Music Over the Mountain brings big band competition to Pocono Mountain Stadium Submitted by Dorothy Sirolly Music over the Mountain was held on a beautiful balmy fall evening this past Saturday, October 3 at the Pocono Mountain Stadium, hosted by Pocono Mountain East Cardinal Music Boosters. The sea-

son for competitions is now in full swing for the high school students while supporting their football teams at every game. It is estimated that thousands of adults in our county have either played an instrument in a marching band themselves or have been a band parent.

Bands are an integral part of our local history. It is with pride that Pocono Mountain School District community speaks of all aspects of their music programs, both vocal and instrumental. On Saturday night it was all uniforms, brass, woodwinds, drums and pit instruments of xylophones, guitars, and tympani. The air was filled not only with music but the colors of giant flags whipping in the wind being thrown high by the well-practiced color guard. The colorguard squads have evolv-

ed through the years into artistic dancers while matching the rhythms of the music. The sounds are accented by swirls of color or the snap of rifles being tossed into the air and caught in athletic movements. Band members and guard practice long hours to gain the precision of memorized positions as they rapidly weave through each other. In the past individual football players and cheerleaders have come to these competitions to have an opportunity to view the band’s performance and show their

respect by cheering their high school bands. MOTM brought 10 high schools to the competition— Indian Valley, Schuylkill Haven, Pittston Area, East Stroudsburg North, Crestwood, Northwestern Lehigh, Hazleton Area, Wyoming Valley West and the two home-town favorites, Pocono Mountain West and the host band, Pocono Mountain East. Both bands placed number one in the competition, since they compete in Please turn to page 3

Scavello supports keeping host municipality revenues in Monroe County for infrastructure improvements The following statement was issued by Rep. Mario M. Scavello, a member of the House Appropriations Committee, to explain his reasoning for an amendment he offered Sunday night to Senate Bill 711, legislation expanding gambling in Pennsylvania to include table games: “Monroe County’s population has nearly doubled in the past two decades, but we are still only listed as a fifth-class county in terms of population, and this distinction was reflected in the original gaming law. My concern is that Monroe County was singled out to share revenues with surrounding counties because we are a fifth-class county, which means money generated from casino activity in Monroe must be shared under the law with neighboring counties that do not bear the brunt of the stresses on local roads and infrastructure, and some of those neighboring counties are also host counties to their own casinos. “In Act 71, which created casino gaming in Pennsylvania, host

fifth-class counties were guaranteed 1 percent of the gross terminal revenue of any casino located in their boundaries. That money goes into a restricted revenue account in the Department of Community and Economic Development (DCED) for economic development and community improvements in Monroe County. My amendment would have expanded the permitted uses to include infrastructure, such as highways, interchanges, roads and storm water improvements. “Act 71 also said that 1 percent of the gross terminal revenue would be shared with six neighboring counties—Carbon, Lackawanna, Luzerne, Northampton, Pike and Wayne—in a restricted DCED account. My amendment would have capped the revenue that each neighboring county could receive at $1 million. It would have kept more money in Monroe County, the host county. It also stated that other counties in which a gaming facility is located would no longer get a share of revenue generated in Monroe

County because they already receive a similar distribution. These funds would be used to upgrade infrastructure, improving roads, sewers and interchanges in Monroe County. “Representative John Siptroth opposed my amendment on the premise that the Pike County portion of his district might get less than it is getting now, but under current law, Pike County is not guaranteed $1 million. Without my amendment, the county could lose money as a result. Siptroth could have offered language that would guarantee Pike County could exceed the $1 million cap if gross terminal revenues was high enough to permit that AND supported language guaranteeing more money for Monroe County infrastructure improvements. His opposition did guarantee that less money would be coming into the Monroe County portion of the 189th District. His opposition to my amendment does mean that money from Monroe continues to flow to Luzerne and Northampton counties, each of which

Music Over the Mountain… Continued from page 1 different sized groups. Congratulations are in order for the band students, music faculty, band staff, and band parents. The competition season will continue over the next month. Director Tim Eick of PME and Jonathan Searfoss of PMW both agree that the main goal is for the students to learn how to play their instruments more

