Hands of Love in the City June 2009 Jiggets vs. Dowling, NYC, June 2009 Hands of Love GS-Hands of Love in the City debates: If it should enter into the domestic issue of the ending of the NYC Jiggets Law in May 2010. :::This view is not a debate of the decision but merely a social calendar of future social out comes related to the before and after effect of the action.::: The over all repercussion is the fact: Of the many families that will be affected by this change. Added to the fact of, the many recessional changes in the outlook of, NYS, Unemployment Grants (insurance) ending.



The overall lack of leadership that is realistic in the, HRA, NYC Way Program for participants that lead more towards the destitution of those who may not be able to benefit from the program for various reasons, then actual solutions to the social ailment of first world poverty.



The fact that a more in depth look at individual clients in as far as, “Those who are sanctioned from the HRA programs to the fact, if there were any alternatives or secondary interventions that might have been put in place to prevent this destitution on a case by case basis.”

Because of the over all demographics of those who work for the City of New York in the Human Resources Administration that deal with making these decisions. The social repercussions, that are more in tune with: social and class value systems of clients verses case workers who in many cases come from similar back rounds on many fronts, as well as the same community. This fact over all can lead to a greater underlying understanding as to, “How and why, decisions for clients made by this similar demographics group of case workers if not over seen or at least acknowledged, may turn into a catastrophe in as far as, to many families becoming extremely destitute and the over all system not being able to reach them creating a greater social duress in the City and State of New York. The out come of such a scenario would also not be a listed concern of the HOL GS in making a determination if such an issue should be looked at as, “Related to the over all context of, social conditions as well as trends that link in to poverty issues of the world’s poor based on the needed after affect.” The over all internal working system of the New York City/State poor reaching the level of poverty that is with in the HOL GS structure of study and input. Would under the worse case scenario of: Many groups becoming poor all at the same time and the extended consequence of such a development.

May still be far from, the generational poverty that exists on the greater scale of world poor over all to be cover by the HOL GS system. One key fact in this value is also based on, “Over time what the poor population does in response to extreme poverty situations as well as how such an action is tolerated or received by the government and the over all general population.” • Poverty and its implied structure can also be looked at as, “A way of life, that is also part of ones own self-determination.” If with in what the out come is, of a segment of society that becomes destitute may also be seen, “As the desired end result based on other issues and causes that the same demographic of this population chooses to take up as causes in public fronts as important verses other causes or issues.” The reason why Welfare issues go unknown and unanswered, as well as the added cost of the type of intervention that is in play now vs. simple sanctions of the adult who will not comply. Must be held up against, paid for child care costs, non paying and in some cases non needed positions and their liability, the staffing and housing of programs that support this over all: Expensive HRA Programs Vs. The Simple Sanction As the solution or direction of the problem. Which is: What do people do when they are poor? May be in tune more to the liberty of the client to seek extreme poverty as a cultural or moral obligation to their life. Which the United States Constitution would in some cases uphold. The fact of the Jiggets factor being at a turning point in the evolution of such a system, is a speculative fact but the over all policy has been for, “Welfare recipients to not enjoin themselves to rights that they may have that are abused in the HRA system.” Speaking out about such abuses, as well as this population’s ability to support causes, but never supporting their own right to be equal and poor under the system that is in place to acknowledge this right to do just that. This would be a greater issue of self-determination and a clue to the real workings of the NYC welfare system over all in understanding the social reasoning of the City and State. The fact of Section 8 vs. NYCHA in the Jiggets cost, would be, “Changing renting structures in a different agency (NYCHA) . Also shows the long-term ability in the actions of the extreme poverty cause, to over time create a type of change that is not directly related to itself.

The feasibility that that all the newly acquired “Paid Working Welfare Recipients” are now either, the recessional unemployed or someone else has taken their statistical place. Shows that over the 15 years the system has been in place, this system in no way worked based on, even if, not directly related, the fact of the higher unemployment rate over all. The added expense as well as the decline in the over all number of working people on a whole cannot be made as a separate fact in the over all Welfare to Work ideal based on separating welfare people from the rest of society. Because so little is said in this case, to now enjoin against such a statement also proves the point more directly of, “The extreme poor ideal which can also include those who look down on the poor and separate them which was also just stated above. That in some facts the welfare poor can not be separated from society in some issues if it is to be fair to all. Although the FEPS program has been put into place, there is a very distinct reasoning that the “Poverty Ideal” can be seen and upheld as a personal belief and right to self determination and also can be known as “Double Indemnity”. The higher repercussion in overall social activities and trends, as well as actions that can develop in the case of this very reasonable right being ignored, may over time be self defeating of other programs and interventions that are not related directly to Welfare or HRA programs over time. Can in the same way as the facts of rents going up in NYCHA being the direct result to the fact of the decision making prospect of the Jiggets Dowling Case it self be seen as an affective cost of extreme poverty values setting in?. This may also at some point show distinct changes in the greater society if not recognized and prevented or at the least understood. In the most recent fact of an anti social activity which on the day of this document May 25, 2009, which would be the uncommon act of using an explosive device to achieve destructive purpose. This can be taken into the context of, “How what may seem now as not a regular activity or common occurrence as stated by the NYC Police Commissioner in the future in this example represents that this could change.” This is also the fact of not any relation to HRA or Welfare but an example of how what once was not something that was seen as common can change. In social poverty and destitution issues once the poverty sets in things do change. It can also be seen as so predictable in other nations, that if over time the steps to develop poverty as an act of political manipulation on a long term time frame was indeed a plan. How the out come of the HRA and its expectation of the needs and rights of their HRA clients as well as the out side community never upholding these rights can together be seen, as a very dangerous fault once extreme poverty sets in. Because the reality of why those who are on public assistance do not have any platform for having rights out side of the HRA system to address any issue that clients might have. Leaves a very puzzling understanding based on the generational habits and roles of the world poor to understand how this can be.

Poverty and the fact of an extremely poor segment of poor, can in many cases bring the over all population that this extremely poor segment is a part of down drastically over time. • This is also a fact seen in every case of extreme poverty world wide. The quality of life, over all personal security , health, national pride as well as economically based statistics by location, ethnic back round and gender, over time can and will change the face of any community or even a nation if this is not understood. This also represents the difference between domestic and international politics at every level. For those who may be skeptical of such an ideology: • •

How many welfare recipients could be estimated participated in the NYC, Shawn Bell Protest more then 1 or less then 1? How many protests have been in effect in NYC related to the rights of welfare recipients more than 1 or less then 1?

Because of the magnitude of what Welfare Reform asked of people, as well as the non profit viability for funding of such a cause that is a poor people core related issue. Even if there were more then 1 protest on behalf of the welfare poor, the notoriety was extremely limited, widely unknown and very ineffective. The fact of generational poor, generational lack of rights as well as the right to self-determination can be seen as, “A leading mix of one of the main reasons nations went into total anarchies around the world.” The right to choose and have a right can also be the right to use this right in ways that may seem unconventional, but if there was a want of something like ethnic cleaning to inflict the will of one people on another it is often the issues of poverty that are the cinders that later burn down a nation and a way of life in many cases and examples through out history. The influx of new poor people, the instability with in the HRA system as well as the lack of support of the rights of the poor with in their system are all the number one causes of what many have heard about in the desolation of nations and peoples around the world.
