India moved the ICJ in May in 2017 against the "farcical trial" by the military court of Pakistan against 48-year-old Jadhav. Jadhav, a retired Indian Navy officer, was sentenced to death by a Pakistani military court on charges of espionage and terrorism in April 2017. India first approached the ICJ on May 8, 2017 for the "egregious violation" of the provisions of the Vienna Convention on Consular Relations, 1963 by Pakistan by repeatedly denying it consular access to Jadhav. A 10-member bench of the ICJ, which was set up after World War II to resolve international disputes, on May 18, 2017 had restrained Pakistan from executing Jadhav till adjudication of the case. The ICJ has set a timetable for the public hearing in the high-profile case from Febraury 18 to 21 at the Peace Palace in The Hague, the Netherlands.

While India will argue first on February 18, Pakistan will get its chance to make submissions on February 19. Then India will reply on February 20 while Islamabad will make its closing submissions on February 21. It is expected that the ICJ's decision may be delivered by the summer of 2019. While maintaining that India remains committed to make all possible efforts to secure and protect the rights of Jadhav, the spokesperson of the Ministry of External Affairs Raveesh Kumar did not make public New Delhi would take at The Hague. "India will present its case before the court. Since the matter is sub judice it is not appropriate for me to state our position in public. Whatever we have to do, we will do at the court," Kumar said last week in New Delhi in response to a question. Pakistan's Attorney General Anwar Mansoor would lead the Pakistani delegation at the ICJ while Director General South Asia Mohammad Faisal would lead the Foreign Office side.

Ahead of the hearing, a senior Pakistani official said that his country is committed to implement the decision of the ICJ in the Jadhav case. "We are fully prepared with our strongest evidence being the valid Indian passport recovered from Commander Jadhav with a Muslim name," the official said. Both India and Pakistan have already submitted their detailed pleas and responses in the world court. Pakistan claims that its security forces arrested Jadhav from restive Balochistan province on March 3, 2016 after he reportedly entered from Iran. However, India maintains that Jadhav was kidnapped from Iran where he had business interests after retiring from the Navy. Jadhav's sentencing had evoked a sharp reaction in India. Pakistan had rejected India's plea for consular access to Jadhav at the ICJ, claiming that New Delhi wants the access to get the information gathered by its "spy". However, Pakistan facilitated a meeting of Jadhav with his mother and wife in Islamabad on December 25, 2017. The hearings at the ICJ is taking place four days after one of the worst terror attacks in Jammu and Kashmir that killed 41 CRPF soldiers. The terror attack happened when a suicide bomber of Pakistan-backed Jaish-e-Mohammad (JeM) blew up an explosive-laden vehicle near a convoy of CRPF buses in Pulwama district on Thursday. As per KP system, “if the ruling planets at the time of judgement are connected to any of the houses relating to the nature of the query, the event must get fructified. It is a must and an unfailing formula”. (see page no. 68 of the book “RP &KP by Sri Hariharan). From the above ruling planets on analyzing their strength, I want to share the few important points on the fructification of the event which are given below--1)Moon is the strongest of the ruling planets at the time judgment, since it is twice reflected. So I feel the day of the event should fall only on MONDAY. 2) Since there is Punarphoo dosha, the event will not take place at first attempt. 3) No planets are placed in the 11th cusp and 11th cusp sign lord is VENUS (a fast moving planet). In conformity of the above, when I look at the momentary chart and ruling planets of the day of judgement (i.e: on 25-01-2019), the sub lord of the Ascendant is Mercury and he would be the decider of the event here. Apart from the above Moon is another ruling planet which is reflected twice and is powerful enough to give the result. Such a Moon is aspected by Mars (l/o 5&10) directly who is karaka for the sale of the fixed asset will have a bearing in deciding he fructification date. The day of the event is decided by the Moon only. In our ruling planets Moon is a very important planet which is reflected twice. So I feel strongly the day of fructification of the event must fall only on Monday and no other day. Basing on the above conditions, since event has to take place with a month’s time from 25-01-2019, we have four Mondays and they fall on 4th Feb/ 11th Feb/ 18th Feb/ 25th Feb.

Since the query is very much influenced by the punarhphoo dosha and Saturn will not allow the event to take at the first instance, So I have omitted first available Monday that is 4 th FEB. The next available Monday is only is 11th Feb 2019. Apart from the above and as per traditional rules the transit planet normally gives its

results as per its vimsottari dasa periods allotted to each planet. So “Mercury shows a time limit of 17 years/17months or 17 days. Added to this, Moon (in combination of Mars) who are other important signifying planets also show (10+7) years/ 17 months or 17 days. Basing on the above derivations and the planets involved in influencing the date of the incident, I feel that the event will be surely fructified and it would be very soon, maybe maximum within 17 days. Taking the above period into consideration, I feel the fructification date should fall after 17 days from the date of judgment. That is to say, it may be 11Feb 2019 –Monday when Moon is in Mars sign (lord of 5 &10 houses from Cancer lagna) in Ketu star (represents Saturn RP) with Mars.

