• Child Care Resource Center A non-profit organization, the Child Care Resource Center (CCRC) has been supporting families in finding good quality child care as well as child development services and programs for their children. Over the last 27 years, the organization has grown to serve a variety of community needs, making CCRC a vital community resource. In 1995 CCRC opened its first two Head Start sites. These sites began to serve over 300 families. One year later CCRC’s third Head Start site opened, and in 2002 a fourth site began serving families. CCRC kicked off the new year with the January 2005 opening of its newest site, Roscoe Canyon, located near the intersection of Roscoe and Coldwater Canyon Boulevards. This new site will also be the location for our CCRC Birthday Celebration and Open House event on May 13, 2005. CCRC staff and local officials will officially “open” the Roscoe Canyon Head Start and celebrate the program’s 10th Anniversary. Thanks to everyone in our community that has supported Head Start over the years, either by attending a CCRC event or through promoting the importance of early education.

Governor’s Budget Proposals 2005-06 STATE BUDGET TIERED REIMBURSEMENT RATES FOR CHILD CARE PROVIDERS

n This proposal reduces the Regional Market Rate (RMR) reimbursement ceiling for all child care providers except those with advanced professional development, formal education or accreditation. n License Exempt child care providers reimbursement rates will be reduced as follows: • 39% reduction - 55% of the Regional Market Rate (RMR) ceiling in reimbursement limits if exempt providers do not obtain training within 90 days. • 33% reduction - 60% of the Regional Market Rate (RMR) ceiling in reimbursement limits if exempt providers complete health and safety training, seek education in early childhood courses, or obtain other determined levels of “quality.” n Licensed child care providers (both center & family child care) Current reimbursement rates will be maintained for two years, allowing providers an opportunity to seek additional education and training. After two years, reimbursement ceilings will be set according to a provider’s “quality-of-care” as follows: • Family Child Care with: - No training…………………….. 25 % reduction (Maximum reimbursement of 75% of the RMR ceiling.) - An average of 4 on the Family Day Care Environmental Rating Scale (FDCERS) or an Associate Teacher Permit…………..15% reduction (maximum reimbursement of 85% of the RMR ceiling) • An average of 5.5 on FDCERS, Teacher permit or an AA degree, or National Association for Family Child Care (NAFCC) accreditation ……………..…………Retain current Regional Market Rate (RMR) ceiling reimbursement levels. • Center Based Care with: - No training: * 25 % reduction - maximum reimbursement of 75% of the Regional Market Rate (RMR) ceiling. - An average of 4 on the Early Childhood Environmental Rating Scale (ECERS), Infant/Toddler Environmental Rating Scale (ITERS), or School-aged Child Care Environmental Rating Scale (SACERS)or all center teachers have an Associate Teacher Permit: * 15% reduction - maximum reimbursement of 85% of the Regional Market Rate (RMR) Ceiling. • An average of 5.5 on ECERS, ITERS, or SACERS, all teachers with a BA degree, NAEYC accreditation or National School-Age care Alliance (NSACA) accreditation * Retain current Regional Market Rate (RMR) ceiling reimbursement levels. TRAINING TIME LINES -

n Effective July 1, 2005 (or as soon as budget is signed), reimbursement rates for all licensed exempt child care providers will be reduced by 33% (to 60% of the RMR).

• License Exempt providers will have 90 days (from July 1, 2005) to complete training or reimbursement rate will be reduced an additional 5% (totaling to 55% of the Regional Market Rate (RMR) ceiling). n Licensed family child care homes and centers will have two years (beginning July 1, 2005) to obtain additional training, education and/or certification (per chart above) or their rates will be reduced. n The Governor has proposed the allocation of $10 million for provider training and rating.

75/25 RULE (SUBSIDIZED AND PRIVATE PAY CLIENTS) As of July 1, 2005, all providers receiving child care subsidies will be required to have at least 25% of the children in their care be nonsubsidized or “private paying” clients.

CCRC Attends the Antelope Valley Healthy Births Fair!