proficiently while moving in memorized patterns during the performance as a part of a team of players. Do not doubt that this is athletic, tiring, and hard work for these kids. If they do their best, then a separate reward is competing in the ACCs (Atlantic Coast Conference) being held in Hershey Arena. PME would compete on Sunday, November 1 and PMW would compete on Sunday, November 8 in their respective group size. Come and enjoy them either before the football game or during their halftime performance or support them by coming to a competition. Mental illness and the law forum at ESU Amending PA’s current civil commitment law so that persons with severe mental illness can access community treatment is the subject of a distinguished panel convening Wednesday, October 14, at the Science and Technology Auditorium, East Stroudsburg University, beginning at 7 p.m.. The forum, sponsored by the League of Women Voters of Monroe County, is free and open to the public. Panelists include Martin Freimer, M.D., a community psychiatrist who will discuss the need for assisted outpatient treatment; Jeanette Castello, a Pennsylvania advocate and parent, will review Senate Bill 251, pending AOT (assisted outpatient treatment) legislation; and Trooper David Peters, PA State Police, sta-

tioned at Pocono Mountain East High School. Pennsylvania’s current civil commitment law, the Mental Health Procedures Act of 1976, provides for involuntary treatment for persons with severe mental illness on an inpatient or outpatient basis. However, in order to receive court-ordered treatment, a person must deteriorate to the point that they meet the state’s archaic “clear and present danger to themselves or others” standard. Senate Bill 251 modifies this standard for outpatient treatment so that people can get treatment in the community either in lieu of involuntary hospitalization or post-hospitalization. The bill is designed to help people who are so ill that they do not recognize that they are ill and,

therefore, refuse treatment. Local co-sponsors of this bill, state senators Lisa Boscola and Patrick M. Browne, have also been invited as well as the bill’s primary sponsor Senator Stewart Greenleaf. The League of Women’s Voters is a nonpartisan grass roots organization which works to inform citizens through education and advocacy about political issues. The League does not have a stand on Senate Bill 251 and is eager to share information about this important legislation with the public. New members and inquires about the League are always welcome. For further information contact Julie Dougherty, president, at 595-7146 or lwv. [email protected].

It’s squash season again! We’ve been buying young spaghetti squash for a couple of weeks now at Sernak’s Farm Market near our home. They keep in a cool place without refrigeration, and they can be prepared in many delicious ways. While cooking spaghetti squash takes a while by most methods, I’ve found it convenient to cook them in advance, baking them whenever I’m running the oven for something else. All I do is stab the hard shell a few times with a sharp knife, then roll the squash to the back of the oven, at whatever temperature I’m using to

Seth’s Sightings What a great weekend! The rain that was expected didnʼt stick around, and that made for two days perfect for outdoor activity. Lots of our neighbors used it for yard work. I got a little of that done myself. The problem with outdoor work is that the nice Indian summer temperatures arenʼt slowing the slow drop of leaves. On a couple of trips that we took we drove through a swirl of leaves caught in the breeze and also in the pull of airbehind vehicles traveling at speed. The leaves that are still up are beginning their turn toward peak color. Iʼm guessing that the best color will come late next week and hold until the week after in many places. There are some spots of peak color even now, mainly in swamps, which means those areas

will be bare when most of the rest of the trees display their best. Predictions are that we may experience another light frost this coming weekend. A reader and weather watcher who lives near the Turnpike in north Kidder Township was in touch to tell me that I had missed a significant frost that spread across the Pocono Plateau two weeks ago. He reported that the Split Rock Golf Course delayed its early rounds until the frost melted off of the grass there. There was a discussion about using colored golf balls… Ruth and I were able to see the effects of this frost on our hike with the dogs on Saturday. The remote gravel road at the edge of Hickory Run State Park that heads into the woods toward Mud Run leads to the Orchard Trail. Part of the trail is

a well-maintained gravel road through a beautiful hardwood forest. In several sections there were thick patches of ferns, and these were showing the obvious effects of a not-quite killing frost. There were a lot of yellow ferns, some with brown, dead edges, and a smattering of totally green plants. Both Chess and Chad romped through these, aware of the scent of deer. Ruth and I sighted a number of places where deer had bedded down in the ferns or in the high grass. At the end of the gravel road is a section of trail that was probably road many years ago, but is now a rocky path surrounded by rhododendron intent on swallowing the path. It took some fancy footwork to get down to Mud Run, at least by us humans. The dogs bounded merrily down to the water, and were happily swimming by the time we both arrived. After a couple of times in and out, Chess noticed I was standing beside a large stick, and she pointed at it, then did her best to commuicate that she wanted to play stick. So I picked it up, broke it into a size that she could handle, and tossed the stick as far as I could into the water. She bounded, pushing off from the streamʼs bottom in a sort of bounding motion, until it got too deep and she had to swim the rest of the way. It was funny and quite beautiful, in a way, watching the elegant motions combine so that she reached the stick as it drifted downstream, and then brought it back to drop somewhere near our feet, most of the time. The first time, I made the mistake of leaning down immediately to pick the stick up, and for this I received a shower as she shook off. Chad then got me from the other side. He wanted to retrieve sticks too, but settled on following her around, in and out of the water, because sheʼs faster than he is. We noted that after the walk, he showed signs of being a bit stiff, so Ruth gave him a baby asprin. The next morning, Ruth found the baby asprin on the floor near his bed. She put it in his mouth again, and this timeheld his mouth closed until she was sure

