HC directs repairs to Kathjodi embankment

Thursday, July 23, 2009 http://www.dailypioneer.com/190981/HC-directs-repairs-to-Kathjodi-embankment.html In view of the fear of floods, the Orissa High Court has ordered repairs to the embankment of river Kathjodi from Bellview to Naraj within a period of one month. A Division Bench of the court comprising Justices Bimal Prasad Das and Madan Mohan Das passed the order and directed the concerned Executive Engineer of the Water Resources Department to take necessary steps in this regard. It may be noted that there was a complaint from the Bar before the High Court that the embankment, which starts from the Gundicha temple of Chandini chowk, needs repairing at many places. Similarly, another complaint also was made before the court that the sewerage systems in Sector-6 and Sector-7 have become defunct. The counsel of the Cuttack Development Authority (CDA), who was present during the hearing, replied that the road from the Rotary Eye Hospital to both the sectors is presently under construction. After completion of the road construction, the work for the sewerage system would be taken up, he assured the court. Lawyer Guruprasad Mohanty, a member of the Advocates’ Committee set up by the directions of the court was present during the hearing.

CM yet to visit his flood-hit village

More than 70 villages including Nuagaon and Galleri under Bhanjanagar and Belaguntha block of Ganjam district remained inundated for three days and more than one lakh people are in a precarious condition.

Hundreds of livestock have perished, hundreds of countryside houses have been washed away in the flood water and the people are yet to come out of shock as it was unexpected. However, Disaster Management Minister Surjya Narayan Patra has failed to reach his own village Galleri which was inundated and cut off from the outer world. Most pathetic is that Chief Minister Naveen Patnaik has not bothered to visit his village of Nuagaon, birth place of legendary Biju Patnaik. It has been already five days since the flood, yet CM Patnaik has failed to have an aerial survey of the floods in the district from where he has been elected and representing the people. Since Friday, the flood water began to flow and till Saturday, it had already created panic around the Bhanjanagar sub-division. More than 70 villages had remained cut off from and even the State capital was not reachable from Bhanjanagar. Besides, the road communication to other adjoining districts had also been disrupted. Yet, it seems that the administration and the State Government were not taking this flood seriously, keeping in view the action taken to tackle the situation. Till Wednesday, even after five days, thousands were suffering and remained marooned in inundated villages. Essential relief materials including kerosene and food items have not been supplied to the needy people. Electricity had been cut off. Drinking water had not been supplied On Tuesday, the people of Nuagaon had to swim through the flood water to reach Bhanjanagar and people staged a road blocked. The blockade on Bhanjanagar-Bhubaneswar road lasted for nearly eight hours, only then the administration assured the people of supplying basic necessities, following which the people withdrew the blockade in the evening.

SAMBALPUR: After holding upstream water, following heavy rains, to control floods, Hirakud Dam authorities opened 27 sluice gates this morning after the water level in the dam touched 620.02 feet, 10 feet below the danger mark. The gates were opened in phases from morning even as the water level in the dam stands at 621.54 feet with the inflow into the reservoir recorded at 5,13,747 cusecs against the outflow of 4,62,147 cusec. With the water gushing from the 27 gates with force, water release into Bargarh main canal has been completely stopped at 2,700 cusecs. On the other hand 300 cusecs of water is being released into Sason canal, 44 cusecs through Sambalpur distributary, seven cusecs into Hirakud canal. The rest of the water is being released into power channel for hydro electricity generation which is 223.916 MW. Meanwhile, water is flowing five feet over Murmuri bridge on Godbhaga-Sonepur road between Arigaon and Manigaon under Binka block of Sonepur district.

