ST. JOSEPH COUNTY SOIL AND WATER CONSERVATION DISTRICT MONTHLY BOARD MEETING 5605 U.S. 31 South, South Bend, Indiana 46614 574-291-7444, ext. 3 MINUTES I. CALL TO ORDER A meeting of the Board of Supervisors of the St. Joseph County Soil and Water Conservation District was called to order by John Dooms at 7:05 a.m. at 5605 U.S. 31 South, South Bend, IN 46614.

III. INTRODUCTION Meeting commenced at 7:05 a.m.

IV. REGULAR BUSINESS A. MINUTES: The minutes were reviewed from the May meeting. The minutes were filed as presented.

B. TREASURERS REPORT: The Treasurer’s report was filed as presented. 1. Claim Approval: A recommendation and motion were made and seconded to approve Claim numbers 9422-9434. Motion carried.

C. SECRETARIES REPORT: 1. Corrections: None V. OLD BUSINESS A. WRITTEN REPORTS: 1. Field Office Report: The Field Office Report was distributed as a hand-out. • •

Cultural Resources Training – Troy and Rafael attended the training. Topics included how to lay out an excavation site. Archeologists were on site at the training while several artifacts were unearthed. Outdoor Elements – Rick taped an episode of Outdoor Elements. The airing date of the episode is unknown at this point. The episode featured several of Rick’s snakes.

2. Rule 5/Rule 13 Report: The Rule5/Rule 13 Report was distributed as a hand-out. • Have received several complaints in the Roseland area. Currently working with Jessica Clark, St. Joseph County Engineer, to get the issues resolved.

B. COMMITTEE REPORTS: 1. Education: • •

Project Wild will take place on Wednesday, June 18. This year is Big Trees of Indiana. We have helped with printing costs in the past; however organizers think they are set for this year. The banquet will be held in January or February of 2009. Rick will be attending the Environmental Education Symposium in Indianapolis next week. A recommendation and motion were made and seconded to approve lodging and parking for Rick + a board member. Motion carried. The bullsnake is getting larger and is in need of a new cage/supplies. A recommendation and motion were made and seconded to purchase a larger cage and supplies for no more than $120. Motion carried.

C. ST. JOSEPH COUNTY 4-H FAIR: •

St. Joseph County 4-H Fair: We are in the Nature Center again this year. We were asked to do the casting contest again this year. The 4-H Committee will reimburse us up to $400 for the casting contest prizes. A recommendation and motion were made and seconded to approve the spending of no more than $400 on casting contest prizes. Motion carried.

D. ECO-FEST (SOUTH BEND): •

Eco-Fest will take place on Saturday, June 21, in downtown South Bend along the East Race from 10:00 a.m. to 3:00 p.m. Rick will be giving a presentation/tour.

E. NRCS TALKING POINTS: NRCS Talking Points attached.

F. SWCD BUSINESS PLAN: • Reviewed the Business Plan again. Several changes were addressed (All acronyms listed in the plan need to be spelled out). The Board agreed that once the changes are made that the plan can be submitted for printing. A recommendation and motion were made and seconded to approve the changes and printing of 300 copies of the Business Plan. Motion carried. G. 2009 49TH ANNUAL MEETING: • Chairman John Dooms will meet with the Annual Meeting Committee regarding going forward with meeting plans (deciding on a Speaker and Venue). This item will be revisited in July’s Board Meeting. H. MARKETING WORKSHOP REPORT: • Sara reported on her experience at the Marketing Workshop. Topics at the workshop included website content and brochure publishing. I. SWCS SUMMER MEETING REPORT: • The Summer Meeting was held at Fair Oaks Dairy. The Dairy is quite large; they manufacture their own cheese, milk, ice cream, etc. The Dairy also has a Birthing Barn, Gift Shop and an activity area called Moo-ville. After lunch 3 speakers presented topics on ethanol, co-firing, and wind farms.

VI. NEW BUSINESS A. SCHEDULES: Distributed as a hand-out. •

July’s board meeting will be held at 7:00 p.m.

B. CWI MEETING (JAN/FEB 2009): •

The Adult Education Committee along with Chairman John Dooms and Dru Wrasse will plan the Jan/Feb 2009 meeting. Rick will be contacting the committee to set-up a meeting time.

C. FORESTRY FIELD DAY: •

A questionnaire was received from Wanda asking for feedback on the Education Forestry Field Day. We were asked if we wanted to continue participating in the field day. A recommendation and motion were made and seconded to not participate in the 3 county forestry field day any longer. Motion carried.

VI. PRIVILEGE OF THE FLOOR •

Chairman John Dooms read a thank you letter from Sandy Kleine, the St. Joseph County Ag Team Secretary.
