Applications are invited from unmarried male candidates for Short Service Commission (SSC) as Pilots in the Executive Branch of the Indian Navy for Course commencing July 2009 at the Naval Academy, Ezhimala, Kerala. Candidates to fulfil condition of nationality as laid down by the Government of India. ELIGIBILITY CONDITIONS 2. Age: 19 to 23 years born between 02 Jul 1986 and 01 Jul 1990; both dates inclusive. Educational Qualifications 3. A graduate degree in any discipline with minimum 60% marks and the candidate must have passed 10+2 level with Physics & Mathematics as main subjects. 4. Physical Standards (a) Height and Weight. Minimum height-162,5 cms with correlated weight, leg length, sitting height and thigh length. (b) Eye Sight The minimum acceptable vision standard for distant vision 6/6, 6/9 correctable to 6/6, 6/6. Should not be colour/night blind. SHORT SERVICE COMMISSION 5. Short Service Commission is granted for a term of 10 years, extendable to 14 years, subject to service requirement and performance/willingness of the candidate. On completion of these tenures, officers are entitled for gratuity under the extant rules. Disciplined life, leadership qualities and professional skills imbibed during the service would stand as added advantages in acquiring second career post exit:from the Navy. . , 6. SELECTION PROCEDURE 8. (a) Candidates will be issued call up for Service Selection Board (SSB) interviews based on their performance in educational qualification. If a candidate possesses higher qualification with better percentage, his higher qualification will be considered for cut off. Integrated Headquarters, Ministry of Defence (Navy) reserves the right to short-list applications and to fix cut off percentage without assigning any reason. No communication will be entertained on this account. (b) SSB interviews for short-listed candidates will be scheduled from Jan 09 to May 09 at Bangalore. (c) The SSB interview is conducted for a period of five days in two stages. Stage-1 includes Intelligence test, Picture perception test & Group discussion and is conducted on the first day: The candidates who qualify Stage -1 are made to appear for Stage-2 and the rest are sent back on the same. day. The Stage-2 includes Psychological tests, Group Tasks and personal interview conducted over the balance four days. The successful candidates would then have to clear a special medical examination at the same venue (approximate duration 3-5 days).The medicallay qualified candidates will thereafter undergo PABT (Pilot Aptitude Battery Test) followed by Aviation medical examination. (d) Candidates- recommended by the SSBs, cleared PABT and declared medically fit, will be appointed for training in Order of All India Merit depending on the number of vacancies. (e) Candidates not cleared PABT/Aviation medicals if opted for Short Service Commission [Executive (General Service)] may be considered for the same, if qualified medically & educationally {BE/BTech/ BSc (Phy & Maths)}, Subject to availability of vacancies and . their position in the merit List. (f) Candidates who wish to change their SSB dates must apply to the President of the SSB, with a copy of the application addressed to Directorate of Manpower Planning & Recruitment (OI&R), Room No. 204, C Wing, Sena Bhawan, IHQ-MOD(Navy), New Delhi-110011 (Fax No.011-23011282). Award of fresh dates for SSB would be subject to availibility at respective SSB. (g) Any injury sustained during the SSB interview will not be compensated. (h) Candidates appearing for SSB interview for the first time for this entry would be eligible free rail sleeper class return fare. TRAINING: 9. The training is scheduled to commence in the month of Jul 2009. 10. Candidates will be inducted as Cadets and undergo Naval Orientation Course at the Naval Academy, Ezhimala-, Kerala. This will be followed by Stage I and Stage II flying training at the Air Force Academy/Naval establishments. On successful completion of Stage-II training the Cadets will be awarded wings and commissioned as Sub-Lieutenants. 