ADOPTION OF MINUTES 1.

Special Council Meeting – June 22, 2009 Moved by Councillor Fox, Seconded by Councillor Ward, That Council adopt the Minutes of the Special Council Meeting held June 22, 2009. CARRIED

MOTION TO RESOLVE INTO SPECIAL CLOSED MEETING Moved by Councillor Bateman, Seconded by Councillor Dornan, That Council now resolve into a Special Closed Meeting according to Section 90 of the Community Charter for discussion of the following items identified under Section 90: Item D.1 – Section 90(1) (a) Personnel; and Item G.1 – Section 90(1) (g) Litigation; (e) Property.

CARRIED MAIN MOTION, AS AMENDED The question was called on the Main Motion, as Amended, and it was CARRIED MEETING RECESSED The meeting recessed at 3:01 p.m. MEETING RECONVENED The meeting reconvened at 3:33 p.m. Councillor Richter entered the meeting at 3:33 p.m. The agenda order was varied. Library Reserve Funds Report 09-102 File RCP 7960-03 Moved by Councillor Ward, Seconded by Councillor Fox, Recommendation that Council authorize the release of library reserve funds to purchase a replacement self-checkout unit for the Aldergrove Library as recommended by Fraser Valley Regional Library (FVRL). CARRIED

Fire Department Mutual Aid Agreement with Pitt Meadows, Maple Ridge and Mission Report 09-96 File PROTSERV 7380-20 Moved by Councillor Bateman, Seconded by Councillor Ward, That Council receive the “Fire Department Mutual Aid Agreement with Pitt Meadows, Maple Ridge and Mission” report and further That Council authorize the Mayor and Clerk to execute The Fire Department Mutual Aid Agreement with Pitt Meadows, Maple Ridge and Mission attached to this staff report. CARRIED

72 Avenue Overlay (200 to 202A Street) Report 09-101 File ENG 5330-23/18 Moved by Councillor Fox, Seconded by Councillor Ferguson, That Council receive the 72 Avenue Overlay (200 to 202A Street) report; and That Council approve an increase to contract FT08-222 for B&B Contracting Ltd. funded from Miscellaneous Roads DCC Account in the amount of $150,000. CARRIED

Extension of Watermain Contract for Port Kells Report 09-100 File ENG 5330/27-30 Moved by Councillor Dornan, Seconded by Councillor Fox, That Council receive the report “Extension of Watermain Contract for Port Kells”; and That Council approve the increase to the contract to Chet Construction Ltd. funded from the Watermain Replacement account, in the amount of $70,038 to the construction contract FT09-202. CARRIED

Watermain Installation on 204 Street between 62 Avenue and 64 Avenue Report 09-99 File ENG 5330/23-23 Moved by Councillor Ward, Seconded by Councillor Fox, That Council receive the report “Watermain Installation on 204 Street between 62 Avenue and 64 Avenue”; and That Council approve the transfer of funds from the Water Main Infrastructure Replacement account in the amount of $112,000 to a new account for the purpose of completing a looped watermain with fire hydrants on 204 Street between 62 Avenue and 64 Avenue. CARRIED

1.

Establishment of a Boys and Girls Club in Aldergrove File 0230-01 Moved by Councillor Kositsky, Seconded by Councillor Fox, That the letters received from Gord Stewart, Principal and Jessica Bullock, Career & Personal Counsellor, Aldergrove Community Secondary School, Cheryle Beaumont, Superintendent, Langley School District 35 and response letter from Mayor Rick Green in support of establishing a Boys and Girls Club in Aldergove, BC be referred to the Aldergrove Planning Committee for review. CARRIED

2.

Homelessness Action Week File 0630-01 Letter received from the Greater Vancouver Regional Steering Committee on Homelessness requesting the week of October 11 – 17 be proclaimed as 2009 Homelessness Action Week.

3.

Union Label Buying Week File 0630-01 Letter received from the New Westminster & District Labour Council requesting that September 7 – 11 be proclaimed as Union Label Buying Week.

CARRIED

July 20, 2009 Council Meeting Moved by Councillor Kositsky, Seconded by Councillor Ward, That Council approve combining the July 13 and July 20, 2009 Council meetings into one meeting to be held on July 20, 2009. CARRIED

Metro Vancouver – Liveable Regional Strategy Workshop Discussion ensued with respect to holding an afternoon workshop between Metro Vancouver and Township of Langley Council on either July 22 or July 24, 2009.

3.

School Trustee Member - Aldergrove Planning Committee Moved by Councillor Fox, Moved by Councillor Bateman, That Council approve inviting a member of the Board of School Trustees for School District No. 35 to be a sitting, voting member on the Aldergrove Planning Committee and that the Terms of Reference be amended accordingly. CARRIED

PRESENTATIONS 1.

2008 Annual Report – South Fraser Family Court & Youth Justice Committee Shirley Gust, Vice-Chair, South Fraser Family Court & Youth Justice Committee was in attendance and provided a presentation regarding the 2008 Annual Report. She commented that the sub committee reviewed the Terms of Reference and completed the Paper Forum project on family violence, which was published in 16 newspapers and distributed to organizations within B.C. She noted that the Committee met its goals for 2008 and will focus on such activities in 2009 as a police sponsored youth club, protection of children abusing drugs legislation, anti-bullying, and a website containing information and links to available services to parents, teachers and community members. She continued that there has been greater police involvement on the committee providing a platform for shared information, ideas and best practices. She also advised that their budget was amended and member municipalities will not be requested to provide funding in 2009. The original agenda order then resumed.