THE CHILDREN’S PARADE at the PA Renaissance Faire. heʼd swallowed the medicine. Heʼs always been too stubborn for his own good. With an open afternoon on Sunday, weʼd chosen a return trip to the Pennsylvania Renaissance Faire to see a handful of shows that we were unable to see on our first visit. This was a busier day by thousands, so the shire was filled with visitors. There were still not as many in costume, but the ones who were included many elaborately outfitted, such as impressive Vikings, surly pirates and hundreds of children also dressed for pyrate weekend. In many cases the parents didnʼt dress up, but the kids did. We enjoyed a couple of shows that only came through on this weekend, or were concluding their run. Other shows included a comic magician, one of the Mud shows, and the Royal Falconerʼs presentation of birds of prey. There was a bit of shopping to do, and some noshing. We finished up by watching the pirate auction of merchandise (swords and stuff), which can be funny. During our visit to the Faire, we sighted some Pocono locals

(always fun to see). Just outside the Faire and around Lebanon, gas prices were $2.29.9 for unleaded. Lancaster County hasnʼt really started its fall colors yet. Plans are that we will be in that area again in a few weeks. My exploring on You Tube this week brought me to Belinda Carlisle, and later, to Gary Numan. Carlisle, former lead singer of the Go-Gos, had her commercial prime in the late 70s into mid-80s, and then reapeared as a contestant on Dancing With the Stars. Numan, whose Moog-driven music caught much attention in the late 70s, has morphed into a version of the Thin White Duke. Heʼs enjoying the fruits of his early success as a happily married (to one of his fans) middle aged musician. This coming weekend we have the Covered Bridge Arts and Crafts Festival at Knoebels Grove on our schedule, as well as the Arts and Crafts Show at Jack Frost Mountain, and the Cranberry Quilters first-ever quilt show at Penn State Hazleton. Thereʼs also some family visiting to do.

Visit five Pocono waterfalls with Monroe County CEEC The Poconos are blessed with diverse geologic features. Most prominent is the Pocono Plateau. The high flat land of the plateau gives way to the surrounding ridge and valley

region quite emphatically. The transition zone is called the Pocono Escarpment. The dramatic drop in elevation coupled with pristine streams gives rise to spectacular waterfalls.

October HATT meeting to feature history of key roads The October meeting of HATT (the Historical Association of Tobyhanna Township) will be held at the Clymer Library on Firehouse Road in Pocono Pines on Wednesday, October 14 at 10:15 a.m. The meeting will feature Eugene Kerrick of Blakeslee who will give a history of the key roads in the township. The oldest road in the township and one that opened the area for any kind of development was the Sullivan Trail, which was developed by

troops under General John Sullivan during the Revolutionary War. Part of this became Route 940, which went through part of Pocono Pines. Route 940 continued through Pocono Lake and eventually reached Blakeslee corners. Only later was it continued on its route today into Carbon County. A key road during the 1800s was the Wilkes-Barre turnpike which passed through Blakeslee. The turnpike was pretty much the basis of Route 115

today. Another road out of Pocono Pines is Route 423, which goes into the village of Tobyhanna. Evidence of this road goes back at least to 1870. Finally the major east-west road through the township is Interstate 80, which was completed in the 1950s. It closely borders the southern boundary of the township. Off shoot of this is Interstate 380, which follows a north-south direction in the eastern portion of the township.

The history of these roads, which give all sorts of vibrant activities to the township, will be most interesting. HATT had its origins in 1995 and meets monthly from April to November on the second Wednesday, usually at the Clymer Library. All interested parties are invited to attend the meetings. HATT also maintains a display case at the library, currently featuring events of earlier recession periods com-

pared to today. In addition HATT is currently archiving historic documents of the township. Sessions are held Tuesday and Thursday evenings and folks with historic photos or documents are invited to bring such data. Of recent activity utilizing the archival center is a project capturing images on old postcards from the Pocono Pines area showing what exists today on the site of the postcards from years ago.

