Authority to appoint teachers of all categories to Panchayat and Municipal Schools. 3. Posting and transfer of Panchayat and Municipal School teachers. 4. Apellate authority for pay anomalies. 5. Authority to institute disciplinary proceedings for prolonged leave or unauthorized absence of teachers of Panchayat and Municipal Schools. 6. Authority to issue voluntary and compulsary retirement and invalidation of teachers. 7. Evaluation of certification of pupils from other States for Std. I to VIII. 8. Authority to issue permission to admit students on private study. 9. Conduct of common examination for Std.VIII. 10. Authority to institute disciplinary proceedings under rule 17 (a) and 17 (b) in respect of Panchayat and Municipal Middle school Headmasters. 11. Authority to Institute disciplinary proceedings under 17(b) in respect of Panchayat and Municipal teachers of all categories of Primay School. 12. Review of the monthly diary and return of visits of the Assistant Educational Officers and sanction of T.A.Bills. 13. List of Holidays for the Primary and Middle School notifying terminal holidays. 14. Co-ordinating the Welfare Scheme of the Central and Tamil Nadu Government including consolidation-receipt and distribution of the materials. 15. Submission of proposals for shifting and fixing of rent of Assistant Educational Officers Office. 16. Initiating and awarding disciplinary proceedings under Rule 17(a) against Assistant Educational Officers. 17. Conduct of 3 tier meetings every quarter. 18. Surprise visit to all types of schools - Primary and Middle(Panchayat and Municipal) Schools due to un economical strength. 19. Conduct of Rural Talent search Examintaion for VIII Std.level. 20. Submission of proposals for the closure of Primary and Middle (Panchayat and Municpal) Schools due to un economical strength. 21. Grant of permission to teachers to join higher courses of studying respect of teachers and primary school headmasters.
22. Deputation of teachers on temporary basis wherever necessary up to a maximum of 10 months. 23. Formation, assignment and monitoring of duties of the members of the Flying squad. 24. Submission of proposals for the National and State Awards to teachers of Primary and Middle Schools. 25. Deployment of teachers with posts to the needy Panchayat and Municipal Primary and Middle Schools. 26. Service matters in respect of non-teaching staff employed in Municipal Primary and Middle Schools. 27. Allotment of posts for additional enrolment. 28. Sanction of Loans and Advances to all Assistant Educational Officers. 29. Sanction of G.P.F.Advance including part-final up to a maximum of 75 %. DUTIES OF ASSISTANT EDUCATIONAL OFFICER I - COMMON WORK FOR THE ENTIRE BLOCK 1. Assistant Educational Officer-1 will be the drawing and disbursing officer for the entire office establishment including other Assistant Educational Officers. (Assistant Educational Officer-II and Assistant Educational Officer-III and Science wherever applicable). 2. Submission of proposals of opening of New Primary / Schools and upgradation of primary schools into Middle. 3. Preparation of number statement, budget estimate, revised estimate for the block as a whole. 4. Implementation of State and Central Government Welfare Schemes such as Free Books, Uniforms, Chapels, Slates etc. DUTIES OF ASSISTANT EDUCATIONAL OFFICER II - COMMON WORK FOR THE ENTIRE BLOCK 1. Preparation of annual panel of teachers of various categories for promotion to the respective cadre for the entire block. The panel must be countersigned by the Assistant Educational Officers. 2. Preparation and submission of Educational Statistics and periodicals concerning the block. 3. Maintenance of Office Library, Stationary and Room, Tools and Plants. 4. Conduct of common examination for Standard V.