11. Only unmarried candidates are eligible to undergo training. Any candidate who is found to be married or marries while under training will be discharged and shall be liable to refund full pay & allowances drawn by him and expenditure incurred on him by the Government. DUTIES OF PILOTS 12. On completion of basic flying training and on award of wings after commission, you would have an opportunity to fly the. latest Fighters, Helicopters or fixed wing Maritime Reconnaissance aircraft. This could be from an aircraft carrier, other ships decks or from an airfield ashore. You would be flying machines at the cutting edge of technology. You would actively participate in all facets of Naval Operation, above, below and on the surface of the sea. An honourable exciting & adventurous life awaits you as a pilot in the Navy. 400 Meters race will be organized as the first event. Only one chance will be given for 400 meters race and the candidates who fail to qualify in the same will be declared failed. They will not be allowed to take part in further tests. This will be followed by measurement of height and weight. Those found eligible will be tested for other events. Both the events viz. 400 meters and Long Jump are compulsory for female candidates and they must qualify in both. The Male and Female candidates failing in PET shall be escorted out of the venue after puttion an indelible ink mark on the index finger of the left hand. Their call letters shall collected. 2. Written Test: Candidates who qualify in the PET shall be subjected to a written test. They shall be informed about the date and venue of the written examination. The written test shall be of matriculation standard and will consist of two parts as given below:(i) Dictation (08 marks): The Dictation shall be of 200 words in English/Hindi/Local Language (one of the languages recognized in the Constitution). The criterion for awarding marks shall be linked to the number of spelling mistakes. 0.25 marks shall be deducted for each mistake. Repeated use of wrongly spelt words shall be reckoned as a single error, irrespective of the number of time the wrongly spelt words appears in the passage. For the purpose of dictation, a paragraph shall be taken from any of the local news paper/periodical of the same day. (ii)General Knowledge(12 marks): This part of the written test shall consist of 24 objective type questions of 1/2 marks each. The questions will be dictated/announced over the P.A. System, one question at a time and the examinees will be expected to write the answer. The questions shall be specific which can be answered in one or two words. Note: The candidates must secure at least 50% marks(40% for SC and ST candidates) to qualify in the written test. 1. Verification of Documents Depending on merit, the verification of documents will be done of those candidates who are successful in the written exam. MEDICAL EXAMINATION : The panneled candidates will be called for medical examination at the Railway Hospitals. The candidates will have to qualify in medical category B-I. The candidates wearing glasses or having flat feet, knock-knee, squint eyes, colour blindness and other bodily defects are not eligible for appointment. 7. TRAINING : The selected candidates will have to undergo 9 months rigorous training in the event of selection. The trainees will be given stipend of Rs.3050/- per month, DA & DP during the period of training. 8. HOW TO APPLY:- 1. The candidates fulfilling the conditions regarding eligibility of age, physical measurement and educational qualification, should apply for the post notified as per the application format given in the Employment Notice. (i) Candidates purchasing the printed application form from the market / private agencies/ individuals should ensure that the application form and the Annexure should conform A-4 size paper and should be exact replica of the prescribed forms. It is proposed to organize recruitment for filling up the following posts of Constable/Driver and Constable/DCPO in Central Industrial Security Force in the pay scale of Rs. 3050-75-3950-80-4590 (pre 6th pay Commission) plus usual and admissible allowances to the Central Government employees from time to time. They will be governed under CISF Act and Rules as well as Central Civil Services Rules applicable to other members of the Force and other Acts and Rules applicable from time to time. On appointment they shall be entitled for the pension benefits as per the New Restructured Defined Contributory Pension Scheme applicable for the new entrants to the Central Government services w.e.f. 01.01.2004.
