Lincoln’s Post War Plans A state could rejoin the union when a number of people equal to ten percent of those  who voted in 1860 took an oath of allegiance.Fill tries to explain the preceding sentence  to people. The congressional reaction, the Republicans oppose the plan. Lincoln’s death  gave congress hope. Johnson plan is exactly like Lincoln's except people with $20,000  of taxable property had to get a special pardon.  Radical Republicans  Their agenda was two fold; punish the south; grow the republican party in the south.  The leaders, Sumner, Stevens, Wade, Davidson. Their fears were Republican war time  legislation would be repealed. Wade Davis Bill Wad and Davis sponsor a deal to oppose,it is to give congress control of reconstruction.  Lincoln never signs the bill. Freedman’s Bureau Provided protection education and medical care. The Democratic claims are that this is  propaganda. They faced the KKK the Klu Klux Klan and unstable living conditions. Forty Acres and a Mule Freedman’s claim was that they would give every free slave and a Mule. Courts rule that  the lack of success that land taken away must be given back to the rightful owner.
