For me, the main factors are: [0] Good research/course etc I call it 0 since we all have done our research on that before applying. Now to choose from my available options, I would want: [1] The Label Being from a lousy undergrad, I want this. From the options right now, (INI, NCSU, Columbia), Columbia gives me this. [2] Funding For this, I have applied for PhD programs at lower places than the Ivy's. I am waitlisted for Stony Brook PhD, so really hoping to get that. I do not expect funding for MS, so personally, I would go to a higher ranked expensive school since anyway I'm funding. I'll take a loan probably, to cover for the extra 10 Lakh we have to spend at the ivy's. [3] Quality of students accepted Right now I'm comparing NCSU, CMU-INI and Columbia. I have seen the best profiles at Columbia (yes, there were average profiles too). I could not find anything like these at INI or NCSU (yes one or two, but not 10)... and till now, all the Columbia admits are not even out yet. So even if later on Columbia gives admits to lower profiles than these, it doesn't matter since such profiles were never found at NCSU or INI at all. So yes, the milking Indians like USC is true for Columbia - I must admit this. But there's lesser water in the milk, thats what I feel. Lets face it, we are the ones who want to go to grad school out there, so my personal opinion is that if we're spending so much, spend a little more and get the ivy label. In the long run, it's worth it. Personal opinion! [4] City Region I have stayed in NY/MA/RI for 2 weeks and I loved it. I stayed in Haryana for 3 years and I hated it. I'd spend the extra $ for higher living expenses at NY since in the long run, it will be an additional burden of max 1 year of work recovering the investment....... I am willing to take that. [5] Advice from advisor He says goto Columbia

Pay the extra money in the long run its worth it.

now for your kind info though i had vowed i will never help a person like you, seeing your mellowed down approach i will attempt to help you!! you can listen to your advisor or to me or to anybody else. in the long run what matters is what you want in life. for the label thing, your undergrad label stays with you forever so do your marks if you planning to do phd. from the way of you i infer you have no idea what a phd is!! i recommend talking to someone who has done grad school here or is exceptionally good. your grad label does alleviate your undergrad label but not completely. you will never be seen equal to a guy who did his undergrad from iit. thats what the reality is!! the so called proverbial flow of the tide!! who says you cant go against it though!! you can but that again has got nothing to do with your grad school label. its all upto you!! i will give my funda here. you can get any thing in life but you gotto put your ass on the line!! are you willing to?? ask that question to yourself [2] Funding For this, I have applied for PhD programs at lower places than the Ivy's. I am willing to take that. when you are in grad school you will be lucky to have a few spare extra hours!! you can enjoy night life of ny/ma et all infact you will be largely distratced by it and end up ruining your studies!! btw haryana is not that bad!! my advisor told me to chuck uor optics phd and join emmp (erasmus mundus masters in photonics program) instead!! some senile people of the kind we earlier discussed always want to make eklavyas!! they hate arjuns. think cogently for yourself!! at the end of the day its your life