g) Eye sight: The minimum distant vision should be 6/6 and 6/9 of two eyes without correction i.e. without wearing of glasses. Ex-servicemen holding the rank of Havildar/ Naik or equivalent rank in the Air Force or Navy and having trade of Driver may also compete in this recruitment for lower post provided they fulfill the eligibility criteria and also they furnish their willingness in writing that in the event of their selection they will not claim the post equivalent to the rank they were holding in the Defense Forces. Children means (a) son (including adopted son) or (b) daughter (including adopted daughter) Dependent family member means (a) spouse or (b) children or (c) brother or sister in the case of unmarried victim who was wholly dependent on that victim at the time of his getting killed in the riots would be eligible. NOTE : This advertisement pertains to recruitment of Constable/Driver & Constable/DCPO (Male), therefore, only male children and male dependents of victims KILLED in the 1984 riots and communal riots of 2002 in Gujarat will only be considered. In order to be eligible for upper age relaxation in this category, the applicant should produce a certificate to that effect from the concerned District Collector/District Magistrate wherein the victim was killed. 05. The Territorial Army Personnel will be treated as Ex-servicemen with effect from 15-11-1986. d) MEDICAL EXAMINATION After preparation of merit list, the candidates selected in order of merit (equal to the allotted number of category wise vacancies) will be put through a detailed medical examination to assess their fitness. e) FINAL SELECTION: The candidates found medically fit will be finally selected. f) APPEAL AGAINST MEDICAL UNFITNESS: In all cases a candidate, who has been declared UNFIT for appointment in CISF in the Medical Examination will be communicated the grounds for rejection in broad terms by the Examining Medical Officer. 8. MEDICAL STANDARD : (i) Eye Sight : The minimum distant vision should be 6/6 in one eye and 6/9 in other eye without correction i.e. without wearing glasses. (ii) The candidates must not have knock-knee, flat foot, varicose vein or squint in eyes and they should possess high colour vision. They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties. 9. METHOD OF SELECTION : The eligible candidates shall be issued Admit cards to appear in recruitment test. The exact date and place of recruitment test will be indicated in Admit card. Candidate will have to undergo the following tests : a) PHYSICAL MEASUREMENT: Candidates who are found eligible on screening of applications will be screened first for Height, Chest and Weight measurements as per Para 7. b) PHYSICAL EFFICIENCY TEST: The candidates who are found fit in above Physical Measurements (para 9 a above) will be required to pass Physical Efficiency Test consisting of following events :(i)
1 mile race to be completed in six and half minutes
(ii)
11 feet long jump (3 chances to be given)
(iii)
3.5 feet high jump (3 chances to be given)
Note : (i) Those who do not qualify the Physical Efficiency Tests (para 9 b above) will be discarded then and there and will not be allowed to appear in further tests. (ii) No Physical Efficiency tests will be held for Departmental Candidates and Ex-Servicemen. However, ExServicemen will be required to pass the requisite medical examination. C) SCHEME OF EXAMINATION : Minimum qualifying marks for written and practical test and duration of the test will be as followed:-
(d) WRITTEN TESTS ; Written Test which will consist of objective as well as narrative type tests. The papers can be answered either in Hindi or in English. Note : Only those candidates, who attain minimum qualifying standard in the Written Test, will be eligible for further tests. (e) INTERVIEW: Interview will be conducted for general disposition and soldierly traits assessment with a view to determining their suitability in an armed force. This will include appearance, built up of the body, countenance and deep visualization of soldierly profile. (f) DETAILED MEDICAL EXAMINATION : Candidates selected in order of merit i.e. equal to the number of notified vacancies, will be put through a detailed medical examination to assess then-fitness. Any physical defect, deformity like flat foot, knock-knee etc. will be disqualification (g) APPEAL AGAINST MEDICAL EXAMINATION : i. A candidate declared unfit for appointment in ITBPF in Detailed Medical Examination, the grounds for rejection will be communicated to him in broad terms by the Presiding Officer. ii. The candidate, if not satisfied with the findings of the Medical Officer, can submit an appeal application for his re-medical examination with a proof of his fitness in the form of a medical certificate as per form at Annexure-V. iii. The medical certificate will not be taken into consideration unless it contains a note by the medical practitioner concerned to the effect that it has been given in full knowledge of the fact that the candidate has already been rejected as unfit for appointment, by a Medical Officer. iv. 10+2 TECHNICAL ENTRY SCHEME COURSE - 21 COMMENCING FROM JULY 2009 1. Applications are invited from unmarried, Male Candidates who have passed 10+2 examination with Physics, Chemistry and Mathematics (Hereinafter referred to as PCM) subjects and fulfill the eligibility conditions prescribed in the subsequent paragraphs, for the grant of permanent commission in the Army after 4 years of Basic Military Training and Technical Training thereafter with the terms and conditions given in the succeeding paragraphs. 