Odisha Flood Alert- July 23, 2009 BHUBANESWAR: With heavy rains battering many parts of Orissa triggering flash floods, the Opposition today demanded adjournment of the Assembly for some days to enable the MLAs to visit their constituencies. The issue cropped up during the zero hour when the members were protesting the meeting of the Balangir district calamity committee convened by the collector on the occasion of the visit of Revenue Minister Surya Narayan Patro to review the flood condition. Two Congress members had also raised the issue during the question hour and demanded cancellation of the meeting. Santosh Singh Saluja (Congress) requested the Speaker to direct the Minister to cancel such meetings. Referring to the visit of the Revenue Minister to Balangir, KV Singhdeo (BJP) said he could have informed the MLAs last night so that they could have been present there. Instead, the MLAs were informed only at 10.45 am, Singhdeo said and alleged that this was a deliberate attempt to avoid the Opposition members. Singhdeo also requested the Speaker to direct the State Government to take steps for the removal of ‘amarikantas’ from the Laxmijor nullahs in Balangir town. Prasad Harichandan (Congress) said the district-level calamity committee meeting should not be called when the Assembly session is on. The Speaker’s secretariat had also written two letters on this. Leader of the Opposition Bhupinder Singh suggested that the House should be adjourned for some days so that the MLAs can visit their constituencies at this juncture. The House can discuss the flood situation after their return on Monday, he added. The Speaker informed the House about the notice given by the Revenue Minister about his visit to Balangir to review the flood situation. He maintained that there is nothing wrong with such a meeting in view of the serious situation.

Two weeks of continuous rain has so far killed 42 people and one person is recorded missing. Reports reaching here said the western parts of the state received widespread rain, but that was not enough to cause flood. There was some speculation of a medium flood in the Mahanadi river system as Hirakud reservoir during the day opened 27 gates to discharge about four lakh cusecs of water. But officials maintained there was no flood on the cards. Sambalpur district collector apprehending trouble nevertheless ordered evacuation of people from low-lying areas of the city. "I am constantly in touch with the dam authorities. To be on the safe side, I have asked officials to prepare for the evacuation of people from low-lying areas in the city," collector P K Patnaik said. The Hirakud dam authorities said though Mahanadi downstream was nearly full to its capacity they were forced to discharge more water into it because of heavy inflow from upstream into the reservoir. Inflow into the reservoir on Wednesday was recorded at around 5.57 lakh cusecs, while it discharged about 4.5 lakh cusecs. "We are forced to open 27 gates by evening to discharge the surplus water because water-level in the reservoir has already crossed 621 feet. We want to maintain the level at 610 ft," dam superintending engineer Janaki Ballav Mahapatra said. Mahanadi upstream under Chhatisgarh region received huge rains leading to increased inflow into the reservoir and forcing authorities to take the step. The reservoir water level increased to 621.37 ft as against the maximum permissible limit of 630 ft. In the last 24 hours, Sambalpur and its neighbouring areas received 55 mm rain, while areas below the reservoir recorded 19 mm rainfall. At Munduli near Cuttack an estimated 7.6 lakh cusecs of water was flowing. "Because of the new moon day

Odisha Flood Alert- July 23, 2009 discharge to the sea may be slow. But unless the flow reaches nine lakh cusecs there is no chance of flood in the Mahanadi delta area," officials here said. Official sources here said though rainfall across the state after the deep depression crossed over to Jharkhand and Chhatisgarh had drastically fallen, many interior pockets in the southern districts continued to be cut off following breeches and roads being washed away. Revenue minister S N Patra on Wednesday visited Balangir to review the condition of people who had been badly affected by weeks of heavy rain. Situation in some areas of Ganjam district which bore the brunt of flash flood in Badanadi remained unchanged. Sources said the Red Cross had been requested to rush emergency assistance for at least 1000 families.

