Draft Position Paper Views of the Civic Party on the Chief Executive Election Bill Chief Executive Election Bill – A missed opportunity The Civic Party continues to believe that the Chief Executive should be elected by universal suffrage but even without the benefit of having a head of government chosen by the people there is scope for improvement to the bill before the legislature. Instead of identifying areas where progress could be made the administration has opted for legislation that does nothing to improve the present situation. The Civic Party would like to see the following improvements made 1. We believe that there should be a significant reduction in the number of nominations required for candidates to the office of Chief Executive. This would mean a reduction from the current number of 700 to (we did not discuss a figure) 2. To avoid the tendency for the small circle election of the Chief Executive to turn into a coronation we believe that the names of nominators should not be disclosed unless disclosure is authorized by those making the nomination. This will avoid the pressure placed on Election Committee members asked to support the candidate favoured by the Central Government. (we did not discuss this but it may be a good idea to add this suggestion) 3. We are disappointed to see that there is still a prohibition on candidates belonging to political parties. This barrier to election directly contradicts the government’s claim to support the development of political parties. 4. Although this is not a matter of legislation the Civic Party emphasizes its desire to see the 2007 Chief Executive election conducted in the manner of a real election in which candidates spell out their policies and make strenuous efforts to interact with the public to gather support. 立場書草稿 公民黨對《行政長官選舉條例草案》的意見 公民黨堅持相信行政長官應以一人一票,普選方式產生。縱使此《行政長官選 舉條例草案》沒有為市民提供選擇政府領導的機會,《草案》在獲得立法通過 前,仍有修改的空間和必要。我們認為,行政機關沒有為現有條例的不足,提 出改善方案。 以下是公民黨對《草案》的建議修改: 1、 行政長官候選人所需的提名人數,應由現時的七百人,大幅減少至 xxx﹝我們沒有為此作討論﹞。 2、 為避免小圈子選舉演變成一場加冕典禮,除非得到提名人仕的授權,提名 人的姓名應保持絕密。此舉能避免選舉委員,因不支持中央政府所喜愛的 候選人,而產生壓力。 3、 我們對《草案》仍然禁止有政黨成員身份的候選人參選表示失望。此條例 完全抵觸政府所倡議的政黨政治。 4、 縱使此建議與立法無關,公民黨強烈希望 2007 年的行政長官選舉能夠以真 正的競選方式進行。候選人應詳盡說明他們的政綱,並積極地與普羅大眾 作互動溝通,尋求獲得支持。 《完》
