New Starter: We welcome Francis Galliano who has joined the Central Government Division to grow significant new business in Justice and Home Affairs. Francis spent the early part of his career in BT, developing early videoconferencing services and leading the charge into the interactive, on-demand era with the world's first TV-based home banking trial. He then moved to the BBC, where he led a technology-enabled change programme to introduce digital media asset management into archiving and programme making. It was his interest in managing change in complex, public sector organisations that led him into the Home Office, where he was the founding director of a £2bn programme to enable information sharing between the various justice agencies Police, Crown Prosecution Service, Courts, Prisons and the Probation Service. He then joined Fujitsu Services to use his sector experience to develop strategy and new business in IT and related services.

Francis has two daughters - one an aspirant actress and the other recently joined the Metropolitan Police, not to feel collars, but to provide their IT - so it obviously runs in the genes. He also has a keen interest in the rehabilitation of exoffenders, where he works as a volunteer.

Oakleigh successfully passed the ISO 14001 Environmental audit which took place on 19th October, 2009 without any non-compliances being raised. We are also pleased to say that Dbi Consulting are now included on the certification and the wording of the Environmental Policy documents will be amended, in due course, to reflect this. We have also had a visit from a Groundwork representative to review our environmental activities but they were unable to recommend any further actions or savings. Lisa Baines and Lynda Hind have since attended one of their courses and will shortly receive the CIEH certificates in Environmental Awareness. It should also be noted that the Environmental Business Pledge, which is run by Manchester City Council in conjunction with Groundwork, have recently changed their criteria for the Gold Award. As we now comply with the new criteria we have been awarded new certification updated at November 2009. This award is in recognition of Oakleigh’s achievement regarding the measures it takes to reduce our environmental footprint. Could we remind everyone that ink cartridges should be recycled and we can supply envelopes for this purpose if consultants don’t already have a preferred charity to send them to.’ Lynda

Technology Division have launched a new proposition to enable IT Managers and Directors to re-use, or sweat, their current hardware and software assets. The ‘More with Less’ service is being targeted at existing and new customers and presents an easy to understand, defined service that can be applied to different projects depending on the aims and objectives of the client organisation. The ideal scenario is to indentify projects that are included in the IT Strategy but are yet to be addressed and are at risk of being overlooked due to other internal and external pressures. More with Less provides a more cost efficient way of delivering a greater number of projects, with quick wins and short term demonstrable benefits. Kevin Brownlow and Ian Evetts are currently promoting the service, It is designed to have a short sales cycle and we expect the first order in January. Clients will benefit from: • An independent evaluation of their current assets • A route map with correlations, risks, opportunities and potential barriers identified • Recommendations for employing the available technology effectively • Fact based business benefits projections of potential projects Upsell opportunities are at the initial point of sale, if the client asset register is not fit for purpose, and through recommendations in the final report for the development or integration of systems. As a defined proposition it also presents a credible reason to introduce the broader Oakleigh service portfolio to new organisations. British Library: Kevin Urwin has recently completed a short series of Application Architecture Workshops at the British Library with the aim of more clearly defining the requirements and solutions for their UK Domain Web Archiving System. This work involved a series of six workshops during which Kevin worked with the British Library team using Responsibility Driven Design techniques. The workshops were able to define high level use cases and use these to identify system components, their responsibilities, and their interfaces. The team were then able to identify potential solution candidates, and SWOT analysis was carried out for each of these. Finally a living architecture document along with a roadmap for work over the next 9 months was delivered at a presentation at the British Library’s St. Pancras site. It is hoped that this work will open the door to further architecture, design and development work with the British Library as the project progresses. In the past couple of weeks, Oakleigh Technical Division has released version 1.5 of the Web Curator Tool open source web archiving software on the SourceForge website. This completes a tranche of work commissioned by the British Library earlier this year, and is the fourth major release of this software completed by Oakleigh, over some seven iterations, since work began on the project in January 2008. It is likely there will be further iterations, commissioned jointly by the British Library and the National Library of New Zealand, commencing in the first quarter of 2010.

The Cochrane Collaboration: After helping The Cochrane Collaboration develop a Request for Proposal (RFP) for a new database system they need developed and assisting them with choosing a supplier, Technology Division can announce that Steve Greenaway has successfully secured an extension to continue working with The Collaboration throughout the life of the project. At present, Steve is still negotiating with them in regard to the exact number of days’ work this will equate to.

Education Division: The Education team has secured the following new projects all of which have started in November:

A review of student admissions for Queen Mary’s College, University of London. A major national review of the provision of public information to inform student choice for HEFCE.

A review of stakeholder perspectives for UCAS.

Dbi: Dbi have been successful with the following new contracts and extensions over the last couple of months: Training and Development Agency – Through Dbi’s Buying Solutions Organisational Consultancy framework, Helen Baird and Zeb Nash wrote a successful quote for the TDA for delivering ‘Transition to Teaching Initial Evaluation Services’. The research and evaluation will focus on how the programme has been set up and the quality of service it is offering to both the employers and the participants. NHS Direct – Dbi associate Gill Nutt has been extended for a further 65 days as PMO/Issues Manager for the National Pandemic Flu Service (NPFS). Government Offices – We are still waiting for the release of the tender for the procurement team; however in the meantime Nick Mellors has joined Austen Collinge in supporting the Client. North West Improvement and Efficiency Partnership (NWIP) – Jo Potter, Pat Coulter and Dbi associate Louise Cresswell are working with the West Midlands JIP (Joint Improvement Partnership); SHA and Association of directors of Adult social Services (ADASS), mapping the adult social care workforce and highlighting key issues with workforce planning processes; joint working; addressing the new transformation and personalisation agenda etc. This work, ‘Dbi Consulting - Workforce Baselining in the West Midlands’, will be featured in the West Midlands JIP e:Bulletin in February 2010 and will be circulated in the Region as well as nationally. Walsall Metropolitan Borough Council – Dbi associate Gary May will be working at Walsall MBC for a total of 15 days as an IAG Specification Writer. There is likely to be more work to follow as the procurement gets underway. Foreign and Commonwealth Office – We have been successful in securing two five month extensions for two of our candidates working at the FCO. Deborah Ginns has been at the FCO for over a year now as Corporate Communications Advisor working with the Corporate Communications Manager to further develop the FCO Services’ Communications Strategy. Phil Bestwick has been working through Dbi at the FCO for many years as an IT Project Manager, assisting with the management of projects being run by FCO services for the Future Firecrest Programme. Bristol City Council – Another contract win for a Dbi associate is the post of Service Manager – Inclusion in Learning. The contract is for two days per week from the beginning of November through to mid December, however this is likely to be extended into January 2010. Buying Solutions frameworks re-tenders: Consultancy Services – Dbi was successful in the PQQ for the Consultancy Services framework for Lot 10 – Marketing Communications Consultancy, and has since submitted the completed ITT and is awaiting feedback. Non-Permanent Staff – We were also successful at PQQ stage within the following Lots for the Non-Permanent Staff framework, and we are currently awaiting the ITT. Successful Lots are: Lot5a – HR – Wider Public Sector Lot5b – HR – Central and Civil Government Lot8a – Procurement and Purchasing – Wider Public Sector Lot10a – Marketing and Communications – Wider Public Sector Lot10b – Marketing and Communications – Central Civil Government.
