ST. JOSEPH COUNTY SOIL AND WATER CONSERVATION DISTRICT MONTHLY BOARD MEETING 5605 U.S. 31 South, South Bend, Indiana 46614 574-291-7444, ext. 3 MINUTES I. CALL TO ORDER A meeting of the Board of Supervisors of the St. Joseph County Soil and Water Conservation District was called to order by John Dooms at 7:03 p.m. at 5605 U.S. 31 South, South Bend, IN 46614.

IV. REGULAR BUSINESS A. MINUTES: The minutes were reviewed from the August meeting. The minutes were filed as presented.

B. TREASURERS REPORT: The Treasurer’s report was filed as presented. 1. Claim Approval: A recommendation and motion were made and seconded to approve Claim numbers 9464-9470. Motion carried.

C. SECRETARIES REPORT: 1. Corrections: None V. OLD BUSINESS A. WRITTEN REPORTS: 1. Field Office Report: The Field Office Report was distributed. •

Several violation sites were reported

2. Rule 5/Rule 13 Report: The Rule5/Rule 13 Report was distributed. • Did the Ireland Road project submit (or need to submit) plans for Rule 5? • None of the practices in southern Indiana have failed (ex: dams, levees) B. COMMITTEE REPORTS: 1. Education: • •



No Child Left Inside is on the County Commissioners agenda for September 23rd. A lot of schools are beginning to sign-up to participate in NCLI. However, there is a conflict with catholic schools for October 3rd, as it is a holiday, so NCLI Day will be held on an adjoining day. March Swamp Stomps are full.

3. Forestry: •

Tree flyers will be back soon from the printers and will be mailed the first of October.

C. WARM SEASON GRASS DRILL: •

The Warm Season Grass Drill Committee met to discuss drill scheduling with other counties. The recommendation is to keep the drill in Elkhart and St. Joseph Counties. If a landowner owns property outside of Elkhart and St. Joseph Counties, then they can also use the drills there. Due to the fact that the location of the drill could affect seeding dates for individuals that participate in NRCS programs, we will keep the drill within the 2 counties (with exception to landowners that have land in other counties). We will provide a list of counties with drills for those that we cannot rent to. A recommendation and motion were made and seconded to keep the drill available for use in both Elkhart and St. Joseph Counties, with exception to landowners that have land in other counties. Motion carried.

D. NRCS TALKING POINTS: •

E. WINTER MEETING: • • •

The title “Smart Farming for the Future” has been selected for the winter meeting. There has been a room change; we are now using Newton Hall and the Library to accommodate the large size of the meeting. There has also been a change in the meal service; we are now using Dal-Mar Catering which will provide a hot meal.

F. LANDFILL INSPECTION: • • • • •



The landfill inspection was on Friday, September 12, 2008. John Dooms, Katie Kurtz, Stacey Silvers and Troy Manges were present. The landfill is currently filling in a new cell (in the NW corner). A lot of seeding has been done. Work on the sewage plant has not yet been started, but they hope to have it going by the end of the year. They plan on doing most of the work themselves, which should speed up the process. The landfill is burning up all of the methane they are pulling off of the piles.

VI. NEW BUSINESS A. SCHEDULES: Distributed. •

There was a brief discussion regarding the advantages and disadvantages of having a morning meeting. No decision was made.

B. MS4 EDUCATION MOU: •

Everyone in attendance received a copy of the MS4 Education MOU at the September 15, 2008, Board Meeting. We may have to add Bethel’s signature or add Bethel’s and remove the City of Mishawaka’s. We thought we would be in a position to sign now, however there are conflicts. This item will be tables until next month’s Board Meeting. The County and City of South Bend were pushing to get it signed ASAP.
