candidate for Congress in Ohio’s Second Congressional District, failed to file a personal financial disclosure form with the Clerk of the House of Representatives in 2005, as required by 5 U.S.C. App. §101(c). Additionally, Dr. Wells-Wulsin has owned a 1,100 acre farm in Pike County since the 1990’s but failed to report it as required by 5 U.S.C. App. §102(3) until her most recent filing. According to §104 of the Act, the Attorney General “may bring a civil action in any appropriate U.S. District Court against any individual who knowingly or willfully . . . fails to file or report any information that such individual is required to report . . .” We must work to foster a greater amount of trust in our federal Government. While these may seem like trivial violations, they are nearly identical to the violations for which Senator Ted Stevens is currently being tried. I hope that you will take the time to investigate this matter. I know that they have been brought to Ms. Wells-Wulsin’s attention, but, to date, she has refused to adhere to the letter and spirit of the law. Thank you for your time and attention to this matter.