2. ELIGIBILITY: (a) Nationality: A candidate must either be : (i) A citizen of India, or (ii) A subject of Bhutan, or (iii) A subject of Nepal, or (iv) a Tibetan refugee who came over to India before the 1st of January 1962 with the intention of permanently settling in India or (v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka and East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire and Ethopia and Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (ii), (iii), (iv) and (v) above shall be a person in whose favour a certificate of eligibility is necessary may be admitted to the examination provisionally subject to the necessary certificate being given to him by the Govt before declaration of result by SSB/ joining training. (b) Age Limit, Sex and Marital Status: Only unmarried male candidates are eligible for the entry. A candidate must not be below 161/2 years and above 191/2 years on the first day of the month in which the course is commencing i.e. the candidate should not be born before 01 Jan 1990 and not after 01 Jan 1993 (both days inclusive). The date of birth accepted by the office is that entered in the Marticulation or Secondary School Leaving certificate or in the certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate. No other document relating to age like horoscopes, affidavits, birth extract from municipal corporation, service records and the like will be accepted. The expression Matriculation/ Higher Secondary Examination Certificate in this part of the instruction includes the alternative certificate mentioned above. . NOTE 1: Candidate should note only the date of birth as recorded in the Matriculation/ Higher Secondary Examination Certificate or an equivalent certificate on the date of submission of applications will be accepted and no subsequent request for its change will be considered or granted. NOTE 2: Candidates should also note that once a date of birth has been claimed by them and entered in the records, no change will be allowed subsequently or a subsequent examination on any ground whatsoever. NOTE 3: The Candidates should exercise due care while entering their date of birth in the application form. If on verification at any subsequent stage any variation is found in their date of birth form one entered in their matriculation or equivalent examination certificate, disciplinary action will be taken against them under rules. NOTE 4: Candidates must undertake not to marry until they complete their full training. A candidate who marries subsequent to the date of his application, though successful, will not be selected for training. A candidate who marries during training shall be discharged and will be liable, to refund all expenditure incurred on him by the government. (C) Educational Qualification: Only those candidates who have passed 10+2 Examination or its equivalent with a minimum aggregate of 70% marks in Physics. Chemistry and Mathematics are eligible to apply for this entry 3 VACANCIES: The number of vacancies for this course is 85 Vacancies are provisional and can be changed depending on the training capacity at IMA for this course. The vacancies are subject to increase/decrease keeping the organisional requirement at the point of time. 4 TYPE OF COMMISSION: On successful completion of 4 Years of the course cadets will be granted Permanent Commission in the Army in the rank of Lt. in Arms/Services as per discretion of Army HQ. TRAINING 5. Total training will be 5 years, Details as under: (a) Basic Military Training : 1 year (IMA, Dehradun). (b) Technical Training: (i) Phase- I (Pre Commission Training): 3 Years (CME Pune, MCTE Mhow and MCEME Secunderabad), (ii) Phase-II (Post Commission Training): 1 year at CME Pune, MCTE Mhow and MCEME Secunderabad (c) Award of Degree: The candidates will be awarded Engineering degree after successful completion of training as given out in para 5 (a) and (b) above. No ante date seniority will be admissible to candidates on account of this Engineering degree. The officers who fail to qualify in Engineering will reappear In the examination in the following year. In case they fail to qualify in the following year examination also, the same will result in loss of seniority to them and they will forfiet seniority to the extent of delay in passing