The event is likely to take place during the office hours of the sub-registrar’s office that is from 10:30 a.m to 02:30 p.m. If I have to fix the lagna during these hours I have three options— Aries lagna runs from 10-10-00 A.M to 11-55-00 a.m/ Taurus lagna runs from 11-55-00 A.m to 01-55-00 p.m/ Gemini lagna runs from 01-55-00 p.m to 04-08-00 p.m. --Of the above three lagnas, Aries Lagna is ignored as it is too early to take place and Mars is not a direct RP. --Taurus lagna is also ignored as Venus is a week RP as it is only a day lord in our Ruling Planets @TOJ. (the Transit chart for 11-02-2019 is furnished below for the convenience of our readers.) That too it is conjoined with Saturn in Dhanus rasi -8th from Taurus lagna on 11-02-2019. Both lagna lord and Lord of 10 are paced in 8th from Lagna which are detrimental to give the positive result. --Next comes Gemini lagna which is preferred as its timings are to a large extent suitable in all respects for both the office people and parties concerned. For the ‘transit Gemini lagna’-Mercury lord of the lagna is the powerful, (as it is the sub lord of the Lagna in our RPs who is the decider) is placed in 9th. (9 th house indicates negative to 10th being the house/land of the seller.) Under Mercury lagna Mrigasira-Mars star, Arudra- Rahu star and Punarvasu- Jupiter star are available. Mars and Jupiter are not in our RPs and I am left with Rahu star which represents Moon and Mercury. So I feel the event should take when the lagna transits on Rahu star. At the time of judgement Rahu was in Rahu sub (representing Moon, Mercury) is strong enough to give the result. So I confidently selected the Gemini lagna and Rahu star and its transit duration time to give the result. Moon and Mars are placed in 11th cups, Mercury is placed in the 9th cusp, and Saturn and Venus, our other RPs are placed in 7th from lagna (lord of 10 and 5th). Luminaries Sun will be transiting in Saturn sign, on Mars star and Moon will be transiting in Mars sign (Aries) on Ketu star (Ketu represents Saturn) agree. FACTS OF THE CASE—originally the date of registration was fixed for 04 Feb 2019. Suddenly when all were ready for action, sub registrar of the Registrar’s office had to leave the office due to some personal problems taking leave for his duty. Thus the first attempt on first Monday got cancelled.

At the end of the last year my good health was diminished little by little and on the 31 Dec. 2018 I was badly sick with fever, cough, and head ache. Next morning the New Year Sun was to be dawned in the east bringing another prosperous and happy new year for the whole world. As a traditional practice most of our countrymen are refraining from taking any medicine on such an auspicious day and therefore my wife wanted me to take me to the family doctor on the 31st evening. I could consult the doctor at about 7.00 pm and he found that I had been attacked by a Virus and prescribed to take antibiotic drugs for three days. Author Time Chart 01 - (First Consulatation) Moon aspects Saturn. Punarpoo yoga is established. But even in the 4th day I was not with a good physical condition and felt with Insomnia, mild loosing of memory, High Blood Pressure and Depression and again I consulted the same doctor and went under treatments for another one week time as his advices. But I was not enough lucky to get cure from any of the above feelings with that medicines and was seriously sick with several sleepless nights and went by my day to day activities too. All my family members were afraid of my changes of normal behavior and decided to take me to a specialist. On the 16th Jan. at about 7.00 am I consulted a Visiting Physician and there he found that I was attacked by a series harmful virus, which causes damages in the brain cells as well as nervous system and said that loosing of memory with insomnia is critical and advised to undergo a MRI scan of the brain. Author Time Chart 02 - (Second Consultation) Moon is in the sub of Saturn. Punarpoo yoga is established. An arrangement and appointment had been made to under go for a MRI Scan at a leading private hospital in the area. The appointment was at 8 am on the 22nd Jan. 2019. On present of the Scanning Room at the given time, they needed me to be prepared with fasting for 4 hours which was not intimated on the date of making the appointment. At that time I had taken my breakfast and therefore I had to wait for another 4 hours for the test. Having being tested a blood sample for the particular scan process, at about 12.30 pm a doctor prepared me for the scan and took me to the scanning room. The radiology technician put me into the Scanner and started the processing and about within 15 minutes, suddenly the scanner got stuck due to power failure to the scanner machine. At once two technician rushed me and took me out of the scanner and kept me in the rest room till the repair the machine. I was there for more than one hour for a new session but anyone there was unable to rectify the fault of the power supply system of the scanner. At that time I was badly feeling with hungry and so I decided to cancel the job and asked for the return of the fees paid for the service and came back. Author Time Chart 03 - (MRI Scan) As per Western aspects Moon and Saturn are Quincunx (150 Deg.) Further Saturn and Moon are connected by way of both Rahu and Kethu. After that again I met the VP and informed the incident and he advised me that it is a must to under go a scan of the brain at least a CT scan and referred me to another laboratory for a CT scan. Having taken the CT scan report I met the VP and found that there is no critical damage to the brain but there was an age related atrophic changes. Finally doctor advised me not to engage in tiresome mental exercises for sometimes. Generally when one is sick he has no time to check his horoscope to see whether the time is

