Paddy saplings damaged

KENDRAPARA: Paddy saplings over hundreds of acres have been destroyed in the torrential rains in the district for the last two weeks. Besides, about 30,000 acres in Rajnagar, Mahakalpada and Rajkanika blocks had been water-logged. As many as 60 sluice gates were opened in these blocks which led to inundation of low-lying lands. Four years back, officials of the Irrigation Department had surveyed the areas and suggested setting up of creek irrigation system in the low-lying agricultural lands to solve the problem of water-logging. “Accordingly, the systems were installed but these are not functioning properly due to lack of maintenance,” said district Krushak Sabha president Umesh Chandra Singh. Paddy crop in Beesbilapata, rice bowl of the district, has also washed away. b.

BALASORE: The coastal district of Balasore too has not been spared of the migration curse. If lack of job opportunities was the reason for the exodus in KBK region, floods and resultant poor agricultural activities are the reasons in this flood-prone district.

Odisha Flood Alert- July 28, 2009 Despite the claims of proper implementation of national Rural Employment Guarantee Scheme (NREGS), hundreds have started migrating to southern states in search of jobs. Sources said everyday more than 100 people, particularly from northern parts are migrating to Andhra Pradesh, Karnataka, West Bengal, Surat, Haryana, Mumbai and Delhi for work. With the monsoon playing truant and agricultural activities coming to a standstill, youths from Bhogarai, Paschimbad, Nachinda, Khuad, Kulida, Mahagab, Dahamunda, Jaleswar, Baiganbadia, Basta, Baliapal, Jamkunda, Langleswar, Debhig, Kalipada, Soro, Simulia, Khaira and Kupari have started moving out. People in the age group of 18 to 35 started migrating after the 2005 floods, that devastated the district leaving the labour class in the lurch. According to an estimate, more than 30,000 people from the district have migrated in five years, said Mrutyunjay Pattnaik, secretary of Balasore-based NGO Janajagruti. The people are bound to migrate as the regions are hit by floods every year. Except the four months of agricultural activities, they remain jobless rest of the year, he reasoned. Officials claim that 60 per cent funds have been utilised in 2008-09. Of the Rs 31 crore sanctioned, around Rs 18 crore has been paid to the beneficiaries, said BP Sahu, DRDA project director. The area under cultivaton has also come down drastically in paddy from 3,00,000 hectares earlier to 2,50,000. Similarly, production of vegetables, pulses and fibres has been affected due to regular floods. Sources at the labour office said while only one person was licensed to take people to work in other states, there was no estimation as to how many persons have so far migrated. “We have received only one complaint from north Balasore about a man supplying youths to Hyderabad and investigation is on in this regard,” said Assistant Labour Commissioner Amaresh Biswal. Additional District Magistrate Sribatsa Jena said reports would be sought from the tehsildars of the district to take stock of the situation.

Double whammy for Kalahandi farmers

BHAWANIPATNA: It’s double whammy for the farming community of Kalahandi district. Though delayed, the monsoon joy was short-lived for the kharif farmers as heavy rains played spoilsport. On the other hand, many who are into pulses cultivation are struggling with the supply of expired rhizome packets. The district has been facing heavy rains since yesterday and this has yet again affected the paddy saplings. Sowing of paddy seeds and de-weeding of agricultural fields had been delayed due to the late arrival of monsoon. Though the paddy saplings sprouted in June and July, due to torrential rains in the last two weeks these saplings, especially in the riverside areas, have been damaged. In the current kharif season, it had been targeted to cover 3,55,280 hectares under various crops, including paddy on 1,55,600 hectares. Farmers also cultivated cotton on 23,000 hectares this season. But the cotton seeds that were sown in the first week of July have been damaged in the rains. Deputy Director of Agriculture Prabasi Sethi said about 10 per cent of the cotton cultivated in this kharif season has been affected and some cotton farmlands will require gap filling or re-sowing. Cotton sown before June has not been damaged. Sethi said that the administration is taking steps to facilitate community nurseries for farmers whose paddy crops have been damaged. Pulses cultivation A part from paddy and cotton, the district unit of the agriculture department had decided to cover 1,06,950 hectares of land under different pulses, including ‘biri’ and ‘mung’. To boost production of ‘mung’ and ‘biri’, the agriculture department is selling micro nutrients, rhizomes and seeds on subsidy. The rhizomes from Bangalore are being sold at Rs 10 per packet as against the market price of Rs 90. However, a few days back some of these packets were found to have expired. The shelf life of these packets is six months.

Catchment Rainfall Summary Heavy to very heavy rainfall has occurred at isolated places over Lower Mahanadi catchment. Rainfall has occurred at many places over Vamsadhara and at a few places over Upper Brahmani, Upper and Lower Mahanadi, Rushikulya and at isolated places over Subarnarekha, Baitarani, Lower Brahmani catchments. Weather has been mainly dry over rest catchments.

Chief Synoptic Situation The axis of monsoon trough at sea level passes through Firozpur, Barelli, Lucknow, Patna, Asansol, Kolkata and thence South East wards to East central Bay of Bengal across North West Bay of Bengal. Yesterday's upper air cyclonic circulation over Bangaladesh and adjoining Gangetic West Bengal and North West Bay of Bengal now lies over Sub Himalayan West Bengal, Sikkim and neighbourhood and extends to 3.6 Km above sea level.

Forecast valid for next 24hrs Rainfall likely to occur at a few places over Subarnarekha, Upper Brahmani, Upper & Lower Mahanadi, Rushikulya, Vamsadhara and at isolated places over rest catchments.

Heavy Rainfall (50mm or more) Warning Heavy Rainfall likely to occur at isolated places over Lower Mahanadi and Vamsadhara catchments during next 48 hours.

Quantitative Precipitation Rainfall for next 24hrs Vamsadhara :- 11-25 mm. (Other basins are nil.)

Outlook for Subsequent 48hrs Decrease in rainfall.