Engineering degree examination. If they fail to qualify even within three years of their commissioning, their commission will be terminated COST OF TRAINING 6 The entire cost of training including books and reading material is borne by the Army. Cadets are also provided with free clothing and messing. In case the. GC is withdrawn from IMA Dehradun due to reasons other than Medical ground or the reasons not beyond his control, he will be liable to refund cost of training @ Rs. 7075/ -per week for the period of his stay at IMA. During their stay at SSB, Candidates are put through psychological Test, Group test and Interviews. (c) Candidates will be put through stage -I of the selection procedure on the first day. Only successful candidates shall be retained for balance of the testing. Candidates who fail to qualify in stage -I, will be returned on the first day itself. RETIREMENT BENEFITS Pension, gratuity and casual pensionary award will be admissible in accordance with the rules in force from time to time. LEAVE: Leave will be admissible in accordance with the rules in force from time to time. 10. On commission, officers are entitled to 60 days annual leave and 20 days casual leave LTC, free medical service for self and family, canteen facilities and other concessions. 11. On being commissioned, all officers will be guided by the terms and conditions as given out by the Army Group Insurance Scheme and as amended from time to time. (a) Army Group Insurance Fund Provides Insurance cover of Rs. 15 Lac on payment of one time non-refundable premium of Rs 8200/- by cadets from the date of joining for pre-commission training i.e. for 3 years. Those who are medically boarded out on account of disability, the disability cover provided for 100% disability will be Rs. 7.5 Lac reduced up to Rs. 1.5 Lac for 20 per cent disability. However, disability for less than 20 percent, an ex-gratia of Rs. 20.000/- will be paid. There is no saving component under this scheme. Disability due to alcoholism and drug addiction will not qualify for disability benefit and ex-gratia. (b) The Gentlemen Cadets when in receipt of stipend of Rs 8000/- per month are insured for Rs. 15 Lac. Those who are medically boarded out of Academy on account of disability, the disability cover provided for 100 per cent disability will be Rs. 7.5 Lac which is proportionately reduced up to Rs. 1.5 Lac for 20 per cent disability. However, for less than 20 per cent disability an ex-gratia of Rs. 20.000/- will be paid. Disability due to alcoholism and drug addiction will not qualify for disability benefit and ex-gratia Premium at the rate of Rs. 1500/- will have to be paid in advance on monthly basis by the Gentlemen Cadets to become member under the main AGI Scheme as applicable to Regular Army Officers. Continued from page....12 GUIDELINES FOR PHYSICAL STANDARDS FOR ADMISSION TO THE 10+2 (TES) ENTRY Note: Candidates must be physically fit according to the prescribed physical standards. The guidelines for the same are given below: A number of qualified candidates are rejected subsequently on medical grounds. Candidates are. therefore, advised in their own interest to get-themselves medically examined before submitting their applications to avoid disappointment at the final stage. Candidates are also advised to rectify minor defects/ailments in order to speed up finalisation of medical examination conducted at the Military Hospital after being recommended at the SSB. The undermentioned ailments are considered, common minor ailments:- (a) Wax (Ears), (b) DNS. (c) Hydrocele/Phimosis, (d) Defective colour vision, (e) Overweight/Underweight, (f) Under Chest, (g) Piles, (h) Gynecomastia, (i) Tonsilitis. (j) Varicocele. Civilian candidates appearing for all types of commission in the Armed Forces will be entitled to out-patients treatment from services sources at public expense for injuries sustained or disease contracted during the course of their examination by the Selection Board. They will also be entitled to in-patient treatment at public expense in the Officers ward of a hospital provided, (a) the injury is sustained during the test or; (b) the disease is contracted during the course of the examination by selection board and there is no suitable hospital; or (c) the medical board requires the candidates admission for observation. NOTE: They are not entitled to special nursing. A candidate recommended by the Services Selection Board will undergo a medical examination by a Board of Service Medical officers. Only those candidates will be admitted to the academy who are declared fit by the Medical board. The proceeding of the Medical Board are confidential and will not be divulged to anyone However, the candidates declared unfit will be intimated by the President of the Medical Boards and the procedure for request for an Appeal Medical Board will also be intimated to the candidate. However, in individuals with heavy bones and broad