A friend of my son, doing job in Hyderabad, left for USA for higher education on 15-8-2006 in the joint period of DBA lords Rah-Mer-Mon-Ket, leaving the present job. He has borne on 12th March, 1981 (Thursday) at 0-45 hrs in Secunderabad. To high light the correctness of the sublord theory, the horoscope of the native was analysed whether the DBA lords on the date of journey allows the native to go to USA for higher education. Principles for analysing the event competitions: In case of competitions there will be favoured party or the native to know about success and one or more persons or parties as opponents. The Ascendant of the horary chart indicates the native or favoured party while the 7th indicates the opponents. 6th house from the fixed ascendant indicates the promise of victory over enemies and as such it will be the primary house for the event. 11th house indicates the fulfilment of the promise. In addition, 7th cusp also to be analysed to access the possibility of defeat of the opponent. Hence primarily the houses 1,6,11 are to be analysed along with 7th to decide the election results. Promise is to be seen from the significations of the sub-sub lords of 1, 6 and 7. The sub-sub lords of these cusps should establish the following links by involvement through star lord and commitment through sub lord.. Star lord in sub lord in 6,11 6 1, 11 7 6, 11 The absence of the above linkages indicate promise for failure in competitions, In addition if 5 and 12 it indicates the promise of victory for the sub-sub lord of 7th is the significator of the opponent,(The significance of the planet to be seen through its star lord or by its positional status) Promise of success or failure is also dependent upon the transit of Sun and Moon at the time of the completion of the competition .The Dasa period lords especially Sookshma and Prana lords should be the fruitful significator to give favourable results at the time of completion. Analysis of the Chart: Moon is appearing in 6, 11 cusps with positional status indicate the desire of victory to the favoured party. Moon’s star lord Ketu also appears in 1, 6 so justifies the question with regard to victory. Promise of Victory: It is to be judged from the significances of SSbLs of 1, 6 and 7 cusps. The sub sub lord of Ascendant is Mercury appearing in 1,6,11 cusps with positional status promises victory. The star lord of Mercury is Rahu and its appearance in 12 th cusp indicates that the victory is not an easy walk and shows the requirement of lot of efforts. As the Mercury is appearing in sub-sub of Saturn appearing in 5 and 12 indicate the end result as favourable to the opponent. The sub-sub lord of the 6th cusp is Venus which is in own star and thus had positional status, and appearing in 2,3,6,7 and 12 cusps. Here also 6 th indicates the victory to favoured party but indication of 7and 12 hints that victory is not easy. Venus is in its own sub as such it does not show the commitment to 11 except involvement to 6 th, as such Victory is doubtful. The sub-sub lord of 7th cusp is also Venus. It signifies 7, and 12. As per rule if 7 th sub-sub lord signifies 5, 12, indicates the ultimate result as it promise only defeat to the favoured party. All the linkages shown above are more indicative about the defeat to the favoured party. Now let us analyse the Dasa periods also. The dasa lords on the day of counting which decides the fate of elections results should be considered. Presently at the time of judgement Venus dasa is running and it will be up to 9-5-2028. Jupiter bhukthi is from 10-7-2018 to 10-3-2021. In Jupiter bhukthi during the period of elections i.e., April – May 2019 Antaras of Saturn and Mercury are running. Saturn Antara is from 16-11-2018 to 20-4-2019. Mercury Antara from 20-4-2019 to 5-9-2019. As such on the day of counting of votes Venus dasa, Jupiter bhukthi, Mercury Antara will be in operation. For the events which happen with less frequency the dasa lord is to be favourable or neutral but should not deny the event to happen. The capability of bhukthi lord to enact the event is more important, AT the end other dasa lords namely Antara, Sookshma, and prana lords should support the event to happen. Further as per rule “the ruling placements at the time of judgement will be the dasa lords at the time of happening of the event” all the dasa lords should be connected to the R.P at the time of judgement The R.P.s of Ascendant at the time of judgement are: Mars/Ketu/Saturn/Mars. The Dasa lord Venus is the star lord of Saturn Bhukthi lord Jupiter is the rasi lord of Saturn an R.P. Antara lord Saturn is directly an R.P Antara lord Mercury in Rasi of Saturn an R.P. thus the above rules dasa period lords are qualified to enact the event. Now the fruitfulness of dasa lords is to be judged, Dasa Lord Venus signifies 6 th cusp thus allows the event to take place during its period. Bhukthi lord Jupiter involves 1,6,11 commits to 6, 11 through Moon, the agent of its sub lord Rahu. On the day of counting Mercury Antara is expected to run. Mercury involves 1,6,11 by positional status. It is in sub of Jupiter appearing in 2, and 5.When involvement of 6th is there, commitment to 11 is necessary. So there is no commitment as such the Mercury does not satisfy the necessary condition to enact the event. Thus favourable results cannot be had. KP astrology says: Planet is the source , star gives the result and sub is the final deciding factor KP Astrologer Narnouli Sir says that planet gives hopes about marriage , star gives whether marriage takes place or not , sub decides whether the marriage will be happy or not . Some astrologers like Umang Taneja , Andrew Dutta considers sub > star and star > planet even for promise both cuspal and dasa bhukti . Some astrologers says that wherever 2 or 7 or 11 comes marriage is promised. S a y p l a n e t is indicating 2 but star and sub are negating by having 1,10 significations then also marriage is promised .