CRC staff attended the Healthy Births Fair last month at Antelope Valley College. This event encourages healthy living and celebrates healthy births. The event was a partnership between local Antelope Valley organizations and the Los Angeles Best Babies Collaborative, a Program of First 5 LA. The Healthy Births fair featured a fashion show, raffle prizes, workshops, entertainment and free child care. CCRC presented information on its programs and services such as child care provider referrals and parenting resources. Staff also passed out information on CCRC’s Keys to Quality program, designed to educate parents on key things to know when choosing child care. PROGRAM TIME LIMITS

n Current Stage 3 families will: • Be transferred into General Alternative Payment (AP) Program and served until they “income-out” meaning they are earning an income greater than the amount allowed to receive assistance at this stage. n Families off cash-aid as of July 1, 2005 but still in CalWORKs will: • Stay in Stage 2 for up to two years from the date they left cashaid, then; • Be transferred to Stage 3/General AP, for two more years. • Family will be put on “waiting list” as soon as they go off cash-aid. n Families on cash-aid as of July 1, 2005 and still in CalWORKs will: • Stay in Stage 2 for up to two years from the date they left cashaid, then; • Be transferred to Stage 3 for only one more year. • Family will be put on “waiting list” for assistance immediately. SUBSIDIZED CHILD CARE WAITING LIST Each county will develop their own centralized eligibility list (CEL) consisting of two parts. Everyone receiving a subsidy will be required to participate in the Centralized Eligibility List (CEL). The proposal sets aside $7.9 million to implement this. n New CEL components Part 1 - First come – first served Families not eligible for a fee for their child care, mostly lower incomes, are put on the “first come–first served” (Part 1) list. Part 2 - Lowest income first Families that have incomes at or above levels which they are charged fees for child care, will be put on the “lowest income first” (Part 2) list. COMMUNITY CARE LICENSING

n This proposal would delete the requirement to increase the number of licensing visits if there is an increase of ten percent or more citations for licensing violations.

Parent Central

I

n an effort to increase parent education and awareness about child care and early education news and legislation, the Parent Action Network in partnership with the National Association for Child Care Resource and Referral Agencies, (NACCRRA), is going to be launching Parent Central this Spring. Parent Central will be an educational website linking parents to information and resources about child care and early education issues. Parents will also be able to log-in and register their emails to receive special email updates on child care and education news. CCRC was chosen as one of the first 38 agencies across the nation to help launch this pilot program. CCRC To Visit Child Care Providers By Ellen Cervantes, CCRC Vice-President of Programs

CRC recognizes that the child care centers, family child care providers and license exempt providers are among the most important people we work with. They are the ones that support parents in making a significant difference in the lives of children. This spring CCRC staff will be visiting centers and homes that the agency contracts with for subsidized child care. Currently we contract with over 3,500 providers, caring for nearly 7,000 children. We hope to visit at least 1,000 centers and homes to learn from providers how CCRC can help them, bring information on educational opportunities, provide information on state and county child care paperwork, as well as information and sign up forms for the paycheck Direct Deposit and other agency programs and events. We understand that family child care and licensed exempt providers may be out and about taking care of children, so if we miss you the first time we drop by we’ll try again! Join The Hundreds of Providers Signed Up For Direct Deposit! CCRC is offering direct deposit to child care providers! Instead of waiting for checks in the mail, CCRC can send your payments directly to your bank account. Providers enrolled in our direct deposit program will still receive a paper statement in the mail, but by the time the statement arrives, the funds will already be available in your checking or savings account. It’s easy to sign up and all information is kept confidential. We’ve had a great response so far from providers, who agree that it is an easy way to receive payments! veryone is invited to attend our 9th Annual Annabelle Godwin Play Day on April 23, 2005, 10 a.m. – 1 p.m. at Los Angeles Mission College in Sylmar. This event features music, games, activities and learning experiences for every age including grown-ups! Last year’s event drew over 2,000 guests. Play Day celebrates children and families while highlighting learning through play time activities. This event is held in honor of Annabelle Godwin, a Mission College professor of child development and a former CCRC board member. This event honors her many years of work and dedication to the cause of early education and child care. Please join CCRC as we celebrate education through play! CCRC To Host A School Readiness Event!

