A Big Thanks to our Vendor Members We had a great turn out of members at the Winter Social that was sponsored by our Vendor Members. The Toys for Tots donations boxes filled up fast and we appreciate everyone’s generosity this holiday season. It was a laid back and relaxed event that allowed us to socialize with other members, get to know a few people we haven’t had the chance to talk to before and catch up with old acquaintances. We would like to thank all of our vendors for helping support our organization. Without you, we would not be able to have events for all of our members. We know there are a lot of organizations out there asking for financial support and we really do appreciate your continued assistance throughout the year to help us be successful in providing our members with the best networking opportunities possible. As a member of our organization please look to your fellow vendor members for services and or products for your community.

Education Committee Update CAM Classes Scheduled for March 2008 Save the date and mark your calendars for a CAM (Certified Apartment Manager) Series. Classes are scheduled for March 11, 18, 20, 25, and 27th at the West Des Moines Police Public Safety Building. This class will only be offered every other year from this point forward. There are many students that need to finish this series so you’ll want to get on board and get this finished. New students need to remember it may be two years before this course is repeated in Des Moines again so plan for your completion of this course accordingly. This course is available to CIAA members only. The entire CAM series will be $550.00 or $75.00 for each individual class if trying to complete your designation. Registration for this class will begin in January and the forms are located on Page 6.

Certified Apartment Supplier Classes If you are vendor and interested in earning the NAA designation of Certified Apartment Supplier, you will be able to attend some of the classes being offered for the CAM designation in March to qualify for this designation. Cost for the CAS classes is $350.00 for each individual attending. Registration for this class will begin in January and the forms will be available soon.

Legislative Committee Update After an extensive search and many interviews, the Legislative Committee made a recommendation to the Board of Directors for a lobbyist. The board voted unanimously to hire the Hultman Company as the CIAA’s lobbying firm. They have already researched several of our issues and we feel very strongly that this relationship will benefit our association in many positive ways. Of course, during the upcoming session we’re going to be asking for your involvement to help us bring about some of the changes we need in our industry. Look for our voter registration drive coming in 2008! We need to educate renters on issues that affect them and help them have a voice in the very important political process. More importantly, a message needs to be sent to our legislators that homeowners aren’t their sole constituency. One of our goals is to change the perception of rental property owners and replace the stereotypical image of “landlords” with a more positive image of Property Management professionals.

Letter from the President Happy New Year! 2008 is going to be an exciting year for the CIAA. But we wouldn’t be where we are today without the hard work of our founding members. It took tenacious spirit to overcome some pretty big obstacles in forming our association, but the effort paid off in a big way for all of us. CIAA is the only affiliate of the National Apartment Association in Iowa. Affiliation with the NAA brings countless benefits to our members. Did you know that your membership in the CIAA automatically includes membership in the NAA? Their website is just a click away and contains vast resources for apartment professionals! I want to extend my personal thanks to Melissa Johnson for setting the tone for a very successful beginning and for setting the pace for the continued growth of the CIAA. Melissa’s dedication to the association is tremendous and I look forward to working with her and the rest of the Board of Directors throughout the year. Our new board members are: Rick Koontz (Signature Place), President; Melissa Johnson (Peterson Companies), Past President; Deb Lanpher (R&R Realty), Vice President; Lori Young (Wakonda Village), Treasurer; Jennifer Konior (TAB Properties), Secretary; and Tom Newton (Gorman Roofing) and Mary Spain (Apartment Finder), Vendor Council Co-Chairs. Remember, there are many ways to get involved with your industry peers. We’re always in need of volunteers to serve on committees. It’s a great way to make new friends and to make a difference in the apartment industry! The Board of Directors approved the Hultman Company as CIAA’s lobbyist. They have already started working on some very important issues for us. We look forward to continued success with our legislative priorities, and with the help of this very experienced firm and its principles, I have confidence that we will be able to make some positive changes in legislation that will benefit us all. 2008 will also mark the beginning of the end of the incredibly soft market we have all experienced for too many years. Won’t it be exhilarating when we won’t have to fight so hard for new residents and have a fairer playing field in retaining our current residents? This is an exciting and rewarding industry, and I hope you all enjoy it as much as I do. The Central Iowa Apartment Alliance will be hosting the 2008 CAM (Certified Apartment Manager) Designation Class Series. The following page contains the outline for course work, dates and registration form. You may take the entire series or individual classes. All classes must be completed within two years for CAM designation. To obtain your CAS (Certified Apartment Supplier), vendors must take the courses with the asterisk and then one elective course of your choice. Cost is as follows: CAM Series CIAA Member $550.00

Testing is done at the end of the series via private computer. It is a timed test. A score of 70% must be obtained for passing all courses. Registration Forms must be received by March 1, 2008. Classes will be held at the West Des Moines Police Station on Mills Civic Parkway in West Des Moines. NAA to Host Student Housing Conference One of the biggest booming markets for rental communities is off-campus student housing. To help provide NAA members with greater knowledge of this niche market, NAA will host “The Unique Cycle of Student Living,” Feb. 19-20, 2008, at the Fairmont Dallas Hotel in Dallas. The conference is designed for those who are in student housing management, new to student housing management or who are considering entering student housing management. Education tracks include pre-development, pre-leasing, move-in/turn, operations, technology and legal issues. FCC Order on Video Provider Deals On NAA Web Site The Federal Communications Commission (FCC) announced Oct. 31 a unanimous decision that retroactively and prospectively bans the enforcement of “building exclusivity” contracts between apartment property owners and most video service providers. Specifically, the Order bans the enforcement of any contract clause between an apartment owner and a covered video service provider that grants the provider an exclusive right to make video services available on the property. The FCC initiated this action in response to claims by several large telecommunications companies, which have begun to offer video services to residents of “multiple dwelling units,”

Connect With NAA that exclusive access agreements improperly interfere with market competition and consumer choice. This Order does not impose mandatory access on apartment properties. Rather, it only prohibits apartment owners from negotiating agreements that grant covered video service providers exclusive access to the property. Mandatory access laws, which are in effect in 18 states and Washington, D.C., require an apartment owner to grant a right of entry to a service provider that wants to offer their product to residents. The Order only prohibits the enforcement of exclusive access clauses, not entire contracts covering items beyond exclusive access rights. In other words, the Order does not prohibit contract clauses that grant exclusive marketing rights or the granting of an exclusive right to use inside wiring owned by the property. Lastly, the Order applies only to video service providers; it does not prohibit exclusive access agreements between property owners and service providers offering voice or Internet access. The issue of whether or not to ban these types of contract provisions is slated to be the subject matter of a separate FCC rulemaking procedure.

NAAEI Exam Handbooks, Skill Checks, Answer Keys Available Online As part of the initiative to transition to online exams, NAA Education Institute (NAAEI) staff has developed exam handbooks, skill checks and answer keys for the Web. The handbook, administrator guide and skill checks, complete with answer keys, are now available on the NAA Web site at www.naahq.org/education/designationheadquarters.htm. Download this information and provide free study materials for students. Login information to NAA’s Web site is required.

Groundhog Job Shadow Day Set for Feb. 1 Affiliates can showcase their communities and employees to today’s youth by participating in Groundhog Job Shadow Day on Feb. 1, 2008. NAA headquarters, along with apartment communities in Washington, D.C.; Philadelphia; and Chicago will also participate in job shadowing that day.
