To: General Counsel Daniel Marcus rom: SSA Quinn John Tamm, Jr. Subj: Access to FBI Files and Documents made available to the Joint Inquiry Sir: I met with Assistant General Counsel Robert S. Sinton, this date at Federal Bureau of Investigation Headquarters (FBIHQ). Mr. Sinton is one of two points of contact, the other being Patrick O'Brien, at FBIHQ. The purpose of the meeting was to discuss access by Commission staff members to documents maintained by the FBI, as a result of the Joint Inquiry investigation. The documents continue to be maintained in the same office space that was utilized by the Joint Inquiry staff members. I visited that office with Mr. Sinton. Since that investigation, the FBI has "scanned" many of the documents on to CD-ROMs, to facilitate review within electronic data bases. Paper copies of the documents have also been maintained. All pending or operational material has been isolated within a file cabinet safe, which is also in the room. Five work stations are available, each equipped with a computer server, monitor, and keyboard. There is also a network printer. Additionally, the room is equipped with an unclassified facsimile machine, a classified facsimile machine, a photocopier, and secure telephone equipment, (STE). I asked Mr. Sinton that the of the names of the staffers that were forwarded to FBIHQ by the Commission, for secure access approval, be expedited. He appreciated that the term of the Commission is limited, and that we would like to start our review as soon as possible. I expect to hear back from him tomorrow on some of these issues. We did not discuss what the protocol would be to actually take possession of documents. However, once the staff members are cleared, we would be able to begin our review. I most probably will receive my secure access approval this week.
