Have you heard of this NIST? -awwc Agency Seeks WTC Papers By Graham Rayman Staff Writer May 7, 2003,6:20 PM EOT The city has yet to turn over key records and audiotapes requested by a federal agency conducting a broad scientific study of the World Trade Center collapses and the emergency response, a report released by the agency said Wednesday. Officials with the National Institute for Standards and Technology said the records include Police and Fire Department 911 tapes trorfl justlbefore the airplane strikes to just afterward, and transcripts of interviews of 500 FDNY personnel who responded to the scene. Other records sought by the agency, which-has a $16-million budget to investigate the events of Sept. 11, include supporting documents from the McKinsey & Co. studies of the police and fire response, details on the FDNY radio system and training practices and various police records. "It is vital that this information be made available to NIST," said Shyam Sunder, a senior agency official. 'That information is incredibly valuable to us to understand the emergency response and how it can lead to significant improvements in public safety." Sunder said, however, that he understands the city's delay. "They haven't refused to provide the documents, there is no dragging out," he said. "We're still in the process of negotiating. We understand that the organization would want to carefully look at the material." Frank Gribbon, a Fire Department spokesman, said the U.S. attorney in Virginia who is prosecuting the Zacarias Moussaoui case asked the FDNY to withhold some documents that "potentially could be used as evidence" against the so-called 20th hijacker. "We've been very cooperative, but in some cases, we've asserted a privilege, which is basically the stuff given to the U.S. attorney," Gribbon said. Lawrence Kahn, a chief litigating assistant with the city Law Department, said the city is continuing to evaluate materials "which are particularly sensitive" because they include information about people who died. Michael O'Looney, a Police Department spokesman, did not return a call for comment.

The NIST staff are available to meet with the 9-11 commission staff the morning of September 2. What time will you arrive? Also, please advise the names of people who will be coming so that I can clear them at our visitor's center. The meeting will take place in Building 226, Room B221. Upon arrival at NIST's main gate, there is a visitor's trailer to the right of gate. You will need to stop at the trailer and check in to get your visitor's badges. They will then direct you to Bldg. 226.
