He is incharge of the circle which is administrative unit of the Department. He is responsible to the Chief Engineer for the administration and general control of the public works within the circle.

Junior Engineer
He is incharge of one of the sections of the Sub Division and is responsible to his Sub Divisional Officer. He observes field data of the works to be executed, and enters the same in the specified level book on the basis of which estimates are framed. He also gets the work executed at-site and is responsible for its Quality Control as per PWD specifications and approved drawings etc. He makes the record enteries of the executed works in the Measurement Book which forms the basis for payments to the contracting agencies.
He is incharge of stores, and tool and plant. He issues the material from the stores to the work at site.

Deputy Collector
He is Revenue Assistant to the Divisional Officer and is responsible to that officer jointly with the Sub Divisional Officers for the Supervision of the revenue and control of revenue establishment.He is required to constantly inspect the work of Zilladars and Patwaries under his control. Zilladar
sent by the Divisional Officers regarding assessment of compensation for damage done to crops and errors found in settlement maps (Shijrahs) or register of areas of fields (Khasra Bandobahast). i) He is the Junior member of the Nil Superior revenue establishment, and upon him mainly devolves the checking of the work of the subordinate staff of the Patwaris. ii) To receive and enquire into all cases of unauthorised irrigation, waste of water and doubtful irrigation. iii) To check the initial record in the Shudkar. iv) To check on the ground the entries recorded in the final measurement book (Khasrah). v) To check the demand slips (Parchas) and seeing that they are made over by the Canal Patwari, to the Lambardar. vi) To check the demand statement (Khataunis) and seeing that all entries in the field measurement book (Khasrahs) are correctly charged for. vii) To Inspect the Tanzas (claims for remission of occupier s rates). viii) To see that Canal Patwaris keep their copies of the field books correct in accordance with the authenticated lists prepared by them. 8

Patwari
He is the junior most man of the Nil Revenue Estt. in Canal divisions and is placed incharge of a circles or halka consisting of the definite group of villages, and his principal duty is to record the irrigation done at the time the water is taken, and subsequently, as soon as that period in the crop arrives when little or no new irrigation is likely to be effected, to make the final measurements of the crop, to prepare a slip (parcha) for each cultivator stating the area measured and amount of the demand, and finally to prepare the demand statement.

He is financial adviser to Chief Engineer, Irrigation, Works, Punjab. ii) He also works as Drawing and Disbursing Officer of Irrigation, Head Office as well as Punjab State Tubewell Corporation also. iii) He prepares the budged estimates/revised estimates for the non-plan schemes, and issues the L.O.C. to concerned field divisions after approval from the concerned Chief Engineer. iv) He is in charge of maintaining the General Provident Fund accounts of all Officers/Officials of Irrigation Department except

Divisional Accountant
11. Cashier
i)
He is the incharge of the Nil accounts, branch of his division, and he is the representative of the Accountant General, Punjab. ii) As Accountant, he is the compiler of the Accounts of the division. iii) As primary auditor, he is the representative of the audit department (Accountant General, Punjab). iv) As financial Assistant, he is an adviser to the Divisional Officer in all matters relating to the accounts and budget estimates. v) He is also responsible to check the correctness of the payments made to agenies on the basis of rates and quantities sanctioned by the competent authority as per sanctioned estimate and availability of budget/L.O.C. i)
He is basically Senior Nil Assistant and handles the cash. ii) He maintains the cash book as per provisions of Punjab Financial Rules, Vol.-I and Departmental Financial Rules. iii) He is also to ensure that Government receipts, if any, is deposited in the treasury on the same day and the following day. 10
12. Sub Clerk
Divisional i)
He checks the bills relating to Nil works and records, necessary certificate on Measurement Books. ii) He prepares accounts of his Sub Division for submission to the Divisional Office. iii) He also maintains cash book/cheque book/receipt book and other relevant record of the sub division.
13. Administrative Officer
He is branch officer of various Nil branches relating to establishment and other service matters in the Head Office. He is generally Punjab Civil Services Cadre Officer and is appointed by the Government. He supervises the works of Superintendents of the branches under his control and advises the Chief Engineers in all cases of branches under his control.
14. Registrar
He is on the highest post of the Nil clerical cadre of the Head Office. He acts as branch officer of some branches and gives advice to Chief Engineer on all matters in cases of various branches under his control. He is also designated as Head of Office i) To control the entire office Nil staff of his branch. ii) To advise the superior officers on all matters pertaining to his branch. iii) To see that record keepers put up necessary reminders on

letters requiring replies on due dates. iv) To scrutinise all drafts on cases routed through him and to satisy himself that all references have been correctly quoted etc. v) To deal all the confidential cases in his office. vi) To see the proper cleanliness of the office etc. 16. Senior Assistant
He is an important government Nil official of the branch. He deals with all the cases assigned to him by his Superintendent. He initiates the cases and records his opinion (on noting file) and gives all facts of the case as per instructions/ rules of the government. After approval of the competent authority, he prepares and put up the draft in this regard. He also monitors all cases assigned to him.
