Absolute hike in gross salary = Gross revised salary - gross pre revised salary = 31760 - 21400 = 10360 Percentage (%) hike in Gross salary = (10360/21400 ) X 100 = 42 % Notes: 1. It is assumed that he has not got any promotion between 01.01.2006 to 01.09.2008. If one got promotion between 01.01.2006 and 01.09.2008, one additional increment of 3% of new basic pay will be given plus his revised grade pay after promotion will be added for calculating new basic pay. In above sample calculation, if someone got promotion in 01.08.2007 from pre revised scale S-14 (= 7500 250 - 12000) to S-15 scale (8000 - 275 - 13500), this scale is now upgraded in PB-3 ( 15600 - 39100) with grade pay 5400. Therefore he will get one additional ancrement on 01.08.2007 New Basic pay as on 01.08.2007 = 19892 X 1.03 + 5400 ( new grade pay) - 4800 (old grade pay) = 21089 01.07.2008 = 21089 x 1.03 = 21721 Remaining calculation for TA, HRA and Da will remain as it is.

This is creating one doubts that while calculating DA on new basic , its is giving revised DA is 16 % effective from 01.07.2008 = 0.16 X ( 20489 + 1600) = 3524, 1600 is for transport allownaces , howz its possible that TA should is multiply by % of DA. Grade pay for armed forces enhanced Vijay Mohan Tribune News Service Chandigarh, August 22 The central government has upwardly revised the grade pay for armed forces officers, but the key question remains whether the enhancement would do away anomalies created by the Sixth Pay Commission (SPC) in the status of military officers vis-à-vis civilian officers. According to information available with The Tribune, the increase in grade pay for armed forces ranges from Rs 400 per month to Rs 2,000 per month at different levels (see chart). Gen 11000 13000 2000 Sources reveal that though the grade pay for the armed forces has been raised, similar enhancement has also been done for civilian officers, which may not give the former any benefit as far as status is concerned. After the SPC recommendations, grade pay remains the sole determinant of status. The basic pay scales of the armed forces as well as civilian officers as recommended by the SPC were increased after a review committee put in fresh suggestion. This, however, did not give any edge to armed forces personnel vis-à-vis their status. To cite an example where the revision has further eroded the status of armed forces officers, lieutenant colonels and equivalents in other services have now been granted a grade pay of Rs 7,600. The SPC had recommended a grade pay of Rs 6,600 for officers at this rank, while recommending Rs 7,600 for the equivalent non-IAS directors of central government and Rs 8,300 for ones from the IAS cadre. The Army had accordingly sought a raise of grade pay for lieutenant colonels to at least Rs 7,600 since traditionally

Lieutenant-Colonels(Lt- Col) had been enjoying a pay more than even directors from the IAS cadre. Moreover, the time frame for promotion to Lt-Col and director was the same, that is, 13 years. However, while acceding to the demand of raising the grade pay of Lieutenant Colonels to Rs 7,600, the government has, on the other hand raised the grade pay of directors to Rs 8,700 resulting in the same anomalous situation prevailing prior to the revision. Though complete details are yet to filter down, officers fear that the same situation may crop up at other ranks. The services are expected to take up the issue with the central government. While the arrears for the salary will be paid with effect from January 1, 2006, revised applicable allowances will be admissible from September 1, 2008. August 23, 2008 12:55 PM

The government does not Calculate the "Dearness Allowances" with the view of the Basic and Dearness pay which was given earlier or if they merge it for the new pay scale as per the recommendations. Dearness Allowance is a kind of Allowance given to worker to bear the cost of living due to inflation, so that he / she can at least live his life in "some comfort". With the pre-revised Basic-pay, Dearness Pay and the then inflation rates Dearness Allowance was hiked as follows Jul-2006 5% Jan-2007 6% Jul-2007 6% Jan-2008 6% to reach DA to 47%

