Councilman Bill Rosendahl City of Los Angeles 1645 Corinth Los Angeles, CA 90025 Dear Bill, This is to advise you of a Motion passed by the Brentwood Homeowners Association regarding the Bundy Village project. The BHA requests that you please take all steps possible to postpone the Hearing scheduled for Nov 18 before the Dept of Planning Advisory Agency. This Hearing is scheduled to consider all the important discretionary matters, including a change of zoning, a conditional use permit, and certification of the EIR. The Hearing should be postponed until: 1. Caltrans confirms that it agrees to do the improvements described in the EIR, and confirms when it will do those improvements. At least one question regarding the CEQUA process is whether the hearing may be held and the EIR may be legally certified prior to this confirmation from Caltrans. 2. The developer has funded a study, requested by the community, by a traffic consultant regarding mitigation of traffic impacts, and the study has been completed. Both these items were agreed upon and requested months ago by the three-Council committee that you organized regarding mitigation. The BHA also requests that the traffic consultant furnish time-delay information, in addition to the LOS information (for example, how much longer will it take, after completion of the project and the proposed mitigations, to drive from Bundy/San Vicente onto the I-10 heading east). We understand that time-delay studies are not currently required by DOT, but nevertheless request such relevant information. If the Hearing is not postponed, the BHA will oppose the project, as proposed, under the current circumstances. We remain very concerned that this project was rushed through and that it could cause serious harm to the traffic that impacts our community. We truly urge your office to take a longer look at this project, the impact to the west side and particularly the impact to traffic which, as you know, remains among the top concerns of our homeowners. Please let me know if you are able to persuade the developer and/or the City to postpone the Hearing until the community has been given the proper information and had a chance to review and comment on it.
