MEMORANDUM OF ORAL DECISION DELIVERED BY J. de P. SEABORN ON JULY 20, 2009 AND ORDER OF THE BOARD These appeals were originally scheduled for a hearing. A request for an adjournment was made by the City in writing prior to the hearing and not opposed by Mr. Alati. Two Participant organizations appeared and indicated each may ultimately seek Party status, in advance of the hearing, once they have an opportunity to discuss their issues with the Applicant and the City. The Board determined as follows: 1) East Beach Community Association (Mr. Burke) and Our Community Speaks (Ms. Brown) are granted Participant status.

2) The City’s request for an adjournment (made by Mr. Alati, on behalf of both Parties) is allowed. The hearing will commence October 5, 2009, 655 Bay Street, 16th Floor, for a period of (5) five days.