CRC is excited to announce it is hosting a School Readiness event on April 16th, 2005 at Liggett Street Elementary School in Panorama City. This event is a part of CCRC’s School Readiness Initiative (SRI) which helps parents get their children ready to attend school for the first time, and to prepare schools for their soon-to-be enrolled students.

The upcoming SRI event will feature health and nutrition information, guest speakers, demonstrations and a special “Aquarium on Wheels!” Thanks to the Long Beach Aquarium of the Pacific, children will be able to experience the feel and sights of the ocean while learning about underwater animals and their homes. This event will also break ground for the school’s garden and children will be able to help plant seeds and flowers. Mid Valley Dental Care will also be on site that day to do free dental screenings! n my 15 years as a resident of AV, I have learned that things here tend to move at a little slower pace and that the scenery and tumbleweeds take a bit of getting used to. Yet, I have learned that local legislators are open, friendly and willing to listen to new ideas. Neighbors help each other with home improvement projects and a Jet Hawks game can be just as exciting as a Dodger game. Certainly, the Antelope Valley is unique, and now we have one more reason to be proud…Los Angeles Universal Preschool (LAUP). The concept of the Los Angeles Universal Preschool (LAUP) is that every four-year-old in the County should have a free preschool experience prior to entering kindergarten. LAUP’s vision includes using existing childcare centers, building new centers, inclusive sites and Family Child Care homes (FCCs). For organizational purposes, LAUP held a lottery in each of the five supervisory districts to select an agency to act as the “Hub” for the qualified LAUP- Family Child Care homes in the area. CCRC was selected as the LAUP Hub for Supervisor Antonovich’s Fifth District.

Although the Fifth District is immense, stretching from Glendora to the Ventura County line, the first focus of the Hub will be the eight highly-qualified providers that were selected to participate in the Antelope Valley program. These eight providers were chosen based on their education level, childcare experience and the quality environment they offer. Each of the providers will be enrolling at least three four-years-olds into their LAUP preschool program and presenting 3.5 hours of curriculum-based instruction per day to prepare the children for kindergarten in the fall. This means that families in the Antelope Valley will benefit when it comes to enrolling their children into preschool. They do not have to choose between a comfortable home-like environment and a quality preschool program…they can have it all. Eventually, the opportunity to become an LAUP provider will be available throughout Los Angeles County but for now, Antelope Valley is one of only five areas offering the LAUP preschool experience through Family Child Care Homes. The idea of including Family Child Care homes in the Universal Preschool model has not been successfully implemented anywhere else in the Country. Curious eyes at all levels will be looking to us to see if this can even be done. What that means to us local residents is that we are on the cutting edge of education. Possibly for the first time in recent Antelope Valley history, we have something that everyone else wants, and not many other communities have.

his Spring, The Child Care Resource Center (CCRC) is celebrating the 10th Anniversary of our Head Start Program. This great early education program provides overall services to children three to five years old, and families including health, mental health, nutrition, education and family services.

For your information, CCRC has prepared a brief overview of the recent proposals Governor Schwarzenegger has made to the state budget for the 2005/2006 Fiscal Year. This summary highlights the major impacts to child care. When the proposals are revised in May, we will bring you the latest information in our next Provider Forums and Newsletter.

sta primavera, el Child Care Resource Center (CCRC) celebra el décimo aniversario de su Programa Head Start. Este excelente programa de educación temprana para los niños de entre tres y cinco años proporciona servicios generales a los niños y sus familias incluyendo servicios de salud, salud mental, nutrición, estudios y servicios para las familias.