built and as well as individuals with thin built otherwise healthy, this may be relaxed to some extent on merit. NOTE: Height relaxation upto 2.5 cm. may be allowed where the Medical Board certifies that the candidate is likely to grow and come up to the required standard on completion of his training. On account of lower age of candidate, a margin of upto 5.00 cm. in height, 2.5 cm. in leg length (minimum) and 1.0 cm sitting height (minimum) may be given provided it is certified by the Medical Board that the candidate is likely to grow and come upto the required standard on completion of his training, (d) Chest should be well developed. The minimum range of expansion after full inspiration should be 5 cms. The measurement will be taken with a tape so adjusted that its lower edge should touch the nipple in front and the upper part of the tape should touch the lower angle of the shoulder blades behind. X-ray of the chest is compulsory and will be taken to rule out any disease of the chest, (e) There should be no disease of bones and joints of the body. X-ray of Spine of candidates will not be carriedout as a routine. It will, however, be done on the advice of Surgical Specialist wherever, clinically indicated. Minor congenital defects which are not likely to interfere in the performance of military duties may be acceptable on merit though congenital defects are considered as a cause for rejection. Spinal conditions: (f) Through Clinical examination of the spine including its shape, , local tenderness if any, spinal movements etc. is to be carried out. (g) Mild kyphosis or Lordosis where deformity is barely noticeable and there is no pain or restriction of movement will not preclude acceptance, (h) In case of noticeable Scoliosis or suspicion of any other abnormality of spinal deformity, more than mild, appropriate X-ray of the spine are to be taken and the Examinee referred for specialists advice (j) A candidate should have not past history of mental breakdown or fits (k) The hearing should be normal. A candidate should be able to hear a forced whisper with each ear at a distance of 610 cms in a quiet room. There should be no signs of functional or organic disease of the heart and blood vessels, Blood pressure should be normal, (m) The muscles of abdomen should be well developed and there should be no enlargement of liver or spleen. Any evidence of disease of internal organs of the abdomen will be a cause for rejection, (n) Un-operated hernia will make a candidate unfit. If operated this should have been done at least a year prior to the present examination and the healing is complete, (o) There should be no hydocele varicocele or pile, (p) Urine examination will be done and any abnormality if detected will be a cause for rejection, (q) Any disease of skin which is likely to cause disabilities or disfigurement will also be a cause of rejection, (r) A candidates should be able to read 6/6 in an distant vision chart with each eye, with or without glasses. Myopia should not be more than 2.5 D and hypemetropia not more than 3.5 D including Astigmatisms. Internal examination of the eye will be done by means of opthalmoscope to rule out any disease of the eye. A Candidate must have good binocular vision the colour vision standard will be CP III for Army. A candidates should be able to recognise red and green colours. Candidates will be required to give certificates that neither he nor any member of his family has suffered from congenital night blindness. Candidates who have undergone or have the evidence of having undergone Radial l eratotomy. to improve the visual acuity, will be permanently rejected, (s) The candidates should have sufficient number of natural and sound teeth. A minimum of 14 dental points will be acceptable. When 32 teeth are present, the total dental points are 22. A candidate should not be suffering from severe pyorrhoea, (t) Physical conditioning .Prospective candidates are advised to keep themselves in good physical condition, by following the undermentioned regimen daily :- (i) Jogging 3 to 5 Kms interspersed with short sprints (ii) Skipping (iii) Push- ups and sit ups (minimum 20 each), (iv) Chin ups (Minimum 08) .(v) It would be of immense benefit the candidates could learn the basic of swimming. However, non swimmers will be taught swimming at the IMA. 13. RESULTS OF WRITTEN EXAMINATION HELD ON 31.08.2008. Railway Recruitment Board, Bhubaneswar conducted the second stage (final) written examination on 31.08.2008 for various categories of Non-technical Matric level posts under Employment Notice NTPC/ER/1/2007 issued on 05.05.2007. These posts are Trains Clerk and Ticket Collector/Enquiry Clerk-cum-Announcer, i.e. categories 6&7 of the abovementioned Employment Notice. Based on the performance of the candidates in the abovementioned written examination, the following 24 candidates have become provisionally eligible for document verification in the main list.