Officials said damaged water supply pipes and defunct tubewells have aggravated the problem. According to a district administration report, as many as 123 villages in 11 blocks have been hit by the flash floods triggered by heavy rain in the catchment areas of the Badanadi and Rushikulay rivers. The worst affected blocks are Bhanjanagar, Belaguntha and Jagannath Prasad, it added. District collector V K Pandian has ordered the rural water and sanitation department to distribute drinking water pouches in the affected villages. "The crisis would be over in next two days with restoration work going on in a war-footing manner in the affected areas," Pandian added. Adding to the residents' woes, the drinking water shortage has threatened to trigger a health crisis. At least 20 villagers were affected with diarrhoea at Angargaon and 10 were suffering from other water-borne diseases at Gopinathpur. The villagers said more may fall prey to diseases because of lack of proper drinking water. Officials, however, allayed fears of an outbreak in the district. "The villagers at Angargaon contacted diarrhoea after eating rotten fish. It had nothing to do with water and the situation is now under control," chief district medical officer Ratnakar Behera said. Behera added that precautionary measures are being taken in the flood-affected villages. As many as three medical teams are deployed and senior medical officers are stationed at the vulnerable areas. "Health workers have advised people to drink only boiled water," the CDMO said.

Broken bridges cut off malaria-hit Dasmantpur

Since Sunday, the block has remained cut-off from the district headquarters town of Koraput as the Khajuriguda bridge and approach roads to Padisil bridge have been washed away by the floodwaters. Recently, one Govind Samarlia died of cerebral malaria and several others are down with the disease in the block that consists of 16 panchayats and has a population of over 70,000. Every year, the block is gripped of malaria and diarrhoea. In 2007, 100 people fell prey to diarrhoea in Dasmantpur.

Odisha Flood Alert- July 23, 2009 Admitting that there has been an increase in the number of malaria patients in the block in last few days, Dasmantpur medical officer Bijay Kumar Sahu said, "Though malaria patients are pouring into the hospitals in the block, the situation is under control. We have sufficient stock of medicines to treat the patients." Sources said most schools in the block are closed as teachers who stay in Koraput, which is at 55 km from Dasmantpur, are unable to come to the block as it has been cut-off. The block is facing acute shortage of essential commodities and people are bearing the brunt. Shops and markets have shut down as they have run out of stocks. "Life has become miserable here. There is no power supply in the block for the last few days. Though it is four days since the block has remained cut off, the administration has not taken any step to restore road communication. The health scenario may become grave if road communication to the block is not restored at the earliest," a source said. According to officials, Dasmantpur has received an average rainfall of about 160 mm in the past one week. Collector (Koraput) Gadadhar Parida said, "As the Padisil bridge was a low-lying one its approach road got damaged. I have asked officials concerned to restore road communication to the block and the process is on. Our block officials are there at Dasmantpur and the situation is under control."

Weather Scenario http://www.dowrorissa.gov.in/Flood/DailyFloodBulletin.htm Catchment Rainfall Summary Heavy rainfall has occurred at isolated places over Burhabalanga and Lower Mahanadi catchments and rainfall at most places over Burhabalanga, many places over Subarnarekha, Baitarani, Upper and Lower Brahmani, Upper Mahanadi, isolated places over Lower Mahanadi and Vamsadhara catchments. Weather has been mainly dry over Rushikulya catchment. Chief Synoptic Situation Yesterday's low pressure area over Madhya Pradesh now lies over West Madhya Pradesh. Associated upper air cyclonic circulation extends up to Mid Tropospheric level. The axis of monsoon trough at sea level passes through Jaysilmir, Jodhpur central region of low pressre area Jabalpur, Titilagarh, Kalingapattanam and thence South East wards to East central Bay of Bengal. Forecast valid for next 24hrs Rainfall likely to occur at many places over Subarnarekha, Baurhabalanga, Baitarani, Upper and Lower Brahmani, Upper and Lower Mahanadi and at a few places over rest catchments. Heavy Rainfall (50mm or more) Warning Nil. Quantitative Precipitation Rainfall for next 24hrs Baitarani :- 01-10 mm., Upper Brahmani :- 01-10 mm., Upper Mahanadi :- 01-10 mm., Lower Mahanadi :01-10 mm., Vamsadhara :- 01-10 mm., (Other basins are nil.) Outlook for Subsequent 48hrs Little change.
