TRACK RULES SECTION I: GENERAL RULES AND REGULATIONS A. Personal and Team Conduct 1. Participants are required to represent themselves and their respective schools with respect and dignity. 2. Any team or individual involved in destructive or negative conduct at Post‐Secondary Games 2009 events or venues, including hotels, will be ejected from the tournament at the discretion of the Advisory Committee. Spirit Deposits may also be forfeited. 3. For a list of all on court violations leading to suspension or disqualification, please refer to the Registration Package. 4. The Advisory Committee reserves the right to disqualify any team based on the behaviour of any given team member of that particular team.

B. Check‐In Procedures 1. A representative from each team (coach/runner) is required to check‐in at the score table prior to each game. 2. Each member is required to hand in provided lanyards with their student card and Spirit Deposit Coupon to officials at the score table prior to the game. An individual who fails to do so is defined as INELIGIBLE to play. Failure to comply will result in a FORFEIT and the loss of half the Spirit Deposit ($10).

C. Starting Time of Games 1. All runners are required to be at their games ten minutes prior to start time. 2. All races will start on time. 3. A late runner will be given a grace period of five (5) minutes past the scheduled start time. 4. Runners defaulting a game for any reason will have half their Spirit Deposit forfeited ($10).

SECTION II: THE GAME Part A: General Rules

1. Any verbal abuse or physical contact with a referee will result in ejection and will be reviewed by the

Advisory Committee.

2. Runners are expected to know the rules and abide by them. 3. Starting blocks will be provided by organizers for the 100m. 4. Medical personnel, authorized by the Games Committee or Referee to do so, may examine any athlete who appears in distress. If in their opinion it is in the best interest of the athlete’s health and welfare, they may remove the athlete from the competition. Part B: Equipment 1. The competitors must not wear clothing that could impede the view of the judges. All athletes must wear shirts/vests. 2. A competitor may compete in bare feet or with footwear on one or both feet. The purpose of shoes for competition is to give protection and stability to the feet and a firm grip of the ground. Such shoes, however, must not be constructed so as to give the competitor any unfair additional assistance, including the incorporation of any technology which will give the wearer any unfair advantage, such as a spring or similar device. 3. Each competitor will be provided with a number bib which must be conspicuously worn when competing. The number bibs are to be worn as issued. No athlete shall be permitted to participate in any competition without the appropriate bib. Part C: Track Lanes, Method of Starting 1. The direction of running shall be left hand inside. 2. The lanes shall be numbered with the left-hand inside lane numbered 1. 3. The race shall be run entirely in lanes and competitors must keep in the allotted lane from start to finish. 4. The start of the race shall be indicated by a white 5cm line marked on the track. When starting, all competitors must be behind the starting line and they must not touch the starting line or the surface in front of it with any part of the body. 5. The commands of the Starter shall be “on your marks” and “set” and when all competitors are “set,” the starting device shall be fired. 6. After the “on your marks” command, competitors shall approach the start line and assume a position completely within his/her allocated lane and behind the start line. Both hands and one knee shall be in contact with the ground and both feet shall be in contact with the starting blocks. At the “set” command, competitors should immediately rise to his/her final starting position, retaining the contact of the hands with the ground and of the feet with the foot plates of the blocks. On the command “set” all competitors shall at once and without delay assume their full and “set” position. Failure to comply with this command after a reasonable time shall constitute a false start. 7. If in the judgment of the Starter, a competitor commences the starting motion after assuming a full and final set position, and before receiving the report of the starting device, it shall be considered a false start. 8. If a competitor after the command “on your marks” disturbs other competitors in the race through sound or otherwise, it may be considered a false start. 9. The Starter, who is of the opinion that the start was not fair, shall recall the competitors by sounding a distinctive false start tone.

10. No penalty shall be imposed for the first false start in a race. The competitor responsible for the false start shall be warned with a yellow card placed on the respective lane maker. If there are two false starts, the player shall be disqualified and a red card shall be placed on the respective lane marker. Half of the spirit deposit will be forfeited ($10). 11. When one or more competitors make a false start, others may be inclined to follow. While any competitor who does so has made a false start, the Starter will only charge the competitor or competitors who, in the Starter’s opinion, were responsible for the false start. This may result in more than one competitor being charged with a false start. 12. If the unfair start is not due to any competitor, no competitor shall be charged with a false start, and a green card shall be shown to all competitors. Part D: The Race 1. Any competitor or participant jostling, running across, or obstructing another competitor or participant so as to impede his or her progress shall be liable to disqualification in that event. Half their spirit deposit will be forfeited ($10). The Referee shall have the authority to order that the race be re-held, excluding the disqualified competitor, to permit any competitor(s) seriously affected by jostling or obstruction (other than the disqualified competitor) to compete in a subsequent round of the race. Normally, such an athlete should have completed the event with bona fide effort. 2. In all races, each competitor shall keep within his allocated lane from start to finish. Except as stated below in 3, if the Referee is satisfied that a competitor has run outside his lane and gained a material advantage, the competitor shall be disqualified. Half their spirit deposit will be forfeited ($10). If a competitor is pushed or forced by another person to run outside his lane, and if no material advantage is gained, the competitor shall not be disqualified. 3. If an athlete either: (i) runs outside his lane, and no material advantage is gained in the straight, or (ii) runs outside the outer line of his lane on the bend, with no material advantage thereby being gained, and no other runner is obstructed then he shall likewise not be disqualified. 4. A competitor, after voluntarily leaving the track shall not be allowed to continue in the race. 5. Competitors may not make checkmarks or place objects on or alongside the running track for their assistance. 6. Competitors shall be placed at the finish in the order in which any part of their bodies (ie. The “torso,” as distinguished from the head, neck, arms, hands, legs or feet) reaches the finish line. 7. The finish line of a race shall be denoted by a white line 5cm wide. 8. To be considered a finisher, a competitor must complete the race. Part E: Ties 1. Ties shall be resolved as follows: In determining whether there has been a tie in any round for a qualifying position for the next round based on time, the Chief Timer Judge shall consider the actual time recorded by the competitors to 1/1000th of a second. 2. If it is thus determined that there has been a tie, the tying competitors shall be placed in the next round or, if that is not practicable, lots shall be drawn to determine who shall be placed in the next round. 3. In the case of a tie for first place in any final, the Referee is empowered to decide whether it is practicable to arrange for the competitors so tying to compete again. If he decides it is not, the result will stand. Ties in other placings shall remain. Part C: Rounds and Heats

1. Preliminary rounds (heats) shall be held in track events in which the number of competitors is too large to allow the competition to be conducted satisfactorily in a single round. Where preliminary rounds are held, all competitors must compete in, and qualify through, all such rounds. 2. A competitor shall not be allowed to compete in a heat other than the one in which his name appears, except in circumstances which, in the opinion of the Referee, justify an alteration. 3. In all preliminary rounds, at least the first in each heat shall qualify for the next round and, where possible, at least two in each heat should qualify. Any other competitors to qualify for the next round shall be decided either according to their placing or according to their times. In the latter case, only one system of timing may be applied. The order in which heats are to be run shall be determined by draw after the composition of the heats has been decided. 4. A minimum times of 30 minutes will be allowed, when practicable, between the last heat of any round and the first heat of a subsequent round or final.
