Clark Deputy Assistant Secretary US Immigration and Customs Enforcement 425 I Street NW Room 7000 Washington, DC 20536 Dear Under Secretary Clark: I am w riting to request participation in the Delegation of Authority Program pursuant to 287(g) of the Immigration and Naturalization Act. Given Framingham's past relationship with ICE and our growing immigrant population, th is partnership will allow the Police Department to better serve the Framingnam community and meet the needs of our immigrant residents. Framingham presently is home to a large and growing Brazilian population wbo has established a flourishing commerce center in Downtown. I have been in communication with your office in Boston. (b)(6 ), (b)(7)(C) Special Agent in Charge has been very helpful and encouraging. Based on conversations with him I am requesting two (2) investigators ii'om our Investigation Division, who speak Portuguese and pass security backgrounds acceptable by ICE attend and successfully complete the 287 (g) training program. These officers will be assigned part-ti me to the ICE Task Force to assist in conducting regional investigations as requested by (l!)J6) (l!l.(Il(~l. The officers, whose assignments will include general duty, narcotic, gang and street crimes investigations will be assigned to crimes where the suspects and victims are from our immigrant population.

This program will allow us to enter into a Memorandum of Understanding that will enable us to participate with ICE in identifying criminal illegal aliens who pose risk to the entire Framingham Community, to inc lude im migrant victims. 1 look forward to your endorsement of this request and moving forward in our pmtnership. Thank you for your interest in the 287(g) Delegation of Authority program. This letter is to notify you that the Office of the Assistant Secretary for U.S. Immigration and Customs Enforcement (ICE) has received your request for 287(g) Delegation of Authority training for the Harvard Police Department. On March 9, 2007, the Program Manager for 287(g) Delegation of Authority at ICE Headquarters forwarded your request for participation in the 287(g) program to the Special Agent in Charge (SAC) Boston, MA office. The SAC Boston, ICE Detention and Removal, Field Office Director (FOD), Boston, and the Framingham Police Department will need to conduct a joint assessment project. After completion, the assessment will be provided to ICE Headquarters, for review by Assistant Secretary Julie L. Myers. The City of Framingham is in the ICE, Special Agent in Charge (SAC), Boston, Massachusetts area of responsibility (AOR).
