LOUISIANA MID-CONTINENT OIL AND GAS ASSOCIATION BI-WEEKLY ACTIVITY REPORT Deep Offshore Technology Conference Held in New Orleans Mid-Continent recently participated in the DOT conference, a leading forum where attendees discuss important technical solutions related to exploration, development, and production of oil and gas in deep and ultra deepwater. Thanks to Shell for sponsoring Mid-Continent. (JohnAtkins) Gov. Jindal’s Deputy Chief of Staff Offers Insight Stephen Waguespack was the guest speaker at a recent LCA Governmental Affairs Committee meeting in Baton Rouge. Waguespack says the Administration will be more involved in the legislative process. Priorities will be the state budget and education. (Atkins) LMOGA Participates In DOE SE USA Petroleum Hurricane Workshop The Department of Energy (DOE) sponsored a workshop in January to discuss problems and “lessons learned” regarding fuel supplies to the Southeastern states (AL-VA) post Hurricanes Gustav and Ike. The workshop included members from federal and state agencies and industry. (Metcalf)

LMOGA Accompanies DEQ & Industry At Air Permitting Meetings Mid-Continent was present at several meetings with industry members and DEQ to continue discussions on air permitting issues in LA. Issues include: modifications to the state air toxics program, development of “regulatory permits” (i.e. permits by rule), and a new minor source air permit for oil and gas activities. (Metcalf) Mid-Continent Attends FEMA Regulations Workshop LMOGA attended a workshop sponsored by LOGA to learn how the FEMA national flood insurance program may affect oil and gas operations. This issue has recently been identified and is impacting siting of drilling rigs in the Haynesville Shale area and may have implications in other areas of the state. (Metcalf) LMOGA Follows Legacy Site Litigation The Mid-Continent staff has been attending the historic first DNR Office of Conservation hearing on an oilfield site-remediation plan referred by the court pursuant to Act 312 of 2005. Act 312 is the “legacy site statute” advanced by DNR, supported by the industry, to bring some measure of reason to the flood of legacy site litigation. (Lyons)

LMOGA In Class At Ethics Board “On-Line” Reporting Training Session LMOGA participated in the initial training sessions for the “on-line” expenditure reporting Office Update requirements for the Legislative and Executive LMOGA plans to move into its new office at Branch reporting requirements.
