It has come to the knowledge of the Protestee that there is an Election Protest filed with the House of Representatives Electoral Tribunal to contest the results of the May 14, 2007 elections in the First District of Palawan, entitled VICENTE A. SANDOVAL vs. ANTONIO C. ALVAREZ of the First District of Palawan, HRET Case No. 07-11; 2. By authority of the House of Representatives Electoral Tribunal (HRET), please be informed that an election protest, HRET Case No. 07-11, VICENTE A. SANDOVAL vs. ANTONIO C. ALVAREZ of the First District of Palawan has been filed with the tribunal. In connection thereto, you are hereby directed to preserve, secure and prepare for collection by the HRET personnel in due time the ballot boxes and their keys involved in all precincts used in the May 14, 2007 National and Local Elections. Moreover, please be reminded of Section 2 of Resolution No. 2812, promulgated on October 17, 1995 by the Commission on Elections, which gives preference to HRET over the COMELEC and Regional Trial Courts in the custody and revision of ballots and elections documents. You will be informed later as to the specific dates when collection of the ballot boxes and keys involved in this case will be carried out by the tribunal. Thank you. Very truly yours,

3. With that, we anticipate the same letter to be issued to the Municipal Treasurer of El Nido, Palawan; 4. In as much thereof, we present reference thereto and submit that in such cases, preference is accorded the HRET over the COMELEC and Regional Trial Courts in the custody and revision of ballots and election documents, and as a result thereof, proceedings in the COMELEC and Regional Trial Courts be suspended until resolution of HRET cases; 5. For that purpose, we refer to query and explanation thereof by the Honorable Court to the Honorable Supreme Court such when the time comes, and to hold in abeyance its proceedings in election contests; and 6. Undersigned shall immediately furnish a copy of the said anticipated letter by the HRET upon receipt thereof