En 1995 CCRC abrió sus primeros dos centros de Head Start. Estos centros comenzaron a prestar servicio a más de 300 familias. Un año después abrió el tercer centro Head Start de CCRC, y en 2002 un cuarto centro abrió sus puertas para ayudar a las familias. CCRC recibió el año nuevo con la inauguración de su más reciente centro, Roscoe Canyon, en enero de 2005, el cual está ubicado cerca de la intersección de los Bulevares Roscoe y Coldwater Canyon. Este nuevo centro será también el lugar en donde se llevará a cabo el día 13 de mayo de 2005 nuestra celebración del cumpleaños de CCRC y la Visita abierta al público. El personal de CCRC y funcionarios locales inaugurarán oficialmente el centro Head Start Roscoe Canyon y celebrarán el décimo aniversario del programa. Gracias a todas las personas de nuestra comunidad que han apoyado al programa Head Start durante todos estos años, ya sea asistiendo a los eventos de CCRC o promoviendo la importancia de la educación temprana.

Propuestas presupuestales del Gobernador PRESUPUESTO ESTATAL PARA 2005-06 NIVELES DE TARIFAS DE REEMBOLSO PARA PROVEEDORES DE CUIDADO INFANTIL/GUARDERÍAS n Se reduce el límite máximo de la Tarifa Regional de Mercado (RMR) para todos los proveedores de cuidado infantil/guarderías excepto para aquellos que cuenten con desarrollo profesional, estudios formales o acreditación. n El reembolso de tarifas para los proveedores exentos de licencia será reducido como sigue: • 39% de reducción - (55% del límite máximo para cuidado infantil/guarderías en el hogar) en los límites de reembolso si no obtienen entrenamiento dentro de un plazo de 90 días. • 33% de reducción - (60% del límite máximo para cuidado infantil/guarderías en el hogar) en los límites de reembolso si ellos terminan cursos de entrenamiento en salud y seguridad, procuran tomar cursos sobre educación sobre los primeros años del niño, o alcanzan otros niveles designados de “calidad.” n La tarifa para los proveedores con licencia (tanto de cuidado infantil en un centro como en el hogar) será mantenida por dos años. Después de los dos años, los límites máximos de reembolso serán fijados de acuerdo con la calidad de cuidado proporcionado por el proveedor*. Como sigue: • Cuidado infantil/guarderías en el hogar con: - 75% del 85avo percentil si no tienen entrenamiento (25% reducción) - 85% en el 85avo percentil si el proveedor recibe un promedio de 4 en la Escala de calificación ambiental de guarderías en el hogar (Family Day Care Environmental Rating Scale abreviada como FDCERS) o un Permiso como Maestro Asociado - En el 85avo percentil si el proveedor recibe un promedio de 5.5 en la Escala de calificación ambiental de guarderías en el hogar (FDCERS), permiso como Maestro o un título emitido por un colegio comunitario, o la Asociación nacional para cuidado infantil/guarderías en el hogar (NAFCC). • Cuidado infantil en un centro con: - 75% del 85avo percentil si no tienen entrenamiento – (25% de reducción) - 85% del 85avo percentil si el programa recibe un promedio de 4 en la Escala de calificación ambiental para los primeros años del niño (Early Childhood Environmental Rating Scale abreviada como ECERS), en la Escala de calificación ambiental para bebés/niños pequeños (Infant/Toddler Environmental Rating Scale abreviada como ITERS), o la Escala de calificación ambiental para el cuidado infantil/guardería de niños en edad escolar (School-aged Child Care Environmental Rating Scale abreviada como SACERS) o si todos los maestros tienen un permiso como Maestros Asociados. - 85avo percentil si el programa recibe un promedio de 5.5 en ECERS, ITERS, o SACERS, si todos los maestros tienen una licenciatura universitaria, acreditación de la Asociación Nacional para la Educación de los Niños Pequeños (NAYEC) o de acreditación ante la Alianza Nacional para el Cuidado Infantil de Niños en Edad Escolar (NSACA). partir del 1º de julio de 2005) para obtener entrenamiento adicional, estudios y/o certificación (de acuerdo al cuadro siguiente) o sus tarifas se reducirán por consiguiente n El Gobernador ha propuesto la asignación de $10 millones para entrenamiento y calificación de proveedores. REGLA DEL 75/25 (CLIENTES SUBSIDIADOS Y CLIENTES PARTICULARES QUE PAGAN ) A partir del 1º de julio de 2005, se les requerirá a todos los proveedores que reciben subsidios para cuidado infantil/guarderías que tengan por lo menos un 25% de niños a su cuidado que sean no subsidiados o clientes “particulares que pagan.” LÍMITES DE TIEMPO DEL PROGRAMA (En esta sección el termino ayuda en efectivo se refiere a asistencia del gobierno conocida en ingles como ‘cash aid’ o ‘welfare’) n Familias actuales de la Etapa 3: • Serán transferidas a un Programa General de Pagos Alternativos y recibirán servicio hasta que “sus niveles de ingreso aumenten lo suficiente como para eliminar su derecho para participar en el programa”. n Las familias que no reciben ayuda en efectivo (cash aid/welfare) al 1º de julio de 2005 pero que están aún en CalWORKs: • Permanecerán en la Etapa 2 hasta por dos años a partir de la fecha en que dejen de recibir ayuda en efectivo, y luego; • Serán transferidos a la Etapa 3 por dos años más. • La familia será puesta en una “lista de espera” tan pronto como ya no reciban la ayuda en efectivo. n Las familias que reciben ayuda en efectivo (cash aid/welfare) al 1º de julio de 2005 y que están aún en CalWORKs: • Permanecerán en la Etapa 2 hasta por dos años a partir de la fecha en que dejen la ayuda en efectivo, y luego; • Serán transferidos a la Etapa 3 sólo por un año más. • La familia inmediatamente será puesta en una “lista de espera”.

