Weak embankments fuel fear of floods in Jagatsinghpur BHUBANESWAR | Saturday, July 25, 2009 http://www.dailypioneer.com/191470/Weak-embankments-fuel-fear-of-floods-in-Jagatsinghpur.html Though the people of Jagatsinghpur district heaved a sigh of relief as the incessant rains deferred for the last two days, fear of floods and waterlogging still looms large with repair works of breaches and vulnerable points on different river embankments are going on at a snail’s pace. According to sources, as many as 21 major breaches had occurred in rivers Devi, Mahanadi, Beluakhai and its tributaries, Luna, Chitrotpala and Hansua in last year’s floods and affected about four blocks in the district. Most of these breaches remained unplugged and the riverside inhabitants are spending sleepless nights fearing flash floods. Besides, from among the three major breaches occurred on Beluakhai river embankment at Naharabari, Bagalpur and Nilamahal and one in Rahamba on Devi river embankment, the repair work of breach at Rahamba was completed partially. According to the Irrigation Department officials, the contractors were assigned to complete the breach plugging work before May 30. But, the works are yet to be completed. Repair works are going on and greater attention are being paid on checking erosion at weak embankments, said Executive Engineer of the department Golekh Bihari Parida. Besides, allegations are rife that contractors are using substandard materials to plug the breaches. Though some local residents had brought the matter to the notice of the irrigation department, they received lukewarm response. They alleged political manipulation in giving the tender to inexperienced and erring contractors. In Tirtol, Kujang and Raghunathpur blocks, 13 breaches were occurred in rivers Mahanadi, Luna and Chitrotla in 2008 floods. Major breaches were occurred near Rahama at Teramanapur in Mahanadi embankment to affect 22 panchayats from Kujanga, Erasama and Tirtol blocks. But plugging of breaches is yet to be completed despite the instruction of the Chief Minister and Governor to the irrigation department 2

Fifteen and 12 panchayats under Ersama and Balikuda blocks, respectively, have been marooned due to unplugged breaches. New district Collector Gyana Ranjan Dash inspected all breach sites and instructed the irrigation department to complete the works on war footing basis.

While heavy downpour led Mahanadi to swell, its distributary Rana, which has widened over the years has affected Bilipada and Similipur gram panchayats (GPs) and Banki NAC. Over 14 villages under two GPs have been surrounded by swirling waters while two villages under Banki NAC are cut off. Since crop area over 1 lakh hectare has been waterlogged, agricultural work have been badly affected. In fact, communication to Banki town too has been severed from four separate points. Former Banki MLA Debashis Patnaik, who visited the area, said RDC and district collector are yet to visit the flood-hit region even after a week of devastation. “I met sub-collector Dayanidhi Nayak during my visit today and he said State Government has been apprised of relief requirements. It shows Government’s apathy towards the people,’’ he said.

The silt dumped in the dam area has led to the threat of it flowing back into the dam. Though a large amount of money has flown down the drain alleged lack of planning has led to the fear. It was envisaged to clear seven lakh cubic metres of silt as the plan was to connect the Head Regulator of Sason canal with river Mahanadi to ensure water for irrigation through the canal. Since the Head Regulator of Sason canal is at a higher level than the discharge point, it had become imperative to dig a channel to ensure uninterrupted water supply for irrigation. The failure of the agencies to dump the excavated silt outside HDR has spoilt the efforts of the authorities engaged in the job. Silt dumped inside the HDR, in all possibility, will only flow back into he dam with the rising water level watering down the vision of the work. Sources in the dam office said since the excavated silt is wet it would be difficult to shift it immediately. Silt can be transported only after is dries up, a pattern followed last year. Admitting that some dumped silt would flow down back into the dam, they said since the water in HDR gradually rises and does not flow into the heap of silt, the possibility of its getting totally washed away is remote.

At a time when the people combating worst ever flood since 1969, in Ganjam district which has three cabinet ministers including Disaster Management minister, Rural Development Minister and the Chief Minister who is yet to visit the flood affected area of his own district. More than 70 villages including Nuagaon and Galleri under Bhanjanagar and Belaguntha block of the Ganjam district had remained inundated for three days and more than one lakh people faced the dangerous situation following the worst flood. Hundreds of live stocks had been perished in the flood water, hundreds of countryside houses had been washed away in the flood water and the people are yet to come out of the shock as it was unexpected to the people of this area. The flood situation and suffering of the people can be well imagined with an instance that even the Disaster Management Minister Surjya Narayan Patra had failed to reach his own ancestor’s village; Galleri which was inundated and cut off from the outer world for so long. Most apathetic is that the Chief Minister Naveen Patnaik has not bother to visit his ancestor’s village of Nuagaon, birth place of legendary Biju Patnaik. It has been already a week passed, yet CM Patnaik has failed to have even an Ariel survey of the flood in Ganjam district from where he has been elected and representing the people. The people of this area had never apprehended that they have to face such a dangerous flood in the Badanadi flowing across the district. More than 70 villages had remained cut off from and even the state capital was not reachable from Bhanjanagar. Besides, the road communication to other adjoining districts had also been disrupted. Hundreds of houses had been washed away and damaged due to the flood water. It seems that the administration and the state government were not taking this flood so seriously as till Wednesday, even after 5 days, thousands were suffering and were remaining in inundated villages. Essential relief materials including Kerosene and food items had not been supplied to all the needy people. Electricity had been cut off. Drinking water had not been supplied. The road communication was yet to be linked with proper works. The situation was so worst that the village of people of Nuagaon (ancestral village of Chief Minister Patnaik) had to swim through the flood water to reach near Bhanjanagar and then the people had staged a road blocked. The people had reportedly been suffering from diarrhea in some villages. The affected people who had already lost their houses were yet to be sifted from their water logged villages to safer places even after 5 days.

No assistance: Kendrapara villagers launch stir
PNS | Kendrapara BHUBANESWAR | Saturday, July 25, 2009 http://www.dailypioneer.com/191468/No-assistance-K%E2%80%99para-villagers-launch-stir.html Five representatives of the people of village Bandhakata under Marshaghai block, who were affected by floods last year, on Friday launched a fast-unto-death in front of the District Magistrate’s office here, protesting against the callous attitude of the district administration in providing house damage assistance to them even after a year of the disaster. According to the agitators, after the 2008 floods, the Revenue Inspector and other officials conducted a survey at the affected villages. But they did not conduct house damage survey properly and provided a

The villagers refused to accept such a scanty amount. “We failed to rebuild our damaged houses and are taking shelter under polythene sheet,” said an agitator Tapas Pattnaik. When contacted, ADM Akuli Charan Bhuyian said that he is going to direct the Marshaghai Tehsildar to take steps for providing house damage assistances very shortly by conducting an inquiry.

Weather has been mainly dry over rest catchments. Chief Synoptic Situation The axis of monsoon trough at sea level passes through Bikanir, Alligarh, Gorakhpur, Darbhanga, Kolkata and thence South East wards to East central Bay of Bengal across North West Bay of Bengal. An upper air cyclonic circulation lies over Bangladesh and adjoining Gangetic West Bengal and North West Bay of Bengal extending up to Mid tropospheric level tilting South wards with height. Forecast valid for next 24hrs Rainfall likely to occur at a few places over Subarnarekha, Burhabalanga, Lower Mahanadi, Rushikulya, Vamsadhara and at isolated places over rest catchments.
