Mr. Brookman. In addition to acknowledging your today received email-sent FOI request for the attached, this is to advise that the entire email chain known to me...which it is clear you already have..is provided. Please note I chose not to claim attorney client privilege or work product with respect to the attached which is to say that in an appropriate circumstance [in my opinion] I will in fact do so. Cc: City Council Subject: RE: October 27th Candidates Forum I will inform my colleagues when I am engaging in any outreach effort using the Registrar's logo and City Seal. I hope that they too, will do the same. In our budget presentation we stated one of our program goals in the Election and Administration Program is to provide education, registration and election services to the residents/citizens of the City of Hartford in order to uphold the integrity of the electoral process and maximize voter turnout. That was and is my intent. Urania The vote is the most powerful instrument ever devised by man for

Original Message From: Rose, John Sent: Wednesday, September 30, 2009 2:29 PM To: Vazquez, Olga I. Cc: Bramante, Salvatore A.; Petit, Urania Subject: FW: October 27th Candidates Forum Olga, below is the "legal" response to your inquiry. As a practical matter, the email messages accompanying what you sent to me indicate that the origin of the document to you was the Chair of the Democratic Town Committee, so it does not appear that there was/is a lot of partisan concern for the publication. I am satisfied there is no wrongdoing here. Again, the better part of valor would be for the three Registrars to communicate before any one of you uses the office's seal or the city seal to endorse a program. I am sending a copy of this email to the other Registrars. The existence of the registrar's seal on the flyer does not promote a particular candidate or act in any way to influence voters to vote one way or another. The seal merely shows the support of the Hartford Registrars of an event which promotes educating the voters of Hartford by encouraging voters to listen to the various candidates in a neutral forum. Original Message From: Rose, John Sent: Tuesday, September 29, 2009 6:52 PM To: Mizerak, Lori; Bare, Ben Subject: FW: October 27th Candidates Forum Lori/Ben, am I missing something here...apparently the Working People Party registrar, without telling the Dems Registrar and the Republican Registrar puts the "Registrars of Voters" and the City seal on as a sponsor for such events as this. I guess she should tell them, but...?? [tempest in a tea pot or a real issue...your thoughts]. John Original Message From: Vazquez, Olga I. John This email is being forward to you seeking your Professional and legal opinion on this matter. As the Democratic Registrar of Voters, I do not understand why the name of the Registrars of Voters continues to appear as Co-Sponsor for numerous events held by other organizations and I as the Democratic Registrar of Voters do not become aware of this until it become public information. Can law allow this and is this legal?

Respectfully, Olga Iris Vazquez City of Hartford Democratic Registrar of Voters
