Grant off initial recognition of Standards I to V for Primary Schools and grant of initial recognition for Standard VI of Middle School. 5. Grant of approval for new Nursery schools. 6. Implementation and review of Welfare Schemes of the Government. 7. Implementation of Centrally and State sponsored schemes. 8. Transfer and posting of the District Elementary Educational Officers. 9. Appellate authority on the withholding of grants to aided Primary and Middle Schools by the Joint Director of Elementary Education. 10. Authority to sanction arrear grants beyond 3 years for aided Primary and Middle schools. M 11.Proposals for the opening of new Panchayat-Municipal Primary Schools and up gradation of panchayat / Municipal Schools into Middle Schools. 12. Allotment of teaching posts sanctioned by the Government to the Primary at and Middle Schools under all kinds of management to the District Elementary Educational Officer. JOINT DIRECTOR OF ELEMENTARY EDUCATION(AIDED)

1. Appellate authority on service matters of all Aided School Teachers and disciplinary action. 2. Appellate authority on the withdrawal of recognition Primary and Middle S Schools. 3. Appellate authority on the Dispute among Managements. 4. Appellate authority for the approval of Secretary of the School Committee, School Agency. S 5. Appellate authority on the orders of direct payment. 6. Appellate authority on payments of grants. 7. Appellate authority for the grant of continuance of recognition.

8. Appellate authority for opening of higher standard or additional section. 8 9. Authority for withholding of grant, Maintenance Grant of Aided Primary and Middle Schools. M 10. Appellate authority for restriction of alienation of property. 1 11. Evaluation of teachers certificate of other States. DEPUTY DIRECTOR OF ELEMENTARY EDUCATION(ADMIN)

Sanctioning authority of loans and advances for the staff of the office of the Director of Elementary Education. D 3. Pension proposals of all categories of teachers and the staff of the Directorate of Elementary Education. D 4. Welfare schemes of the Government, Planning and Development. 4 The Government based on the conviction that a child's Development is linked with social progress, have implemented several welfare schemes for the benefits of school children. 1.4 Free Noon Meal Scheme :Tamil Nadu has been the pioneer in introducing the Noon Meal Scheme. The children are now given three eggs per week along with the Noon Meal from July 15th 2007, the Birthday of Perunthalaivar Kamarajar. t 1.5 Free Supply of Text Books :The Scheme of free supply of Text Books to the children from I to VIII Std studying in Government, Local Body. Aided and Self-financing recognized schools adopting State syllabus irrespective of enrolment in Noon Meal Programme is being i implemented. 1.6 Free Supply of Uniforms :For the Welfare of the students studying in Primary and Middle Schools, the state has introduced free supply of Uniforms to the students enrolled in the noon meal s scheme. 1.7 Free Bus Passes :The free Bus Pass scheme is being implemented covering students from Standard I to XII studying under the State Board Syllabus has made access to schools easy. X 1.8 Assistance for Distress Relief :Under the scheme to provide relief to the students in distress, a sum of Rs.50,00/- per student is provided to students studying in Government or Aided schools from 1st to 8th Standard, whose earning parent(either father or mother) is

dead or permanently disabled. The amount is deposited in the name of the student. 1.9 Mobile Library :To enhance the productive effect of schooling through the reading habit, books are distributed through mobile libraries in collaboration with the Directorate of Public Libraries. 5. Matters relating to Hon'ble Chief Minister(C.M.Cell)/ Hon'ble Education Minister(C.M.Cell). 6. Appellate authority on disciplinary proceedings under Rule 17(b) of Panchayat and Municipal School Teachers and Headmasters. 7.
