This will confirm our telephone conversations about arrangements for the staff of the National Commission on Terrorist Attacks upon the United States to interview you. We appreciate very much your cooperation with us in this important investigation.

The interview will take place at 8:30 a.m. on Wednesday, May 19, 2004, at the Commission's SCIF office space at 2100 K Street, N.W., third floor. We anticipate that it will last about three hours. At your request, we will not make a tape recording of the interview. Barbara Grewe, Senior Counsel on our staff, who is leading our investigation of FISA "wall" issues, will be the lead interviewer, accompanied by at least one additional staff member. I will attend if possible, but may not be able to do so because of a Commission hearing being held that day in New York. We understand that you will be in Washington the previous day (May 18) for a court conference. The Commission will reimburse you for any additional expenses you incur because of our interview, including your hotel room for the night of the 18th, meals, and any additional airfare or transportation expenses necessitated by your commission interview.
