Building the Capacity of the CeC Knowledge Workers: Initiatives, Progress, and Relevance to eSkwela Melinda dP. Bandalaria, PhD Assoc. Prof. & University Registrar, UP Open University

31 March – 03 April 2009, Matabungkay Beach Resort & Hotel, Lian, Batangas

Questions to Reflect On:

• Who is an eSkwela manager?

(Or the person assigned to manage an eSkwela center in terms of formal training or educational attainment, skills that he/she should have, official title or designation, career path, etc.?)

Our Conversation:

• Capacity building program for CeC workers * What is it for? * What had been done so far? * What’s in it for me as eSkwela staff/knowledge worker?

1. What is it?

Initiatives and Progress: 1. the tPCA

The tPCA:

The tPCA: Nature and Purposes

The tPCA:

Initiatives and Progress: 2. NCS

The NCS

What is the NCS?

• Document outlining the competency standards for professionalizing the CeC knowledge workers in the Philippines (i.e. CeC manager, technical as well as finance and administrative staff) (http://www.philcecnet.ph/files/downloads/6mwgadre.pdf)

The NCS

The NCS: For CeC Manager

The NCS: For the Technical Staff

The NCS: For the Finance and Administrative Support Staff

The tPCA: Updates

• Curriculum has been developed based on the NCS • 4 courses are now being developed • System of accrediting other courses in the curriculum offered by partners developed • Board of Trustees elected set of officers • Search for tPCA President on going

We’re still working on:

• Partnership strategies to institutionalize plantilla positions

Relevance to eSkwela: Indicator #1

Do eSkwela centers fit the description of a community e-centers?

Relevance to eSkwela: Indicator #2

Can eSkwela workers be considered knowledge workers?- doing the same tasks as the knowledge workers of community e- centers?

Relevance to eSkwela: Indicator #3

• Are the skills and competencies expected from eSkwela center workers the same as what had been described in the NCS? Were you able to identify yourself or find yourself in the profession described in the NCS?

If so, then the capacity building program that PhilCeCNet is doing now is also for you; We believe that it is very relevant to you as eSkwela knowledge workers and we want you to be part of it.

The question is “do you want to be part of it?” If so, then the for sure, 3-5 years from now, when asked the question “who is an eSkwela manager?” or “who is an eSkwela knowledge worker?” We will have a definite answer!!!

Thank you!!!
