Two-Pronged Process 

1: Basic Eligibility – VA process – May require guidance from ESO – Ensure accuracy of military history



2: Transfer of Education Benefits – Once member knows they are eligible for Post-9/11 GI Bill Benefits – Eligible for Transferability; Eligible Dependents – TEB Portal (DMDC Site) – CG, PSC process

Transfer of Education Benefits (TEB) 2)

Who is Eligible? Any member of Armed Forces on or after 1 Aug 2009, and; •

eligible for Post-9/11 GI Bill, and; has at least 6 years of service in Armed Forces, and; •

Enlisted or Officer; AD or SELRES

Transfer of Education Benefits (TEB) The effective date of any transfer will be no earlier than 1 August 2009, regardless of application date. All applications will be submitted through the Transferability of Educational Benefits (TEB) website, located at https:// www.dmdc.osd.mil/TEB/ . (Capitalize TEB) Service members will be able to securely access this site with a Common Access Card, a DoD Self Service User ID, or a DFAS PIN. Currently this application may be accessed only with Internet Explorer.

Obligated Service Retirement eligible 1 August 2009 - 1 August 2013. “Retirement Eligible”: 20 years of active duty; 20 qualifying years of reserve service.

Eligible Dependents A family member must be enrolled in the Defense Eligibility Enrollment Reporting System (DEERS) and be eligible for benefits, at the time of transfer to receive transferred educational benefits. Children are no longer DEERS eligible once they turn 23 years old. In DEERS after 21, only if enrolled in school fulltime with a letter from the school’s registrar. Homeland Security

Spouse – –

May start to use the benefit immediately. May use the benefit while the member remains in the Armed Forces or after separation from active duty. – Not eligible for the monthly stipend or books and supplies stipend while the member is serving on active duty. – Benefit expires 15 years after the service member’s separation from active duty.

What if I don’t complete obligate service due to medical or failure to promote? – Benefits used, as of date of inability to complete obligated service, are subject to collection by DVA. Does obligated service run concurrent with any previous obligated service (Grad School, Flight School, etc…)? – Yes I completed TEB application, now what? –

Wait for PSC to approve application. Status of application will change from “Submitted” to “Approved”, then file VA Form 22-1990E.

No access to CAC workstation, terminal leave.

Members must access a CAC workstation to submit application.