Police Beat An 18 y.o. was beating up his sister at the family home on Hamlet Dr., Pocono Farms East, Coolbaugh Twp. about 1 a.m. on 9-26 and was also believed to be hitting his girlfriend when the mother called the Pocono Mountain Regional Police Department. Effort boy, who is still missing as of this writing. If you have any information that would help locate Vincenzio-Luis Lopez (6ʼ1”, ~145 lbs., green eyes, brown hair), please call PSP at 6462271. PSP-F is investigating the assault of a 15 y.o. boy by two other boys at Clubhouse Rd. and Fawn Lane, Penn Forest Streams, Penn Forest Twp. at 7:15 p.m. on 10-1. One boy, 16, punched the victim in the face several times. The other, 19, pushed the victim. Each was arrested, charged with harassment. A Kunkletown man came home on 10-4 and found that someone had taken a shot at his Halter Rd. home. The bullet went through the outer wall

Between 10-2 and 4, someone entered an Effort apartment (Route 115 just north of Hellerʼs Gas) by opening a poorly secured window and stole jugs of change, a black flashlight and three DVDs, PSP-F. The Pocono Plateau is not high enough for some PSP-L stopped a 34 y.o. Jim Thorpe area driver of a car without a valid inspection sticker on 9-30 about 4:20 p.m. and found that she had prescription pills that were not

hers. She will be charged with drug possession. DUI arrests include 9-30 9:13 p.m.– a 47 y.o. Saylorsburg man, PSP-F; 10-3 12:20 a.m. a 23 y.o. Blakeslee woman who drove her Toyota off Route 196 and over a large rock, which flipped the car onto its roof (taken to hospital for treatment of injuries as well as a blood test), PMRPD; and again 10-3 12:40 a.m. – a 46 y.o. Ashfield, PA man, PSP-L. 10-4 3:03 a.m. PMRPD was called to a domestic incident on Glacier Dr. in Sierra View, Tunkhannock Twp. On arrival, police found the two men involved had left to find a car in the woods. Police found the father, 46, of Blakeslee, and son, 24, of Manville, NJ, walking along Glacier Dr. and learned that the incident was related to the son crashing his dadʼs car. Police took the son to the site of the crash in a front yard of an Allegheny Dr. home. While with police, they could smell the odor of alcoholic beverage. At the scene, they gave the 24 y.o. field sobriety tests, which he failed. He was taken to the hospital charged with DUI. He submitted to a blood test and was released to his parents. Keeping the rubber side down… or not 10-3 2:05 a.m. PSP-L fished a 22 y.o. driver out of his wrecked Dodge Dakota. The driver had gone off Summer Mountain Road into a tree. He was sent to the hospital. Charges are pending. 8:29 a.m. a 36 y.o. pulled her mini-van off Route 115, but later failed to look for traffic when pulling back on again – she hit a passing Jeep that was in the wrong place at the wrong time... No one was hurt, she will be ticketed, PSP-F. 11:45 a.m. a 38 y.o. driver in a hurry on Frable Dr., near Lehighton missed a right curve

and went off the road onto the shoulder. This began a spin. The truck was 90º across the road and slid into a utility pole with his passenger side. The impact spun the truck around 180º before it slid to a stop. PSP-L will charge the man, who had only minor injuries, with driving at an unsafe speed. 11 p.m., an 18 y.o. drove his ʼ92 Acura into a tree after missing a curve to the right on Winding Way in Indian Mountain Lake, PSP-F. 10-4, motorcyclist missed a curve on Forest Inn Rd. at 2:39 p.m. and went off into gravel. The crash disabled the 18 y.o.ʼs truck. The 82 y.o. had minor injuries, PSP-F. There were some crashes with deer reported, as well.

The Journal of the Pocono Plateau, Week of October 8, 2009–PAGE 19

Scavello opposes... Continued from page 18 port taxes for a budget that no one has actually seen. I talked to more than 20 House members, and none had seen the budget on which this $1 billion

in taxes would be spent. “I asked the majority leader if the $1 billion tax increase would restore funding for Scotland School for Veterans

Children, or the Scranton School for the Deaf, and was told neither of those is in the budget or supported by this tax increase. Without a budget to refer to, members cannot in good conscience know what is getting funded and what isnʼt. If weʼre going to spend $1 billion more, we should be able

to see the budget first and find $11 million for those two items. “The 98 members who opposed the tax increase—all but one Republican and two Democrats—opposed a budget that spends $500 million and relies on $1 billion in new taxes. With the auditor gener-

alʼs finding that there is about $400 million in fraud that could be found in the Department of Public Welfare budget, that would go a long way toward narrowing the gap between the two budgets, and avoid a $1 billion tax increase. Maybe we donʼt need this tax.”
