Bush Isolates Iran’s Banks For New War

Treasury Cuts Off Bank Saderat as Part of Plan to pressure Iran into a new war. The Bush administration has stepped up a broad effort to choke off Iran's ability to finance its expansion. The initiative has gathered steam even as the U.S.-led effort to bring sanctions against Iran for its nuclear activities has slowed at the U.N. Security Council. Officials have especially focused on Iran's financing of the radical Shiite militant group Hezbollah in the aftermath of Israel's war with Hezbollah in southern Lebanon this summer. The Treasury Department said yesterday it had cut off one of Iran's largest state-owned banks from the U. S. financial system, accusing Bank Saderat of funneling $50 million to a Hezbollah-controlled firm since 2001. The bank -- which has about 3,400 branch offices across the Middle East and elsewhere -- has also been used by Iran to transfer money to Hamas, the Popular Front for the Liberation of Palestine-General Command and Palestinian Islamic Jihad, the Treasury Department said. Iranian banks are already barred from doing business

directly with U.S. banks, but U.S. banks are permitted to process payments involving Iran that begin and end with a non-Iranian foreign bank, in what are called "Uturn" transactions. Treasury's action will end such indirect access for Bank Saderat. On Thursday, Treasury separately targeted two Lebanon-based financial institutions that officials said acted as Hezbollah's unofficial treasury, helping secure loans and finance business deals for the organization. Stuart Levey, the Treasury undersecretary for terrorism and financial intelligence, said he will go to Europe to enlist support from governments and financial institutions for severing Iran from the international financial system. Other Treasury and State Department officials are traveling across Asia and the Middle East to make similar pitches. "This is certainly an example of the variety of different levers that are available not only to the United States, but other countries as well about how to bring about a change in behavior in the Iranian regime," said State Department spokesman Sean McCormack, referring to the action against Bank Saderat.

Canada’s Elections Threatened By Imported Crooked U.S. Voting Machines Princeton prof hacks e-vote machine Students uploaded viruses able to spread to other machines A Princeton University computer science professor added new fuel to claims that electronic voting machines used acros the country are vulnerable to hacking that could alter vote totals or disable machines. In a paper posted on the university's Web site, Edward Felten and two graduate students described how they had tested a Diebold AccuVote-TS machine they obtained, found ways to quickly upload malicious programs and even developed a computer virus able to spread such programs between machines. The marketing director for the machine's maker — Diebold Inc.'s Diebold Election Systems of Allen, Texas — blasted the report, saying Felten ignored newer software and security measures that prevent such hacking. "I'm concerned by the fact we weren't contacted to educate these people on where our current technology stands," Mark Radke said. Radke also question why Felten hadn't submitted his paper for peer review, as is commonly done before publishing scientific research. Felten said he and his colleagues felt it necessary to publish the paper as quickly as possible because of the possible implications for the November midterm elections. About 80% of U.S. voters are expected to use some form of electronic voting in the upcoming election, in which the makeup of the U.S. House will be decided, as well as 33 Senate seats and 36 governorships. The AccuVote-TS is commonly used across the country, along with a newer model, the AccuVote-TSx. While Felten wasn't able to test the new machine, he

said he thought much of what he found would still apply. The machine Felten tested, obtained in May from an undisclosed source, was the same type used across Maryland in its primary election Tuesday, according to Ross Goldstein, a deputy administrator with the state's Board of Elections. Goldstein said he couldn't comment on the report until he read it. Diebold and other machine manufacturers, including California-based Sequoia Voting Systems Inc. and Nebraska-based Election Systems & Software Inc., have been the subject of lawsuits, claiming the machines are vulnerable to hacking and breakdowns that can assign votes to the wrong candidate. Election officials in some states have also complained. Previous studies have claimed hacking vulnerabilities with the machines. But Felten claims his study is the first time that an independent research group has obtained an actual machine and tested it extensively. Felten and graduate students Ariel Feldman and Alex Halderman found that malicious programs could be placed on the Diebold by accessing the memory card slot and power button, both behind a locked door on the side of the machine. One member of the group was able to pick the lock in 10 seconds, and software could be installed in less than a minute, according to the report. The researchers say they designed software capable of modifying all records, audit logs and counters kept by the voting machine, ensuring that a careful forensic examination would find nothing wrong. The programs were able to modify vote totals or cause machines to break down, something that could alter the course of an election if machines were located in crucial polling stations.

The Medical Research Council team found that the exceptionally high levels of prostaglandin fuelled tumour growth. The researchers urged women with either cancer to ask their partners to wear condoms during sex. But a cancer expert said the chances of unprotected sex affecting a patient's outcome was "slight", and women would be getting appropriate treatment. The likelihood of any unprotected sex affecting the successful outcome of their treatment is considered slight --Professor John Toy, Cancer Research UK Cervical cancer is usually triggered by the human papilloma virus. There are around 2,800 cases each year in the UK. In 2004, the latest year for which there are figures, there were just over 1,000 deaths from the disease. It is the second most common cancer in women under 35. But scientists believe other factors are involved in causing the virus to develop into cancer. Potential treatment Prostaglandin occurs naturally in the cells which line the female reproductive organs. Its role is to regulate cell growth and direct the womb lining to either thicken or shed during the monthly menstrual cycle. But the concentration of prostaglandin in semen is 1,000 times higher. Cervical and womb (uterine) tumour cells have prostaglandin receptor molecules on their surface. The MRC team exposed cancerous tissue to prostaglandin. They found that the influx of prostaglandin in semen boosted the normal level of signalling between cells. This high volume starts new cascades of signals that eventually lead to an increase in tumour growth. The researchers say the finding may help develop a treatment which could stop prostaglandin reaching the tumour cell receptors, and therefore slow the progress of a cancer. Smear tests Dr Henry Jabbour, who led the research, added there was action women could take now. "Sexually active women who are at risk of cervical or uterine cancer should encourage their partners to wear a condom to prevent increased exposure to the prostaglandins that might make their condition worse. ''This also highlights the potential for a new therapeutic approach that will tackle both possible sources of prostaglandin - those produced naturally by women and those introduced to the body by sperm.'' And he said women with pre-cancerous cells may also be affected as it was possible those cells also had prostaglandin receptors, though more work was needed to look into that. Professor John Toy, medical director at Cancer Research UK, said: "This an interesting piece of laboratory research but it has little relevance to women already diagnosed with cervical cancer in the UK because they will already be receiving appropriate anti-cancer treatment. "The likelihood of any unprotected sex affecting the successful outcome of their treatment is considered slight. "The most important thing that women can do at this time to prevent cervical cancer from developing is to go for regular cervical smear tests."