So in KP as long as the 7th cuspal sub lord signifies any of marriage houses 2,7,11 at any of three levels, i.e. planet, its star and its sub, by occupation and ownership. The signification of non-marriage houses 1,6,10 and 12 (separation) cannot deter promise of marriage but they may indicate difficulties in getting marriage or separation after marriage. For happy married life, in addition to 7th cuspal sub lord, the 11th (long term relation) cuspal sub lord should be considered in terms of signification of positive and negative houses of marriage. In predicting the timing of marriage , there is a significant difference that the negative significators in the sub level should be considered in selecting the fruitful significators. Question 2: Some KP Issues Dear sir, first time I gonna ask you some questions, in the hope that you will answer me to clarify my doubts. All questions are new and informative for KPezine readers . 1. In Prashna Jyotish, example no. 49, on page 205, Sri C. R. Bhatt says Rahu (7° 10') and Sun (26°16') have conjunction. Do you think both planets are conjoined? 2. Sir, what are the rule of finding location of life partner? Parampujya Sri KSK uses 7th cusp sub lord for it. If it is in 4 and 10, then same city or town, in 9th long distance, 3 near. Am I right sir? Then what about 7th cusp sub lord in 2, 5, 6, 7, 8, 11, or 12 house? 3. To find out characteristics of life partner, again 7th sub lord and its poised sign is checked. Am I right sir? But in KP Ratanamala 2, page 60, Mr. Kanak says... "3) How would she look like? 7th sublord is Mer, in the star of Moon. Moon is in Kumbha and so she will be slim and good looking." Sir, I want know the rule of KSK sir by you. 4. In Astro Secret-2, page 229, Sri. V. Rajagopalan says "In Horary chart, III Bhava sublord if connected to Vll Bhava star lord or sub lord or by aspect or by conjunction or in any manner linked, then the prediction made by an astrologer, will surely prove correct." What is your opinion regarding this rule? Many a times I found this rule doesn't work. Sir if you answer me I will be much obliged to you. Answer 2: 1) Rahu (7° 10') and Sun (26°16') are conjoined in Cancer sign according to Hindu aspects which are used in KP. Here the Rahu conjunction is one-sided, i .e. Rahu is to give the results of Sun, but not Sun to give the results of Rahu. 2) Referring “Direction and Locality” of the partner from KP Reader 4, page 85, 10th Edition 2002: If the 7th cuspal sub lord is related with house 4, the partner may be a co-tenant; house 5, it may be love marriage; house 9 the partner may be a stranger, foreigner or someone from long distance; house 10 (opposite to house 4) the partner may be a person who lives in-one's street, town or district etc. After marriage it does not involve a journey to reach husband’s place; house 11, the partner may be from a friend’s family; and house 12 the partner may be from abroad etc .

3) In KP Reader IV, p 86: Characteristics of the partner: Note the lords of the sign, star and sub where the 7th cusp has fallen. They indicate the characteristics of the first partner. The lords of the sign, star and sub where the cusp of the second house falls indicate the characteristics of the second partner, if there are two marriages.

Physical features of the partner: Just like characteristic is judged, so also ascertain the partner’s physical features from the lord of sign, the lord of constellation and the lord of the sub of the cusp of 7 for first marriage , cusp of 2 for second marriage and so on. 4) That rule is not reliable with sound rationale.
