SISTEM MANAJEMEN KESEHATAN & KESELAMATAN KERJA

Perkembangan industri mempunyai korelasi dengan pekerja. Banyak industri yang prosesnya berdampak negatif terhadap kesehatan dan keselamatan pekerjanya, seperti industri bahan kimia, jasa konstruksi, nuklir, plastik, besi baja, dsb. Sejalan dengan hal ini, maka industri – industri yang berdampak bagi pekerjanya harus mengelola lingkungan kerjanya agar dapat menurunkan dampak. Sikap kritis dari masyarakat dunia juga mendorong industri yang beresiko ke pekerja untuk menerapkan suatu sistem pengelolaan yang aman bagi pekerjanya. Latar belakang inilah yang melandasi pembentukan OHSAS 18001 oleh Organisasi Internasional. OHSAS 18001 diakomodasikan untuk pengendalian operasional proses yang aman bagi pekerja. Untuk menerapkan sistem ini dibutuhkan tiga tahapan proses, sebagai berikut : 1. Tahap Identifikasi Awal Analisa / identifikasi terhadap tingkat kecukupan terhadap sistem dan fasilitas kesehatan dan keselamatan kerja di organisasi / industri. Mencakup evaluasi proses di organisasi, pemeriksaan terhadap prosedur yang ada, analisa tingkat kecelakaan pada masa lalu dan peraturan atau perundang-undangan yang berlaku. 2. Tahap Persiapan dan Implementasi Tahap ini merupakan tahap persiapan dokumen dan program kerja serta pelaksanaan implentasinya. Pada tahap ini ada beberapa elemen yang harus diperhatikan yaitu : a. Kebijakan kesehatan dan keselamatan kerja serta kepemimpinannya b. Organisasi, sumberdaya dan training c. Pengendalian operasional yang menjadi titik tolak prosedur proses, peraturan kesehatan dan keselamatan kerja dan perijinan di lingkungan kerja d. Tujuan dan target dari kesehatan dan keselamatan kerja e. Panduan sistem kesehatan dan keselamatan kerja dan dokumentasi f. Pengendalian operasional yang mencakup pemantauan kesehatan kerja, persiapan proyek, pembelian dan pemasok g. Pemeriksaan dan tindakan pencegahan, investigasi dan tindakan perbaikan h. Tindakan darurat i. Pengendalian catatan, audit dan tinjauan manajemen 3. Tahap Penilaian Kinerja Proses Tahap ini merupakan tahap penilaian terhadap sistem yang telah diterapkan mencakup penilaian dokumentasi, verifikasi penerapan dan tindakan perbaikan / pencegahan yang diperlukan. Industrial growth has correlation with employees. Many industries have process with negative impact to health and safety of their employees, such as chemical industry, contractor, nuclear, plastic, steel, metal, etc. Related on this case, these industries that have impact to their employees should manage and control their working environment to minimize the impact. OHSAS 18001 accommodate an operational process control for safety work of the employees. To implement the system need 3steps, below: 1. Initial Identification Step Analyzing / identifying sufficiency level of the system also health and safety facilities in the organization / industry. Including to process evaluation in the organization, inspection on procedures, analyzing of the accident level in the past and analyzing of the validated legal or regulation. 2. Preparation and Implementation Step On this step, started to prepare the documents and working program for implementation. Some clauses should be emphasized, i.e. : a. Evaluation of Process Performance Step This step related to evaluation of the implemented system, including to documentation evaluation, implementation verification and corrective / preventive action which is needed.
