INDIAN RAILWAY CHEMICAL & METALLURGICAL STAFF ASSOCIATION MEMORANDUM Date-15-09-2009 To, The Secretary, Railway Board, New Delhi.

Raipur.

Sub:-Observing Engineers Day as “Demand & Fast Day”. Respected Sir, Chemical & Metallurgical Organization is engaged in testing and certifying of all raw materials and vital safety items like Wheels, Axles, Springs, Bogie frames and controlling productionprocesses in the manufacture of Rolling stocks / Coaches, thereby assuring usage of standard materials and ensuring safety of travelling public. The Railway Board Management Services has considered C&M Organisation as the back bone of entire Quality Control and preventive maintenance exercise of all Engineering departments. Due to continuous neglect and denial of C&M organisation by Railway Board, all the C&M people have observed the occasion of Engineers Day (Birthday of Bharat Ratna Sir M. Vishwashwariah) as “Demand & Fast Day” on 15-09-2009. All the C&M people have fixed a black ribbon on their pockets and performed their duty having complete fast during their whole duty hour to show their frustration on 15-09-2009. We have repeatedly been demanding through various sources for redressal of the demands & problems of the C&M organisation. But it is very unfortunate that in spite of repeated assurances by the authorities concerned at various levels, no relief had been provided to us. Some of the important long time demands of C & M organisation which we would like to highlight as an appraisal to Railway Board are as follows.

1) CMA-I (B.E.Met,chem.& M.Sc (chem.) G.P.-4200) should be given G.P. of 4600, as given to other Engineering Graduates and Post Graduates in Indian Railway, at the earliest. 2) The post of CMS-II (GP-4600) should be filled up by 20% DR and 80% by promotion as applicable in Mechanical & Electrical departments’ GP.4600 posts. 3) The post of CMA-II should be reinstated, as Railway Board has abolished the post of CMA-II in its latest notification no.RBE-161. 4) The post of CMS-I should be given a G.P. of 4800 and about 20% of the CMS-I be given group B status after completion of 05 years. 5) The post of ACMT (G.P. 4800) should be given a G.P. of 5400 after completion of 4 years, as applicable in the case of ADME, ADEE, AEN, etc. 6) There should be at least one post of ACMT in every diesel & electrical sheds of Indian Railway. 7) The Lab Assistant should be given better promotion chances by allowing the filling of post of CMA-II by 30% DR and 70% by promotion. 8) C&M staff should be allowed to sit in LDCE as they possess requisite higher qualification comparable to their Mechanical & Electrical counterpart. 9) The C&M organisation should be merged with the Mechanical department as its nature of work is directly related to Mechanical department.
