3. (1) No person shall take any fishing vessel into or travel on board any fishing vessel in any of the areas speclfied in the First Schedule to these Regulations unless he is in possession of a valid Red Pass (hereinafter referred to as a IIpassll)issued urder these Regulations.

(1) In respect of areas specified in the First Schedule to these Reg~lations there shall be issued by a competent authority on applic.1tion by any person '.-1ho intends to take any fisriLng vessel into such area bet.reen 6.00 a'.m. and 6.00 p.m. a pass in the fo= prescribed in the Third Schedule to these Regulations. (2,). , In respect of areas specified in the Second Sche4Jle to these Reg~ations there 'shall be issued by a competent authority on application by ~person who intends to take any vessel into such area between 6.00 p.m. and 6.00 a.I:!.a pass in the fo= Fourth Schedule to these Reg~lations.