Jul-2008 5% (to be declared) whereas now after the Revised pay it is suggested to have it in the following way to a reduced values of DA Jul-2006 2% Jan-2007 6% Jul-2007 9% Jan-2008 12% July-2008 16% This is unfair. While the DA is announced on the basis of the inflation rates and the All India Commodities Whole Price Index, The reduction of the DA by the Government in this manner will lead the Governement employees to left with nothing. What would have happend if the Government had implemented the 6th PC at par on 01/01/2006 and with the then inflation rates and the AICWPI index? Would Govt gone for a hike for only 2% or for 5 % ? So the decleration of the Central Government about the modified pay commission report is non benificial to all the government Employees. This is going to lead the situation that the sincere, honest and efficient Government employees will be left out with one and only option of quitting Government Service and get a better placements in the Corporate or in the Private Sectors. JALASUTRAM said... Calculate Your Pension: Say your pre-revised Basic pension was Rs.10,000 If you commuted your pension to the maximum entent of 40%, then commuted value of pension is Rs.4,000. On 1-4-2004 50%DA accured on your basic Pension. On this 50%DA merged basic further 24%DA accured as on 1-1-2006. That is to say Total benifit on DA is 50% + 24% + 12% (ie.24% on 50%) =86%. Pay commission recommended a 40% on prerevised pension as Fitment benefit. Thus, adding all these elements: Basic Pre-revised Pension + 40% fitment benefit on prerevised pension + 86%DA on pre-revised pension as on 1-12006 = New basic pension as per Pay commision. However, if this basic pension is less than the minimum pension correspong to the new scale corresponding to your pre-revised scale of pay, then your basic pension would be revised upwards or fixed at par with the minimum pension corresponding to the revised scale. Thus for a basic pension of pre-revised scale of 10,000: New basic pension as on 1-1-2006 would be: Basic pension 10,000 + 40%fitment benefit 4,000 +

DA(50%+24%+12) 8,600 = 22,600 If your basic pension is originated from S29: 18400-50022400 look for the corresponding new Scale, Take lowest of revised scale add lowest of pay band. This total is the lowest pay fixed for the existing employee. For retired after 33 years of service you may get 50% as the pension. At present the lowest pension fixed for this stage is Rs.24,146. If your pension is 22,400 and is less than 24,146, then your pension would be fixed at 24,146. As I am also a retired pensioner, my thinking is this. August 23, 2008 2:46 PM

VEERA said... Mr. Kapil, The scale of 6500 and 7450 were not merged in the cabinet approval. The grade pay for scales 5000, 5500, 6500 NG, 6500 GZ, 7450 NG and 7450 GZ are all different. rajkumarv said... for those who want clarification on grade paythe scales 5000,5500 and 6500 are merged and put in pb2 along with 7450 and 7500 scales. the probable grade pays would be 1. for 5000,5500 - 4200 2. for 6500 - 4600 3. for 7450 - 4800 4. for 7500 - 5400. it is hoped that govt. would increase grade pays all cadres by about 400 to 600. for fixation, whatever be your old pay as on 1.1.2006, blindly multiply it by 1.86 would give the bandpay. grade pay could be any one of the above. then, add 3% increment for every july month. The Proposed Percentage of DA by the 6TH Pay Commission is as follows. From 1-1-2006-No DA From 1-7-2006-2% From 1-1-2007-6% [4%] From 1-7-2007-9% [3%] From 1-1-2008-12%[3%] It can be seen that from 1-7-2006, the Percentage is reduced by 60%,from 1-1-2007 by 33.33%,from 1-7-2007 by 50% and from 1-1-2008 by 50%.It is stated that the Proposed Percentage from 1-7-2008 is 12% [4%] At first, the Government propagated that there will be 40 to 50% increase.Then it modified it as 28% increase.Now it says that there will be an average increase of 21%. According to the available information, the increase expected will be only around 20%. So, the reduction of the Percentage of DA ranging from 33.33% to 60% is wholly unjustified. Justice demands only a reduction of 20% from the existing DA. So, the Proposed Percentage of DA on the New Scales of Pay should be as follows. From 1-7-2006- 4%, from 1-1-2007-5%, from 1-7-2007-5%, from 1-1-2008-5% and from 1-7-2008- 6.5%. So, the total percentage of DA as on 1-7-2008 should be 25.5% and not 16% as propagated. Mr. vettri, it is very clear from ur own statement that group b officers will be placed in pb3 in stead of pb2 after 4 years of service. 6cpc has recommended two identical pay bands for 8000-13500 one in PB2 n one in pb3 and the pb2 was meant for that placement after four years. now cabinet has approved upgradation of group b to pb3, in other words there is no pay band as such for 8000-13500 in PB2 as per cabinet approval.
