RE Rick Green Campaign for Mayor of Langley Township I am writing this letter in support and endorsement of Rick Green as a Candidate for Mayor of the Township of Langley. I endorse his broad based positions related to community planning and infrastructure needs and his position on a 0% Tax Increase over the next three years, supported by the establishment of a Township of Langley Property Endowment Trust Fund. Establishment of these Trusts would be a significant and progressive step to secure the Township’s sustainable future. My wife and I are now and have been residents of the Township living in the Willoughby area for the past four years. The public support I am giving Rick and his campaign is only after many thorough meetings that we have had discussing his vision and commitment to the future of Township of Langley. Rick sought my advice and experience in the area of municipal real estate, development and housing as I was the Director of Real Estate with the City of Vancouver for 20 years, retiring in 2006. Regarding the position Rick has taken in promising a 0% tax increase over the next three years: no doubt his opposition will suggest that it can’t be done and that he will have to cut services to deliver on that promise. My firm belief is that through the establishment of a Township Property Endowment Trust Fund not only is it doable but I have personally managed a similar program for the City of Vancouver, which was established in 1973. The City of Vancouver Property Endowment Trust Fund has contributed well over $250 million to the City General Revenue Account to offset funds that would otherwise be raised through higher property taxes. This proposal is viable in the Township of Langley due to the fact the Township of Langley, like the City of Vancouver, owns a significant portfolio of property valued between $400 million and $500 million. The Trust Fund will provide a much needed transparent program that protects our public assets and puts them to work for all of us in generating income through community based planning that can go into general revenue to offset tax increases. If anyone has any questions about how such a program would function and its potential benefit to municipal government, I would be pleased to answer them at any time.
