The Value Capture Concept -The transit system needs to be expanded, but it is very expensive. -Reasons for expanding the transit system: • To accommodate increasing demand from population and economic growth • To promote sustainable urban economic development, based on transit station locations— to promote densification and discourage sprawling urban expansion

How can Value Capture help to expand the transit system? Transit systems provide tremendous benefits to the developments surrounding stations. This value is highly capitalized in the properties themselves. The value of the property is actually the increase in access to the rail system, compared to other properties. The government has the opportunity to capture some of this added value, instead of paying for the transit and letting all of the added value be captured by private

How can the captured value be used by the government? • Help to pay for the high costs of building the rail systems and purchase of equipment • Help to pay for the high operating costs • Help to pay for the access to the rail system—the stations, sidewalks, and other improvements to the access points

Typical Value Capture Techniques:

• Special tax district • Tax-increment financing • Public/private partnership for investing in infrastructure, • Integration of transit facilities with surrounding commercial buildings, • Public/private sharing of costs of terminal and station expansions • Impact fees or transit station connection fees for new developments • Negotiated land use/development agreements (for example, density bonuses).