LISTA DE ESPERA PARA CUIDADO INFANTIL SUBSIDIADOS Cada condado desarrollará una lista de elegibilidad central (CEL) para los que tienen derecho a recibir servicios. (Se añadirán $7.9 millones para poner en práctica esto) y todos lo que reciban un subsidio tendrán que participar en la lista de elegibilidad central (CEL.) La lista de elegibilidad central (CEL) consistirá de dos partes: n Nuevos componentes de CEL • 1ra Parte - El que llega primero – recibe primero - Las familias que no tienen derecho mediante una cuota (bajos ingresos) son puestas en la lista de “el que llega primero– recibe primero” (1era parte). • 2da Parte - Primero los de menor ingreso - Las familias que tienen ingresos a niveles dentro o por arriba de las cuotas que se cobran serán puestas en la lista de “primero los de menor ingreso” (2da parte). “COMMUNITY CARE LICENSING” (AGENCIA QUE OTORGA LICENCIAS PARA PROGRAMAS DE CUIDADO INFANTIL/GUARDERÍAS EN LA COMUNIDAD)

n Esta propuesta eliminaría el requisito de aumentar el número de visitas de parte del departamento de Community Care Licensing si llega haber un aumento del diez por ciento o más en infracciones debido a incumplimientos de licencias.

Son las personas que dan apoyo a los padres de familia para realmente efectuar cambios positivos en las vidas de los niños.

El evento se llevó a cabo en asociación con diversas organizaciones locales de Antelope Valley y la entidad “Los Angeles Best Babies Collaborative” (Colaboración de Bebés Sanos de Los Ángeles), un Programa de First 5 LA. La feria de Nacimientos Saludables incluyó una exposición de modas, rifa de premios, talleres de trabajo, entretenimiento y cuidados infantiles gratuitos. CCRC presentó información sobre sus programas y servicios tales como referencias a proveedores de cuidados infantiles/guarderías y recursos sobre la educación familiar para padres de familia. El personal también repartió información sobre el programa de Llaves a la Calidad de CCRC, diseñado para educar a los padres de familia sobre conceptos claves e importantes que deben saber cuando escogen cuidados infantiles o una guardería.
